    Assessing and enhancing quality using toolkits

    “Toolkits” are decision-making frameworks based on expert models. This paper outlines one toolkit, which provides support for practitioners involved in the process of embedding Learning Technology into their courses. Although the toolkit was created as a design tool, feedback from evaluations identified its value as a means of assessing Quality. This paper outlines the background of the creation and scope of the toolkit, examines how it can be used to assess and enhance the quality of courses and concludes by summarising how toolkits can be used as part of Quality procedures in other areas

    It is well recognized that green area plays a pivotal role in improving urban environment, such as preserving water and soil, controlling temperature and humidity of air, preventing pollution, flood prevention, functioning as buffers between incompatible land uses, preserving natural habitat, and providing space for recreation and relaxation. However, due to pressures from new development both in urban fringes and urban centres, urban green and open spaces are seen to be rapidly declining in term of allocated spaces and quality. Without careful urban land use planning, many open spaces will be filled with residential and commercial buildings. Therefore, there is a need for proper planning control to ensure that the provisions of green spaces are adequately being conserved for current and future generations. The need for an urban green information system is particularly important for strategic planning at macro level and local planning at the micro level. The advent of information technology has created an opportunity for the development of new approaches in preserving and monitoring the development of urban green and open spaces. This paper will discuss the use of Geographical Information Systems (GIS) incorporated with other data sources such as remote sensing images and aerial photographs in providing innovative and alternative solutions in the management and monitoring of urban green. GIS is widely accepted in urban landscape planning as it can provide better understanding on the spatial pattern and changes of land use in an area. This paper will primarily focus on digital database that are developed to assist in monitoring urban green and open spaces at regional and local context. The application of GIS in the Klang Valley region or better known as AGISwlk developed since mid-1990's is currently being used by various organisations in the region. The focus of AGISwlk is not merely in providing relevant database to its stakeholders but more importantly, assist in making specific and relevant decisions with regard to spatial planning. It is also used to monitor the loss of green areas by using several temporal data sets. The method of classifying green and open spaces in the region is also being discussed. This paper demonstrates that GIS can be an effective tool in preserving and monitoring green and open spaces in an urban area.     Iterative criteria-based approach to engineering the requirements of software development methodologies

    Software engineering endeavours are typically based on and governed by the requirements of the target software; requirements identification is therefore an integral part of software development methodologies. Similarly, engineering a software development methodology (SDM) involves the identification of the requirements of the target methodology. Methodology engineering approaches pay special attention to this issue; however, they make little use of existing methodologies as sources of insight into methodology requirements. The authors propose an iterative method for eliciting and specifying the requirements of a SDM using existing methodologies as supplementary resources. The method is performed as the analysis phase of a methodology engineering process aimed at the ultimate design and implementation of a target methodology. An initial set of requirements is first identified through analysing the characteristics of the development situation at hand and/or via delineating the general features desirable in the target methodology. These initial requirements are used as evaluation criteria; refined through iterative application to a select set of relevant methodologies. The finalised criteria highlight the qualities that the target methodology is expected to possess, and are therefore used as a basis for de. ning the final set of requirements. In an example, the authors demonstrate how the proposed elicitation process can be used for identifying the requirements of a general object-oriented SDM. Owing to its basis in knowledge gained from existing methodologies and practices, the proposed method can help methodology engineers produce a set of requirements that is not only more complete in span, but also more concrete and rigorous

    Framework for a spatial Decision Support Tool for policy and decision making

    The main challenge of developing of a spatial DST (Decision Support Tool) to support the decision making on future livestock production will not be a technical one, but instead a challenge of meeting the con-text requirements of the tool, such as the characteristics of the country-specific spatial plan-ning and decision-making process, the wishes of the potential users of the tool and its output as well as the country-specific policies and regulations. The spatial DST which is being pro-posed in this report therefore does not include complex and state-of-the-art GIS techniques, but instead tries to be as clear and simple as possible, in order to give the potential users a full understanding during the analysis process and with using the output of the tool. A spatial DST can easily become a ‘black box’ if the users do not fully understand the limita-tions of the tool and its output. Despite the fact that output maps of GIS systems may look very detailed and suggest a high degree of accuracy, they are often not. This will entirely de-pend on the availability of reliable and detailed input data. Most likely, many of the produced output maps should be used in an indicative way only. Therefore, the output of the spatial DST needs to be accompanied by supporting information on the reliability of the output and the shortcomings due to unreliable or missing input data, as well as the consequences for use of the output. Therefore, a comprehensive meta-data assessment system is proposed as an in-tegrated part of the spatial DST. The distribution of the output will also require tools to pro-duce more sketch-like presentations, e.g. using fuzzy borders and aggregated maps, which are another important feature of the spatial DST

    Towards Evaluating the Quality of a Spreadsheet: The Case of the Analytical Spreadsheet Model

    We consider the challenge of creating guidelines to evaluate the quality of a spreadsheet model. We suggest four principles. First, state the domain-the spreadsheets to which the guidelines apply. Second, distinguish between the process by which a spreadsheet is constructed from the resulting spreadsheet artifact. Third, guidelines should be written in terms of the artifact, independent of the process. Fourth, the meaning of "quality" must be defined. We illustrate these principles with an example. We define the domain of "analytical spreadsheet models", which are used in business, finance, engineering, and science. We propose for discussion a framework and terminology for evaluating the quality of analytical spreadsheet models. This framework categorizes and generalizes the findings of previous work on the more narrow domain of financial spreadsheet models.     A reconfigurable real-time morphological system for augmented vision

    There is a significant number of visually impaired individuals who suffer sensitivity loss to high spatial frequencies, for whom current optical devices are limited in degree of visual aid and practical application. Digital image and video processing offers a variety of effective visual enhancement methods that can be utilised to obtain a practical augmented vision head-mounted display device. The high spatial frequencies of an image can be extracted by edge detection techniques and overlaid on top of the original image to improve visual perception among the visually impaired. Augmented visual aid devices require highly user-customisable algorithm designs for subjective configuration per task, where current digital image processing visual aids offer very little user-configurable options. This paper presents a highly user-reconfigurable morphological edge enhancement system on field-programmable gate array, where the morphological, internal and external edge gradients can be selected from the presented architecture with specified edge thickness and magnitude. In addition, the morphology architecture supports reconfigurable shape structuring elements and configurable morphological operations. The proposed morphology-based visual enhancement system introduces a high degree of user flexibility in addition to meeting real-time constraints capable of obtaining 93 fps for high-definition image resolution
