    Thinking digital libraries for preservation as digital cultural heritage: by R to R4 facet of FAIR principles

    The Art. 2 of the UE Council conclusions of 21 May 2014 on cultural heritage as a strategic resource for a sustainable Europe (2014/C 183/08) states: “Cultural heritage consists of the resources inherited from the past in all forms and aspects—tangible, intangible and digital (born digital and digitized), including monuments, sites, landscapes, skills, practices, knowledge and expressions of human creativity, as well as collections conserved and managed by public and private bodies such as museums, libraries and archives”. Starting from this assumption, we have to rethink digital and digitization as social and cultural expressions of the contemporary age. We need to rethink digital libraries produced by digitization as cultural entities and no longer as mere dataset for enhancing fruition of cultural heritage, by defining clear and homogeneous criteria to validate and certify them as memory and sources of knowledge for future generations. By expanding R: Re-usable of the FAIR Guiding Principles for scientific data management and stewardship into R4: Re-usable, Relevant, Reliable and Resilient, this paper aims to propose a more reflective approach to creation of descriptive metadata for managing digital resource of cultural heritage, which can guarantee their long term preservation

    Open Data, Grey Data, and Stewardship: Universities at the Privacy Frontier

    As universities recognize the inherent value in the data they collect and hold, they encounter unforeseen challenges in stewarding those data in ways that balance accountability, transparency, and protection of privacy, academic freedom, and intellectual property. Two parallel developments in academic data collection are converging: (1) open access requirements, whereby researchers must provide access to their data as a condition of obtaining grant funding or publishing results in journals; and (2) the vast accumulation of 'grey data' about individuals in their daily activities of research, teaching, learning, services, and administration. The boundaries between research and grey data are blurring, making it more difficult to assess the risks and responsibilities associated with any data collection. Many sets of data, both research and grey, fall outside privacy regulations such as HIPAA, FERPA, and PII. Universities are exploiting these data for research, learning analytics, faculty evaluation, strategic decisions, and other sensitive matters. Commercial entities are besieging universities with requests for access to data or for partnerships to mine them. The privacy frontier facing research universities spans open access practices, uses and misuses of data, public records requests, cyber risk, and curating data for privacy protection. This paper explores the competing values inherent in data stewardship and makes recommendations for practice, drawing on the pioneering work of the University of California in privacy and information security, data governance, and cyber risk.Comment: Final published version, Sept 30, 201

    Stewardship of the evolving scholarly record: from the invisible hand to conscious coordination

    The scholarly record is increasingly digital and networked, while at the same time expanding in both the volume and diversity of the material it contains. The long-term future of the scholarly record cannot be effectively secured with traditional stewardship models developed for print materials. This report describes the key features of future stewardship models adapted to the characteristics of a digital, networked scholarly record, and discusses some practical implications of implementing these models. Key highlights include: As the scholarly record continues to evolve, conscious coordination will become an important organizing principle for stewardship models. Past stewardship models were built on an "invisible hand" approach that relied on the uncoordinated, institution-scale efforts of individual academic libraries acting autonomously to maintain local collections. Future stewardship of the evolving scholarly record requires conscious coordination of context, commitments, specialization, and reciprocity. With conscious coordination, local stewardship efforts leverage scale by collecting more of less. Keys to conscious coordination include right-scaling consolidation, cooperation, and community mix. Reducing transaction costs and building trust facilitate conscious coordination. Incentives to participate in cooperative stewardship activities should be linked to broader institutional priorities. The long-term future of the scholarly record in its fullest expression cannot be effectively secured with stewardship strategies designed for print materials. The features of the evolving scholarly record suggest that traditional stewardship strategies, built on an “invisible hand” approach that relies on the uncoordinated, institution-scale efforts of individual academic libraries acting autonomously to maintain local collections, is no longer suitable for collecting, organizing, making available, and preserving the outputs of scholarly inquiry. As the scholarly record continues to evolve, conscious coordination will become an important organizing principle for stewardship models. Conscious coordination calls for stewardship strategies that incorporate a broader awareness of the system-wide stewardship context; declarations of explicit commitments around portions of the local collection; formal divisions of labor within cooperative arrangements; and robust networks for reciprocal access. Stewardship strategies based on conscious coordination involve an acceleration of an already perceptible transition away from relatively autonomous local collections to ones built on networks of cooperation across many organizations, within and outside the traditional cultural heritage community

