The Russian influence strategy in its contested neighbourhood

    Get PDF
The collapse of the Soviet Union has been followed by a series of conflicts between the Russian Federation and its neighbors. Although some of these conflicts have been fought at the kinetic level, they were justified by Moscow through information warfare activities and supported by influence operations. This chapter, which includes an extensive survey of the literature on the topic, aims to investigate the hybrid warfare strategy carried out by the Russian Federation in its 'sphere of influence' over the last three decades — the Baltic states (Estonia, Latvia, and Lithuania), Ukraine (Crimea and Donbass, i.e. Donetsk and Luhansk People's Republics), Georgia (South Ossetia and Abkhazia) and Moldova (Transnistria) — and to assess the effectiveness of the Russian (dis)information strategy. The essay focuses on the nationalist discourse and the pro-Russia narrative.info:eu-repo/semantics/acceptedVersio

Unconventional cyber warfare: cyber opportunities in unconventional warfare

    Get PDF
Given the current evolution of warfare, the rise of non-state actors and rogue states, in conjunction with the wide availability and relative parity of information technology, the U.S. will need to examine new and innovative ways to modernize its irregular warfare fighting capabilities. Within its irregular warfare capabilities, the U.S. will need to identify effective doctrine and strategies to leverage its tactical and technical advantages in the conduct of unconventional warfare. Rather than take a traditional approach to achieve unconventional warfare objectives via conventional means, this thesis proposes that unconventional warfare can evolve to achieve greater successes using the process of unconventional cyber warfare.http://archive.org/details/unconventionalcy1094542615Major, United States Army;Major, United States ArmyApproved for public release; distribution is unlimited

Maneuver and Manipulation: On the Military Strategy of Online Information Warfare

How should the defense community best organize to combat modern campaigns of propaganda and disinformation? Without a broader strategic concept of the nature of the challenge posed by these techniques, current efforts and investments run the risk of simply chasing the latest tactics without establishing enduring security. This monograph offers a way forward, proposing a cohesive strategic framework for thinking about modern information warfare and its effective conduct.https://press.armywarcollege.edu/monographs/1375/thumbnail.jp

Intelligence challenges in countering hybrid threats

    Get PDF
The subject of hybrid threats has been in focus for some time now, for both academia and practitioners in various security and defense-related fields, but research is still unfocused enough and opinions yet too divergent to allow for a joint understanding of the term, as is the case with other terms in the sphere of security, too (the easiest to mention being ”terrorism”). Our lack of a common understanding of the phenomenon with our closest allies is inevitably a weakness, in a world where many categories of threats are closely interconnected and tend to transgress physical and virtual borders alike. Therefore, the need for a closer look at the concept is bound to lead us to more effective approaches in handling the consequences of hybrid threats

‘Hybrid warfare’: A dramatic example of conceptual stretching

    Get PDF
The concept of ‘hybrid warfare’ has gained and continues to gain traction in Western strategic and military circles over the last decade-plus. However, truth to say, it is still a highly contested concept. This article argues that the main reason for this is that the concept of ‘hybrid warfare’ has been taken out of its original context over time and applied to new cases that lack essential characteristics of the concept. The mismatch that happens when the concept of ‘hybrid war-fare’ does not fit new cases exemplifies what political scientist Giovanni Sartori has called ‘conceptual stretching’. Using Sartori’s notion of conceptual stretching, this article analyses the conceptual confusion surrounding hybrid warfare and discusses its possible implications for the West’s defence policy

Russian Information Operations in the Soviet Strategic Framework

    Get PDF
This thesis seeks to illuminate how information operations supports Russia’s strategy for creating power for the state. Using classic military theory and Soviet strategy as the lens, the paper examines information operations in the context of the nature of war. The examination includes historical and contemporary Russian publications on warfare, as well as information operations case studies from Eastern Europe, Georgia and Crimea. Russia’s operations are found to be consistent with a strategy of attrition. The opponent\u27s society is the primary target of information operations. The emphasis on information operations within contemporary Russian concepts of modern war indicate that the Russian military theory establishment judge this means of war as useful and persistent. Western nations must seek to separately and holistically understand Russia\u27s strategy and how information operations support it, as well as the role of society in the rubric of war. These elements are essential to counter Russian aggression
