    Economically sustainable public security and emergency network exploiting a broadband communications satellite

    The research contributes to work in Rapid Deployment of a National Public Security and Emergency Communications Network using Communication Satellite Broadband. Although studies in Public Security Communication networks have examined the use of communications satellite as an integral part of the Communication Infrastructure, there has not been an in-depth design analysis of an optimized regional broadband-based communication satellite in relation to the envisaged service coverage area, with little or no terrestrial last-mile telecommunications infrastructure for delivery of satellite solutions, applications and services. As such, the research provides a case study of a Nigerian Public Safety Security Communications Pilot project deployed in regions of the African continent with inadequate terrestrial last mile infrastructure and thus requiring a robust regional Communications Satellite complemented with variants of terrestrial wireless technologies to bridge the digital hiatus as a short and medium term measure apart from other strategic needs. The research not only addresses the pivotal role of a secured integrated communications Public safety network for security agencies and emergency service organizations with its potential to foster efficient information symmetry amongst their operations including during emergency and crisis management in a timely manner but demonstrates a working model of how analogue spectrum meant for Push-to-Talk (PTT) services can be re-farmed and digitalized as a “dedicated” broadband-based public communications system. The network’s sustainability can be secured by using excess capacity for the strategic commercial telecommunication needs of the state and its citizens. Utilization of scarce spectrum has been deployed for Nigeria’s Cashless policy pilot project for financial and digital inclusion. This effectively drives the universal access goals, without exclusivity, in a continent, which still remains the least wired in the world

    Power play in television: a political economy analysis of power balances in broadcasting markets

    In this dissertation, the focus is on the (evolving) configurations of power and control in broadcaster-to-distributor markets. Technological developments, as well as changes in the institutional framework, are in the process of fundamentally transforming legacy TV business models and have transferred power to ‘gatekeepers’ which derive a dominant position by controlling competitive bottlenecks. Since technology shocks might disrupt established power relationships in television, interactions between TV broadcasters and distributors incur tensions and conflicts of interests. It is argued that each party controls crucial platform resources and that the broadcaster-to-distributor market is organized around two converging TV platforms that unfold enveloping strategies and thus provoke power conflicts. One of the major assumptions of this dissertation is the mutual dependency between broadcasters and distributors, which leads to the conclusion that the market is marked by bilateral bargaining power, and needs to deal with double-marginalisation problems. Although both parties may have bargaining power, relationships between broadcasters and distributors are often characterised by power asymmetries, either in favour of the broadcaster or distributor. In the ever-increasing complex TV ecosystem, broadcasters as well as distributors are looking for outside opportunities to lessen dependence on their counterparty, and build strategic advantage during carriage negotiations. However, pricing power usually remains with the distributors, which eventually decide about the possible carriage and the package (basic or upgraded), and the position of the channel in that package (or in the electronic programming guide). A gatekeeping position allows distributors to pressure broadcasters to demand lower wholesale (input) prices. On top, distributors leverage bargaining power through the ownership of affiliated channels that directly compete access-seeking broadcasters. In a similar vein, owners of premium rights or must-have channels leverage their popularity and exclusivity in order to bargain higher retransmission payments from distributors. Whereas existing frameworks hold that competitive advantage essentially rests on the activities a firm performs within the value chain, it is claimed here that a firm’s position in the value chain does not adequately explain why different firms with similar activities have different levels of bargaining power. Rather than sticking to hollow aphorisms like ‘Content is King, but Distribution is King Kong’, it is assumed that the allocation of power between broadcasters and distributors crucially depends on the politico-economic context of broadcasting and its distribution, including the set of complex relationships between different parties in the business ecosystem. Since bargaining power in the broadcaster-to-distributor market tends to be context-specific and varies between different local settings, it is determined by the allocation of scarce resources in the industry, the individual nature of the broadcaster-to-distributor relationship and potential path dependencies in media and telecommunication policies. Hence, the major research objective is to study the interactions between broadcasters and distributors, and identify, in a qualitative way, those contextual variables that define bargaining power in broadcaster-to-distributor relationships. Although Porter’s model is still relevant for analysing the industry environment, the complexity of broadcasting and distribution markets and the speciality of carriage negotiations demands for a more specific framework to examine relationships and power conflicts between broadcasters and distribution. Following a resource-centric perspective, the ownership and control of strategic assets are considered determinants of bargaining power. Based on a literature review and interviews with 36 media managers and experts, it was possible to come up with a multidimensional and multilevel approach to bargaining power and to construct a complex of interrelated power attributes (clustered in five dimensions) that influence a firm’s competitive position in carriage negotiations. On the macro level, a number of legal provisions and regulatory requirements strongly affect the carriage negotiations. Reference is made to telecommunications rules, competition law, media-specific regulation and copyright law. On the meso level, the model suggests that the market structure forms an important factor in the creation of bargaining power. Industry concentration, number of business partners, entry barriers and the threat of technological progress are identified as critical parameters. On the micro level, the structure of the negotiating firms needs to be taken into account to assess bargaining power. Hence, firm-specific characteristics of broadcasters and distributors involved in a carriage negotiation include relative firm size, conglomerateness, vertical integration and financial resilience. Next to firm characteristics, emphasis is put on product differentiation as a source of a bargaining power. Product characteristics are related to the market and industry structure, and predominantly refer to product differentiation, exclusivity, bundling and switching costs. On the individual level, psychological, emotional and interpersonal issues play a decisive role in carriage negotiations

