    Data analysis for agent based mobile services

    One of the high interesting areas in the distributed systems is the problem of building and running pervasive computing services for mobile users. The central point for building such a services is to appropriately model the physical and data environment. In this paper we concentrate on the data part of such an environment that would enable creating a general scheme for a category of flexible services for mobile users. We define the basic profile of the users and methods, how the services should deal with the profiles. For modeling the presence of the user in the data environment (even if he/she is off-line) the agent-based solution was chosen, so the distributed system is build as a multi-agent system

    THE INFLUENCE OF FISCAL DECENTRALIZATION ON THE LOCAL ORIGINAL RENEVUE AND PUBLIC EXPENDITURE IN INDONESIA

    Tujuan penelitian ini adalah untuk menyelidiki pengaruh komponen desentralisasi fiskal pada belanja publik di Indonesia. Penelitian ini menggunakan data realisasi anggaran daerah yang terdiri dari dana perimbangan, pendapatan lain-lain, pendapatan asli daerah, dan belanja publik yang di dapatkan dari laporan keuangan kabupaten dan kota di Indonesia. Pemilihan ini berdasarkan pertimbangan bahwa kabupaten dan kota di Indonesia memiliki karakteristik ekonomi dan geografi yang hampir sama dan juga hasil dari penelitian ini diharapkan dapat memberikan kondisi umum pada pemerintah daerah di Indonesia. Adapun sumber data diperoleh dari Dirjen Perimbangan Keuangan Pusat dan Daerah dan juga Dirjen Anggaran dan Perimbangan Keuangan. Hal ini berkaitan dengan kelengkapan informasi yang tersedia dalam laporan keuangan. Analisis data dilakukan melalui dua tahap, yaitu (1) analisis statistik deskriptif, (2) uji hipotesis dengan menggunakan regresi berganda. Hasil penelitian ini membuktikan bahwa desentralisasi fiskal melalui komponen dana perimbangan berpengaruh positif secara signifikan dalam peningkatan pendapatan asli daerah sedangkan pendapatan lain-lain tidak berpengaruh secara signifikan. Berkenaan dengan belanja publik, dana perimbangan dan pendapatan asli daerah berpengaruh positive pada belanja publik sedangkan pendapatan lain-lain tidak berpengaruh secara signifikan. Hal ini mengindikasikan bahwa ada ketergantungan pada penerimaan dari pemerintah pusat melalui dana perimbangan pada pemerintah kabupaten dan kota dalam rangka menstimulasi peningkatan pendapatan asli daerah dan peningkatan perbaikan pelayanan publik di Indonesia. Oleh karena itu sistem desentralisasi diharapkan dapat memberikan respon yang lebih baik terhadap kebutuhan daerah and dapat meningkatkan kompetisi antar daerah dalam penetapan pelayanan publik.     A Grid architectural approach applied for backward compatibility to a production system for events simulation.

    Distributed systems paradigm gained in popularity during the last 15 years, thanks also to the broad diffusion of distributed frameworks proposed for the Internet plat form. In the late ’90s a new concept started to play a main role in the field of distributed computing: the Grid. This thesis presents a study related to the integration between the BaBar’s framework, an experiment belonging to the High Energy Physics field, and a grid system like the one implemented by the Italian National Institute for Nuclear Physics (INFN), the INFNGrid project, which provides support for several research domains. The main goal was to succeed in adapt an already well established system, like the one implemented into the BaBar pipeline and based on local centers not interconnected between themselves, to a kind of technology that was not ready by the time the experiment’s framework was designed. Despite this new approach was related just to some aspects of the experiment, the production of simulated events by using MonteCarlo methods, the efforts here described represent an example of how an old experiment can bridge the gap toward the Grid computing, even adopting solutions designed for more recent projects. The complete evolution of this integration will be explained starting from the earlier stages until the actual development to state the progresses achieved, presenting results that are comparable with production rates gained using the conventional BaBar’s approach, in order to examine the potentially benefits and drawbacks on a concrete case study

    From many records to one graph: Heterogeneity conflicts in the Linked data restructuring cycle

    Introduction. During the last couple of years the library community has developed a number of comprehensive metadata standardization projects inspired by the idea of linked data, such as the BIBFRAME model. Linked data is a set of best practice principles of publishing and exposing data on the Web utilizing a graph based data model powered with semantics and cross-domain relationships. In the light of traditional metadata practices of libraries the best practices of linked data imply a restructuring process from a collection of semi-structured bibliographic records to a semantic graph of unambiguously defined entities. A successful interlinking of entities in this graph to entities in external data sets requires a minimum level of semantic interoperability. Method The examination is carried out through a review of the relevant research within the field and of the essential documents that describe the key concepts. Analysis A high level examination of the concepts of the semantic Web and linked data is provided with a particular focus on the challenges they entail for libraries and their meta-data practices in the perspective of the extensive restructuring process that has already started. Conclusion We demonstrate that a set of heterogeneity conflicts, threatening the level of semantic interoperability, can be associated with various phases of this restructuring process from analysis and modelling to conversion and external interlinking. It also claims that these conflicts and their potential solutions are mutually dependent across the phases

    Decentralization and Infrastructure: Principles and Practice

    This paper reviews the theoretical and practical issues surrounding the decentralization of responsibility for the provision of infrastructure to local governments in low income countries. The focus is on structural rather than management issues. There is plenty of evidence that following the theory can lead to efficient outcomes under decentralization, but also plenty of evidence that the theory and the practice often diverge widely. Seven policy rules that could support a successful decentralization of appropriate infrastructure services are drawn out of this review
