    Identification of terms to define unconstrained air transportation demands

    The factors involved in the evaluation of unconstrained air transportation systems were carefully analyzed. By definition an unconstrained system is taken to be one in which the design can employ innovative and advanced concepts no longer limited by present environmental, social, political or regulatory settings. Four principal evaluation criteria are involved: (1) service utilization, based on the operating performance characteristics as viewed by potential patrons; (2) community impacts, reflecting decisions based on the perceived impacts of the system; (3) technological feasibility, estimating what is required to reduce the system to practice; and (4) financial feasibility, predicting the ability of the concepts to attract financial support. For each of these criteria, a set of terms or descriptors was identified, which should be used in the evaluation to render it complete. It is also demonstrated that these descriptors have the following properties: (a) their interpretation may be made by different groups of evaluators; (b) their interpretations and the way they are used may depend on the stage of development of the system in which they are used; (c) in formulating the problem, all descriptors should be addressed independent of the evaluation technique selected

    Methodology for urban rail and construction technology research and development planning

    A series of transit system visits, organized by the American Public Transit Association (APTA), was conducted in which the system operators identified the most pressing development needs. These varied by property and were reformulated into a series of potential projects. To assist in the evaluation, a data base useful for estimating the present capital and operating costs of various transit system elements was generated from published data. An evaluation model was developed which considered the rate of deployment of the research and development project, potential benefits, development time and cost. An outline of an evaluation methodology that considered benefits other than capital and operating cost savings was also presented. During the course of the study, five candidate projects were selected for detailed investigation; (1) air comfort systems; (2) solid state auxiliary power conditioners; (3) door systems; (4) escalators; and (5) fare collection systems. Application of the evaluation model to these five examples showed the usefulness of modeling deployment rates and indicated a need to increase the scope of the model to quantitatively consider reliability impacts

    Rail transit fare collection: Policy and technology assessment

    The impact of fare policies and fare structure on the selection of equipment was investigated, fare collection systems are described, hardware and technology related problems are documented, and the requirements of a fare collection simulation model are outlined. Major findings include: (1) a wide variation in the fare collection systems and equipment, caused primarily by historical precedence; (2) the reliability of AFC equipment used at BART and WMATA discouraged other properties from considering use of similar equipment; (3) existing equipment may not meet the fare collection needs of properties in the near future; (4) the cost of fare collection operation and maintenance is high; and (5) the relatively small market in fare collection equipment discourages new product development by suppliers. Recommendations for fare collection R&D programs include development of new hardware to meet rail transit needs, study of impacts of alternate fare policies increased communication among policymakers, and consensus on fare policy issues

    In order to consider the range of pricing methods available, it is first necessary to choose a definition for road pricing. The term "road pricing" has been criticised as an inaccurate description of systems which is applied to (Thompson, 1990) and there is some inconsistency regarding the extent of charging policies which are considered to be included. A liberal definition could cover any fiscal form of traffic restraint, affecting the mode, time, route, destination of frequency of journeys. In this case road pricing already exists worldwide through taxes imposed upon the purchase and licensing of vehicles and through fuel taxation. The extension of conventional taxation arrangements has been used as part of road pricing strategies in both Hong Kong and Singapore (Dawson and Brown, 1985; LPAC, 1991). However, the essence of most road pricing work has been to replace and supplement these existing charges, which do not discriminate by time, location or amount of vehicle use, with charging structures which are directly related to these issues. For this reason the descriptions road-use pricing, congestion pricing and road user charging are sometimes preferred, and some recent texts have attempted to impose a narrower definition for road pricing, in which only charging systems relating directly to the time and distance travelled are included (CIT, 1992). For the purposes of this review it is best to retain the conventional term of road pricing and apply the broadest definition

    A Study of Dairy Heifer Rearing Practices from Birth to Weaning and Their Associated Costs on UK Dairy Farms

    There are many inputs into the dairy replacement herd which impact not only on the cost of rearing heifers from birth to first calving, but also on their future longevity and production potential. This study determined the current cost of rearing dairy heifers in the UK through the calculation and analysis of individual costs on a subset of 102 UK dairy farms. Each farm was visited and an extensive heifer rearing questionnaire was completed. Current heifer rearing practices were recorded to provide insight into critical management decisions. A cost analysis workbook was developed to calculate the costs of inputs in the pre-weaning period for labour, calving, feed, housing, health treatments and vaccinations, waste storage, machinery and equipment, and utilities. The average age at weaning was 62 d. The mean cost of rearing from birth to weaning was £195.19 per heifer with a mean daily cost of £3.14 (excluding the opportunity cost of the calf). This ranged from £1.68 to £6.11 among farms, reflecting major differences in management strategies and efficiency. The highest contribution to total costs came from feed (colostrum, milk, starter and forage) at 48.5% with milk feeding making up the greatest proportion of this at 37.3%. The next major expenses were bedding and labour, contributing 12.3% and 11.2% respectively. Unsurprisingly, delaying age at weaning increased total cost by £3.53 per day. Total costs were on average 45% higher on organic farms than conventional due to higher feed costs and later weaning. Calving pattern also had a strong association with the total cost being lowest with spring calving, intermediate with autumn calving and highest in multi block and all year round calving herds.fals

    Traceability system for capturing, processing and providing consumer-relevant information about wood products: System solution and its economic feasibility

    Current research and practice reports indicate the existence of purchase barriers concerning eco-friendly products, e.g. wood products. These can be ascribed to consumers' mistrust regarding the non-observable environmental impact of wood products. To counter the mistrust, wood products are commonly endowed with eco-labels, which may be perceived mostly as a marketing tool, therefore not fulfilling their intended purpose. Current studies have shown that providing consumers with wood product information based on traceability systems increases product trust and purchase intentions, with those information items most valued by consumers being identified as well. Based on this, the paper proposes a traceability information system for the capturing, processing, and provision of product information using examples of wood furniture. Furthermore, a cost-benefit model for the proposed solution is developed. The calculations indicate the possibility of implementing traceability at the item level based on a four-layer system architecture enabling the capture and delivery of all information valued by consumers at acceptable costs.