    Re-mediating identities in the imagined homeland: Taiwanese migrants in China

    This dissertation analyzes the identity formation and transformation of Taiwanese migrants to China in light of globalization. Combining migrant studies and media studies, it explores how the identities of Taiwanese migrants are shaped and reshaped through the ongoing interactions of mediated communication and lived experience in the place of adoption. Against the linear model of assimilation, three discourses on transnationalism argue for the pluralization and deterritorialization of identities among contemporary migrants, including continuous home-country loyalty, diasporic hybrid identities, and cosmopolitan consciousness. However, this case study also encounters historical particularities, such as the opposition of Taiwanese and Chinese identities in Taiwan, Taiwanese migration to their imagined homeland, and China' authoritarian media system. While attending to these issues, I analyze the migration patterns of Taiwanese migrants, their use of the media in China, and the relations between mediation and identity. Primarily based on in-depth interviews with 68 Taiwanese migrants conducted in 2008, I found that Taiwanese migrants' spatial and upward mobility upon migration contributes to their class distinction and outsider mentality in China. Moreover, despite different settlement plans, migrants tend to see their migration as sojourning. Mental isolation from Chinese society, along with distrust of the Chinese news media, makes migrants heavily dependent on Taiwanese news media for information. They also utilize such communication tools as SMS and the Internet to forge and maintain Taiwanese-only social networks and interpersonal communications. As for entertainment media, migrants prefer foreign and Taiwanese media products to Chinese ones. Much of their transnational communication is sustained through the use of illegal means, such as satellite TV and pirated videos. Everyday experiences--lived or mediated, local or transnational--enable migrants to renegotiate their own similarities with and differences from the Chinese. A kind of Taiwanese consciousness based on pride develops among migrants. Nevertheless, as far as national identity is concerned, Taiwanese migrants remain divided, although they have also become less nationalistic and more realistic

    CHORUS Deliverable 2.2: Second report - identification of multi-disciplinary key issues for gap analysis toward EU multimedia search engines roadmap

    After addressing the state-of-the-art during the first year of Chorus and establishing the existing landscape in multimedia search engines, we have identified and analyzed gaps within European research effort during our second year. In this period we focused on three directions, notably technological issues, user-centred issues and use-cases and socio- economic and legal aspects. These were assessed by two central studies: firstly, a concerted vision of functional breakdown of generic multimedia search engine, and secondly, a representative use-cases descriptions with the related discussion on requirement for technological challenges. Both studies have been carried out in cooperation and consultation with the community at large through EC concertation meetings (multimedia search engines cluster), several meetings with our Think-Tank, presentations in international conferences, and surveys addressed to EU projects coordinators as well as National initiatives coordinators. Based on the obtained feedback we identified two types of gaps, namely core technological gaps that involve research challenges, and “enablers”, which are not necessarily technical research challenges, but have impact on innovation progress. New socio-economic trends are presented as well as emerging legal challenges

    Structured film-viewing preferences and practices : a quantitative analysis of hierarchies in screen and content selection amongst young people in Flanders

    Aleit Veenstra, Philippe Meers and Daniel Biltereyst address a specific segment of a typical small-market audience—Flemish youth film viewers. Their study “Structured Film Viewing Preferences and Practices: A Quantitative Analysis of Hierarchies in Screen and Content Selection among Young People in Flanders” deals with one of the symptomatic problems of the era of convergent audiences, the multiplication of screens used for domestic consumption of audiovisual content. Building an intriguing empirical design, Veenstra and her colleagues aim to identify patterns of screen selection and their relation to the perceived value of Hollywood, European and domestic Flemish films. Their conclusion is that there are well-articulated hierarchies applied by the audience members in the selection of both film titles and reception screens and that, to put it simply, in the case of screens, size matters

