    Formation of Collective Decision-Making Units: Stability and a Solution

    We study how individuals divide themselves into coalitions and choose a public alternative for each coalition. When preferences have consecutive support and coalition feasible sets are positively population- responsive, the proposed consecutive benevolence solution generates allocations belonging to the coalition structure core and that are also Tiebout equilibria. However, when each coalition follows a single-valued collective decision rule, the coalition structure core may be empty. Our results show that if individual preferences are, in a sense, similar and if members can be as well off when a coalition enlarges, then a stable formation of collective decision-making units can be guaranteed. A predetermined decision rule makes coalitions less stable.

    Improving efficiency of decision making units through BSC-DEA technique

    Performance evaluation is one of the most important techniques to prioritize different decision making units. Data envelopment analysis (DEA), as a non-parametric method, plays an important role for measuring relative efficiency. Balanced score card, on the other hand, is another method to evaluate a business plan based on non-financial perspectives. The integrated BSC-DEA takes advantage of the advantages of both methods' features. In this paper, we propose a BSC-DEA method to rank different decision making units. We consider different financial criteria such as profit-margin, return on assets along with non-financial criteria such as customer satisfaction, advanced services, employee skills to compare the performance of different banks. The results are analyzed and discussed, which could be used for making better decisions

    Value Efficiency Analysis for Incorporating Preference Information in Data Envelopment Analysis

    We develop a procedure and the requisite theory for incorporating preference information in a novel way in the efficiency analysis of Decision Making Units. The efficiency of Decision Making Units is defined in the spirit of Data Envelopment Analysis (DEA), complemented with Decision Maker's preference information concerning the desirable structure of inputs and outputs. Our procedure begins by aiding the Decision Maker in searching for the most preferred combination of inputs and outputs of Decision Making Units (for short, Most Preferred Solution) which are efficient in DEA. Then, assuming that the Decision Maker's Most Preferred Solution maximizes his/her underlying (unknown) value function at the moment when the search is terminated, we approximate the indifference contour of the value function at this point with its possible tangent hyperplanes. Value Efficiency scores are then calculated for each Decision Making Unit comparing the inefficient units to units having the same value as the Most Preferred Solution. The resulting Value Efficiency scores are optimistic approximations of the true scores. The procedure and the resulting efficiency scores are immediately applicable to solving practical problems

    Performance Evaluation of Universities as Groups of Decision Making Units

    Universities have different offices such as educational, research, student, administrative, and financial offices. This paper considers universities as groups of decision making units (DMUs) in which DMUs are their offices. This approach gives us with a more just evaluation of universities instead of separate evaluation of the offices of universities. The proposed approach to evaluate group performance of universities is based on common set of weights method in DEA. The suggested method not only can compare groups and measure their efficiencies, but also can calculate the efficiency of units within group and efficiency spread of groups. At last, the suggested method is applied for the analysis of the performance of universities in 14th district of Islamic Azad University as groups under evaluation

    Measuring the relative efficiency and reorganization-The example of CDFAs of the NAN-TOU County in Taiwan

    Data envelopment analysis (DEA) has become a practicable approach to evaluate the relative efficiencies of decision-making units (DMUs) in various contexts. This paper conducted a DEA study to measure the relative efficiencies of 13 Credit Department of Farmers¡¦ Associations (CDFAs) of the NAN-TOU County in Taiwan. In addition, this paper also investigated the alternatives for reorganizing the CDFAs via efficiency measurement. The results showed that the proposed reorganization alternatives have better efficiency scores.
