Internet Utopianism and the Practical Inevitability of Law
Writing at the dawn of the digital era, John Perry Barlow proclaimed cyberspace to be a new domain of pure freedom. Addressing the nations of the world, he cautioned that their laws, which were “based on matter,” simply did not speak to conduct in the new virtual realm. As both Barlow and the cyberlaw scholars who took up his call recognized, that was not so much a statement of fact as it was an exercise in deliberate utopianism. But it has proved prescient in a way that they certainly did not intend. The “laws” that increasingly have no meaning in online environments include not only the mandates of market regulators but also the guarantees that supposedly protect the fundamental rights of internet users, including the expressive and associational freedoms whose supremacy Barlow asserted. More generally, in the networked information era, protections for fundamental human rights — both on- and offline — have begun to fail comprehensively.
Cyberlaw scholarship in the Barlowian mold isn’t to blame for the worldwide erosion of protections for fundamental rights, but it also hasn’t helped as much as it might have. In this essay, adapted from a forthcoming book on the evolution of legal institutions in the information era, I identify and briefly examine three intersecting flavors of internet utopianism in cyberlegal thought that are worth reexamining. A Message Passing Strategy for Decentralized Connectivity Maintenance in Agent Removal
In a multi-agent system, agents coordinate to achieve global tasks through
local communications. Coordination usually requires sufficient information
flow, which is usually depicted by the connectivity of the communication
network. In a networked system, removal of some agents may cause a
disconnection. In order to maintain connectivity in agent removal, one can
design a robust network topology that tolerates a finite number of agent
losses, and/or develop a control strategy that recovers connectivity. This
paper proposes a decentralized control scheme based on a sequence of
replacements, each of which occurs between an agent and one of its immediate
neighbors. The replacements always end with an agent, whose relocation does not
cause a disconnection. We show that such an agent can be reached by a local
rule utilizing only some local information available in agents' immediate
neighborhoods. As such, the proposed message passing strategy guarantees the
connectivity maintenance in arbitrary agent removal. Furthermore, we
significantly improve the optimality of the proposed scheme by incorporating
-criticality (i.e. the criticality of an agent in its

Centralized vs. decentralized computing : organizational considerations and management options
The long-standing debate over whether to centralize or decentralize computing is examined in terms of the fundamental organizational and economic factors at stake. The traditional debate is examined and found to focus predominantly on issues of efficiency vs. effectiveness, with solutions based on a rationalistic strategy of optimizing in this tradeoff. Values-based network leadership places importance on a leader\u27s repertoire of skills for stewarding a culture of purpose and calling among distributed teams in a globally interconnected world. Values-based network leadership is applicable for any leader needing to align interdependent effort by networks of teams operating across virtual and physical environments to achieve a collective purpose. An open-learning ecosystem is also described to help leaders address the development of strengths associated with building trust and relationships across networks of teams, aligned under a higher purpose and calling, possessing moral fiber, resilient in the face of complexity, reflectively competent to adapt as interconnected efforts evolve and change within multicultural environments, and able to figure out new ways to do something never done before
Blockchain For Food: Making Sense of Technology and the Impact on Biofortified Seeds
The global food system is under pressure and is in the early stages of a major transition towards more transparency, circularity, and personalisation. In the coming decades, there is an increasing need for more food production with fewer resources. Thus, increasing crop yields and nutritional value per crop is arguably an important factor in this global food transition.
Biofortification can play an important role in feeding the world. Biofortified seeds create produce with increased nutritional values, mainly minerals and vitamins, while using the same or less resources as non-biofortified variants. However, a farmer cannot distinguish a biofortified seed from a regular seed. Due to the invisible nature of the enhanced seeds, counterfeit products are common, limiting wide-scale adoption of biofortified crops. Fraudulent seeds pose a major obstacle in the adoption of biofortified crops.
A system that could guarantee the origin of the biofortified seeds is therefore required to ensure widespread adoption. This trust-ensuring immutable proof for the biofortified seeds, can be provided via blockchain technology