    This report presents a framework to help organize and drive discussions about the evolving scholarly record. The framework provides a high-level view of the categories of material the scholarly record potentially encompasses, as well as the key stakeholder roles associated with the creation, management, and use of the scholarly record. Key highlights: A confluence of trends is accelerating changes to the scholarly record\u27s content and stakeholder roles. Scholarly outcomes are contextualized by materials generated in the process and aftermath of scholarly inquiry. The research process generates materials covering methods employed, evidence used, and formative discussion. The research aftermath generates materials covering discussion, revision, and reuse of scholarly outcomes. The scholarly record is evolving to have greater emphasis on collecting and curating context of scholarly inquiry. The scholarly record’s stakeholder ecosystem encompasses four key roles: create, fix, collect, and use. The stakeholder ecosystem supports thinking about how roles are reconfigured as the scholarly record evolves. The ways and means of scholarly inquiry are experiencing fundamental change, with consequences for scholarly communication and ultimately, the scholarly record. The boundaries of the scholarly record are both expanding and blurring, driven by changes in research practices, as well as changing perceptions of the long-term value of certain forms of scholarly materials. Understanding the nature, scope, and evolutionary trends of the scholarly record is an important concern in many quarters—for libraries, for publishers, for funders, and of course for scholars themselves. Many issues are intrinsic to the scholarly record, such as preservation, citation, replicability, provenance, and data curation. The conceptualization of the scholarly record and its stakeholder ecosystem provided in the report can serve as a common point of reference in discussions within and across domains, and help cultivate the shared understanding and collaborative relationships needed to identify, collect, and make accessible the wide range of materials the scholarly record is evolving to include

    Understanding and communicating the cost and value of digital curation activities has now been recognised by a number of projects and initiatives as a very important factor in ensuring the longterm survival of digital assets. A number of projects have developed costing models for digital preservation but there remains a major problem with information assets (digital or otherwise) in that their value is difficult to express in terms that are readily understood by all the stakeholders, especially those who might fund their preservation. This paper introduces a range of issues concerning information value and business models for sustained funding of digital preservation, with particular reference to the espida Project recently completed at the University of Glasgow. This project has developed a model of information value that builds on the Balanced Scorecard approach to business performance developed by Kaplan and Norton. This model casts information curation as an investment where current and ongoing expenditure is incurred in order to produce future returns, benefiting a range of stakeholders. In this formulation, value is seen as multifaceted and, from the point of view of the individual or organisation funding the curation, explicitly related to the funder’s strategic goals. It also recognises that benefits may only accrue over the long term and that there is a risk that information that is preserved may fail to deliver any return. Examples discussed in the paper concern the establishment of an institutional repository and the establishment of an e-thesis service for an educational institution. It concludes that a deconstruction of benefits of this kind can be more quickly and fully understood even by stakeholders not necessarily expert in the curation field. This facilitates the production of a well-constructed case that clearly articulates information value and the benefit that accrues from its curation, which in turn allows senior management or other funders to make funding decisions based on understandable information: the basic premise of good practice in management.     Impact of Outpatient vs Inpatient ABSSSI Treatment on Outcomes: A Retrospective Observational Analysis of Medical Charts Across US Emergency Departments

    Background The objective of this study was to characterize treatment of patients with acute bacterial skin and skin structure infections (ABSSSIs) and describe the association between hospital admission and emergency department (ED) visits or readmissions within 30 days after initial episode of care (IEC). Methods This was a retrospective, observational, cohort study of adults with ABSSSI who presented to an ED between July 1, 2012, and June 30, 2013. Patient, health care facility, and treatment characteristics, including unplanned ED visits or readmissions, were obtained through manual chart review and abstraction. Adjusted logistic regression analysis examined likelihood of all-cause unplanned ED visits or readmissions between admitted and nonadmitted patients. Results Records from 1527 ED visits for ABSSSI from 40 centers were reviewed (admitted, n = 578 [38%]; nonadmitted, n = 949 [62%]). Admitted patients were typically older (mean age, 52.2 years vs 43.0 years), more likely to be morbidly obese (body mass index \u3e 40 kg/m2; 17.3% vs 9.1%), and had more comorbidities (Charlson Comorbidity Index ≥ 4; 24.4% vs 6.8%) compared with those not admitted. In the primary analysis, adjusted logistic regression, controlling for comorbidities and severity of illness, demonstrated that there was a similar likelihood of all-cause unplanned ED visits or readmissions between admitted and nonadmitted patients (odds ratio, 1.03; 95% confidence interval, 0.74–1.43; P = .87). Conclusions ABSSSI treatment pathways leveraging outpatient treatment vs hospital admission support similar likelihood of unplanned 30-day ED visits or readmissions, an important clinical outcome and quality metric at US hospitals. Further research regarding the decision criteria around hospital admission to avoid potentially unnecessary hospitalizations is warranted

