    A Survey of the Strategic Alternate Sourcing Program Offices Management of United States Air Force Diminishing Manufacturing Sources and Material Shortages Subject Matter Experts

    The office designated by the Air Force to be DMSMS subject expert program office is known as the Strategic Alternate Sourcing Program Office (SASPO). Aided by the USAF Program Offices and DMSMS Subject Matter Experts, the SASPO is responsible for sourcing DMSMS resolutions as well as the organizing, training, and equipping of the Program Offices DMSMS Programs. Using quantitative research, this study conducts a survey, with the USAF Program Offices as the unit of analysis, to gain insight as to where the SASPO is doing well and where gaps exist in their program management. The analysis and conclusion identify where the SASPO should focus their attention to proactively manage DMSMS resolutions

    3D Printing for Solving Part Obscolescence

    The purpose of this research was to highlight the issue of parts obsolescence and to highlight the possibility of using alternative methods to overcome parts shortage. Specifically, this thesis sought to answer the research question: is the three-dimensional printing technology (3D) an applicable approach to overcome part obsolescence. The research question was answered through data research and survey analysis. Notwithstanding, the diminished manufacturing sources and material shortages (DMSMS) management and other existing approaches, such as forecasting, contracting, and reverse engineering (RE), were discussed briefly in the literature review and profoundly in chapter IV to differentiate among applicable existing solutions toward solving parts obsolescence. This research qualitatively conducted a survey to identify the depth of the applicability of the 3D printing technology approach to be a solution for material shortages in comparison with other approaches to solving this matter

    A Framework for Mitigating Obsolescence in Military Based Systems

    Obsolescence is an unavoidable reality in manufacturing systems and supply chain environments as systems are needed to be sustained for longer and longer periods of time. These extended life cycle products include airplanes, ships, industrial equipment, medical equipment, and military systems. The United States military has coined this issue as Diminishing Manufacturing Sources and Material Shortages (DMSMS). Research shows that the main areas of concern for obsolescence are cost optimization, obsolescence management, system life cycle, design/system refresh planning, architecture/open systems, and end-of-life (EOL) predictions. This effort suggests a need for a more effective management approach to tackling obsolescence with an emphasis on proactive management. The goal of this research was to create an obsolescence management framework for the purpose of managing obsolescence issues with military based systems. This research shows the potential for using machine learning as a life cycle forecasting tool over traditional data mining tools. The results for this small-scale case study show promising results for a larger scale experiment. Another powerful proactive strategy using machine learning is building technology refresh cycles into a system based on obsolescence risk levels. Some key areas of focus for a strong framework are funding for a robust DMSMS team, a robust supply chain, system design that factors in obsolescence risk, and consistent communication with all parties involved. It is imperative to develop an effective and data-driven approach to communicating obsolescence impacts to leadership to ensure successful mitigation of obsolescence issues. Some post-case tools and strategies include utilizing sustainment, production, and technology refresh roadmaps, along with employing data driven metrics to provide key information to leadership and demonstrate value to the customer. This study demonstrates opportunities and challenges for entities dealing with component obsolescence, methods for minimizing the issues that go along with it, and identifies best practices for obsolescence management

    Conceptualizing obsolescence and digital transformation

    This study aims to shed light on the notion of technological obsolescence and explore its links with digital transformation to achieve adaptability and resilience. We undertook an interpretive longitudinal study between 2009 and 2020, capturing the digital transformation journey of an award-winning, UK-based high-tech SME that is designing and manufacturing high-end home entertainment systems including digital streaming products, music players, and speakers. As a contribution to literature, we conceptualize and define the link between technological obsolescence and the digital transformation process. We offer a conceptual framework to explain the interplay of the adaptive capabilities through the concepts of empirical sensitivities and habitus in the context of digital transformation in SMEs. We suggest that SME managers should pay attention to developing non-cognitive dynamic capabilities to effectively respond to digitalization trends by orienting their employees toward careful management of technology obsolescence in a manner unique to the firm’s history and experiences

    Servitization and operations management: a service-dominant logic approach

In exploring the P-S transition, this paper adopts a service-dominant (S-D) logic view of value creation, using it as a lens through which to explore value propositions of the P-S transition and their operations design. Design/methodology/approach – This paper presents an in-depth case study of an original equipment manufacturer of durable capital equipment who, over the last five years, has expanded its offerings to include use- and result-orientated PSS. The research design uses a multi-method approach; employing 28 in-depth qualitative interviews with customers and employees and analysis of texts, documents and secondary data including five years of enterprise resource planning (ERP), call centre and contract data. Findings – The paper identifies ten generic P-S attributes that are abstracted into four nested value propositions: asset value proposition; recovery value proposition; availability value proposition; and outcome value proposition. In examining the operations design for delivery of these value propositions, it is found that the role and importance of contextual variety increases as the organisation moves through the value propositions. Interdependencies amongst the value propositions and differences in operational design for each value proposition are also found. Research limitations/implications – The paper investigates PSS through a S-D logic mindset. First, the paper considers value propositions of PSS not according to “product” or “service” but in terms of how resources (both material and human) are optimally designed to co-create customer value. Second, a value co-creation system of nested value propositions is illustrated. In so doing, the findings have a number of implications for literature on both PSS and S-D logic. In addition, the research adds to the PSS literature through the identification and consideration of the concept of contextual use variety. Practical implications – The paper demonstrates the complexity of the transition from product to service. Specifically, service cannot be seen as a bolt-on extra to their product offering; complexity caused by interactions and changes to the core offering require a systems perspective and consideration of both firm and customer skills and resources. Originality/value – This paper extends existing literature on the P-S transition and its implications for operations management. Notably, it takes an S-D logic perspective of value creation and in so doing highlights the importance and role of contextual use variety in the P-S transition. It also provides further empirical evidence that the P-S transition cannot be treated as discrete stages but is evolutionary and requires a complex systems perspectiv

    Managing organisational performance in sectors such as equipment provision has become increasingly complex as competition has heightened and firms have felt pressure to add value through the provision of services (Baines et al, 2007; Howard and Caldwell, 2011; Neely et al., 2011). This provision is commonly referred to as the servitization of manufacturing (Vandermerwe & Rada, 1988). By extending the traditional offering of equipment to include service activities however, underlying operational delivery systems and processes have become more complex to manage and co-ordinate. No longer are firms simply making and shipping products; they are now engaged in a more complex world of design and delivery (Neely et al., 2011).     Evaluation of the new Design Summer Year weather data using parametrical buildings

    The Charted Institution of Building Services Engineers (CIBSE) updated the near extreme weather (Design Summer Year – DSY) for all 14 locations in the UK in 2016. This new release attempts to address the underlying shortcomings of the previous definition where the averaged dry bulb temperature was the sole metric to choose DSY among source weather years. The aim of this research is to evaluate whether the new definition of the probabilistic DSYs can consistently represent near extreme condition. London historical weather data and their correspondent DSYs were used in this research. Dynamic thermal modelling using EnergyPlus was carried out on large number single zone offices (parametric study) which represent a large portion of cellular offices in the UK. The predicted indoor warmth from the sample building models show that these new definitions are not always able to represent near extreme conditions. Using multiple years as DSY is able to capture different types of summer warmth but how to use one or all of these DSYs to make informed judgement on overheating is rather challenging. The recommended practice from this research is to use more warm years for the evaluation of overheating and choose the near extreme weather from the predicted indoor warmt