    An explorative study of Malaysian television content in the mobile environment

    This thesis discusses television’s online content distribution on mobile platforms in Malaysia. It focuses on broadcast strategy of local television stations for mobile platforms; and comprehensively studies the development of regulatory policies in Malaysia during the past decade. It also explores the challenges faced by the local television industry, such as limited media freedom and fierce competition from global online content providers. The thesis aims to understand the strategies that have developed to meet demand for online content on mobile platforms within the current climate of Malaysian broadcasting. This thesis examines television content distribution strategies by analysing twenty-four one-to-one, open-ended interviews and two focus groups with key personnel in the industry. These personnel consist of operational teams in the main television stations, the heads of relevant government agencies, and content creators in Malaysia. All data collection sessions were conducted and transcribed in Malay before being translated into English. The analysis reveals the emergence of three major themes: the inconsistent development of Malaysia’s television industry, despite global advancements in media technology; a monopoly on sports content due to the ownership structure of Malaysian media; and the disorganised management of regulatory policy for online content in the Malaysian media landscape. The thesis concludes by offering significant insights on, and suggested improvements to, policies surrounding online content distribution on mobile platforms and best practice for sourcing state of the art television content. It argues that the establishment of an independent media gatekeeper is essential for the proper regulation of Malaysian media. Finally, it emphasises that there is an urgent need for the Malaysian government to establish competitive industry guidelines for a broad range of online content; policy which will benefit local television stations in the long run

    Connected, Creative and Cultural Communities: Developing an Integrated Approach to Policy and Evaluation for Remote Australian Indigenous Media and Communications

    This research project seeks to develop appropriate policy and evaluation frameworks to support the development of the remote Indigenous media and communications sector and build digital inclusion and capacity within remote Australian Indigenous communities. This project reviews existing policy and theory pertaining to Indigenous media and communications and identifies and assesses the applicability and limitations for the contemporary remote Indigenous Australian context. Some key policy aspects have remained the same since the 1990s. These include: cultural and linguistic maintenance, self-representation, community access, rights and justice, and employment opportunities. However, in the context of significant technological and socio-political change, there are a range of contemporary issues yet to be effectively incorporated into policy, including: digital convergence; digital inclusion; organisational and industry development; and sustainability. There is a growing divide between and within remote communities in terms of digital inclusion; access to appropriate information and services. Despite billions of dollars being spent on ‘closing the gap’ for Indigenous Australians, and numerous reviews over recent decades, the potential role of Indigenous media and communications in remote Indigenous communities remains largely unrecognised and under-utilised. At a time when the debate is re-emerging about the viability of remote Indigenous communities, the effectiveness of media and communications services and connectivity will increasingly become key determinants for community sustainability, effective service delivery, community capacity building, cultural maintenance and individual capability. The research included a review of literature in the fields of Communications, Media Anthropology, Community Development and Development Communications. Summaries of issues were then prepared. Relevant past and current government policies in Indigenous affairs and Indigenous broadcasting and communications were also reviewed and key issues summarised, along with an historic overview of the development of remote Indigenous media and communications in Australia and potential future directions and challenges. This led to the preparation of a draft set of Policy and Evaluation frameworks to be reviewed using a series of case studies. Using an Ethnographic Action Research methodology, the author undertook research over a nine year period while working as Manager at Ngaanyatjarra Media, the remote Indigenous media organisation for 15 remote communities in the Western Desert region of eastern WA. He worked closely with Yarnangu (Central/Western Desert Aboriginal people) media workers and communities, building on the existing BRACS network and cultural maintenance agenda to establish a range of innovative and integrated media and communications programs in the region. Six Ngaanyatjarra Media case studies were used to assess and revise the draft Policy and Evaluation frameworks. While the unique context and ‘communicative ecology’ of the Ngaanyatjarra Lands differs from other parts of remote Australia, the evaluation outcomes suggest that the integrated approach to media and communications delivery can have broader application. The research found that a bottom-up approach to program development that considers the social, cultural, political and technological context promotes community ownership and participation and delivers locally relevant solutions and outcomes. In contrast, top-down initiated programs had significantly lower participation and outcomes. It proposes a consultative approach to program development that incorporates community strategic planning and locally specific delivery strategies. It also proposes an evaluation model that includes three sets of performance indicators: those specified by the funding agencies (typically Government); indicators considered relevant by the local delivery agencies (e.g. media organisations); and those that meet the needs of Indigenous community recipients to understand and evaluate the impact of the program. A further key finding is the need for a ‘contingent’ approach to application of both the Policy and Evaluation frameworks; that is, selection and prioritisation of particular potential aspects to match the specific policy or evaluation need. The thesis provides justification for this approach and indicates how it may be developed. This thesis seeks to contribute to the existing body of knowledge in this field by documenting the growth of a little known remote Indigenous media organisation situated in the Ngaanyatjarra region of WA during a time of technological, political and social change within Australia. It brings together a deep understanding of community and cultural values and determinants as well as a solid knowledge of relevant government policy and programs. It helps fill a gap in field research and observation of remote Indigenous media activities in Australia since the 1990s. While aimed at the Australian context, the findings of this research may also have relevance for the international communications development sector. The project’s objective was to develop appropriate Remote Indigenous Media and Communications Policy and Evaluation frameworks for use within the contemporary technological, social and political context. The proposed integrated delivery approach involves the use of existing and new media and communications activities that engage and empower remote Indigenous people and help build connected, creative and cultural communities