    Illinois Digital Scholarship: Preserving and Accessing the Digital Past, Present, and Future

    Since the University's establishment in 1867, its scholarly output has been issued primarily in print, and the University Library and Archives have been readily able to collect, preserve, and to provide access to that output. Today, technological, economic, political and social forces are buffeting all means of scholarly communication. Scholars, academic institutions and publishers are engaged in debate about the impact of digital scholarship and open access publishing on the promotion and tenure process. The upsurge in digital scholarship affects many aspects of the academic enterprise, including how we record, evaluate, preserve, organize and disseminate scholarly work. The result has left the Library with no ready means by which to archive digitally produced publications, reports, presentations, and learning objects, much of which cannot be adequately represented in print form. In this incredibly fluid environment of digital scholarship, the critical question of how we will collect, preserve, and manage access to this important part of the University scholarly record demands a rational and forward-looking plan - one that includes perspectives from diverse scholarly disciplines, incorporates significant research breakthroughs in information science and computer science, and makes effective projections for future integration within the Library and computing services as a part of the campus infrastructure.Prepared jointly by the University of Illinois Library and CITES at the University of Illinois at Urbana-Champaig

    People, Land, Arts, Culture and Engagement: Taking Stock of the Place Initiative

    This report serves as a point of entry into creative placemaking as defined and supported by the Tucson Pima Arts Council's PLACE Initiative. To assess how and to what degree the PLACE projects were helping to transform communities, TPAC was asked by the Kresge Foundation to undertake a comprehensive evaluation. This involved discussion with stakeholders about support mechanisms, professional development, investment, and impact of the PLACE Initiative in Tucson, Arizona, and the Southwest regionally and the gathering of qualitative and quantitative data to develop indicators and method for evaluating the social impact of the arts in TPAC's grantmaking. The report documents one year of observations and research by the PLACE research team, outside researchers and reviewers, local and regional working groups, TPAC staff, and TPAC constituency. It considers data from the first four years of PLACE Initiative funding, including learning exchanges, focus groups, individual interviews, grantmaking, and all reporting. It is also informed by evaluation and assessment that occurred in the development of the PLACE Initiative, in particular, Maribel Alvarez's Two-Way Mirror: Ethnography as a Way to Assess Civic Impact of Arts-Based Engagement in Tucson, Arizona (2009), and Mark Stern and Susan Seifert's Documenting Civic Engagement: A Plan for the Tucson Pima Arts Council (2009). Both of these publications were supported by Animating Democracy, a program of Americans for the Arts, that promotes arts and culture as potent contributors to community, civic, and social change. Both publications describe how TPAC approaches evaluation strategies associated with social impact of the arts in Tucson and Pima County. This report outlines the local context and historical antecedents of the PLACE Initiative in the region with an emphasis on the concept of "belonging" as a primary characteristic of PLACE projects and policy. It describes PLACE projects as well as the role of TPAC in creating and facilitating the Initiative. Based on the collective understanding of the research team, impacts of the PLACE Initiative are organized into three main realms -- institutions, artists, and communities. These realms are further addressed in case studies from select grantees, whose narratives offer rich, detailed perspectives about PLACE projects in context, with all their successes, rewards, and challenges for artists, communities, and institutions. Lastly, the report offers preliminary research findings on PLACE by TPAC in collaboration with Dr. James Roebuck, codirector of the University of Arizona's ERAD (Evaluation Research and Development) Program
