Actividades latinoamericanas en el espacio ultraterrestre en el siglo XXI: una actualización

En el siglo XXI, los países latinoamericanos han hecho esfuerzos significativos para avanzar en sus programas espaciales. Estos esfuerzos han abarcado desde una indagatoria sobre la instalación de un sistema de satélites, como es el caso en Colombia, hasta el lanzamiento de satélites con la ayuda de gobiernos extranjeros, en el caso de Brasil, Argentina y Bolivia. En todos estos casos, la falta de un marco jurídico coherente que apoye un programa espacial sólido que proporcione comunicaciones por satélite a las poblaciones más vulnerables es uno de los desafíos más apremiantes. El Consejo Asesor de Generación Espacial (SGAC) podría resolver este problema mediante un proyecto unificador que pondrá todas las mentes y desarrolladores en el objetivo común de alcanzar la autonomía espacial para América Latina.In the twenty-first century, Latin American countries have made significant efforts to advance their space programs. These efforts have ranged from inquiring about setup of a satellite system, as is the case in Colombia, to launching satellites with the aid of foreign governments, in the case of Brazil, Argentina and Bolivia. In all these cases, the lack of a coherent legal framework that supports a solid space program that provides satellite communications to the most vulnerable populations is one of the most pressing challenges. The Space Generation Advisory Council (SGAC) could solve this problem in the form of a unifying project that will put all minds and developers to work towards the common goal of achieving space autonomy for Latin America

Coastal Resource Management in the Wider Caribbean: Resilience, Adaptation, and Community Diversity

The Caribbean Sea is the second largest sea in the world, including more than 30 insular and continental countries with an approximate population of 35 million. In addition to its highly fractionalized territory, it is characterized by a great linguistic and cultural diversity, a phenomenon enhanced by increasing internal migrations and the expansion of tourism. The implementation of coastal management programs, often embedded in top-down approaches, is therefore faced with a series of ecological and social constraints, explaining why they have had only limited success. This book presents an alternative look at existing coastal management initiatives in the North America (Caribbean); focusing on the need to pay more attention to the local community. Emphasizing the great heterogeneity of Caribbean communities, the book shows how the diversity of ecosystems and cultures has generated a significant resilience and capacity to adapt, in which the notion of community itself has to be re-examined. The concluding chapter presents lessons learned and a series of practical recommendations for decision-makers

Food and Agriculture Related Policies and Practices to Benefit Limited Resource Farmers

This report highlights a variety of approaches for supporting the success of limited resource farmers and ranchers. It features examples from the work of 14 organizations that directly support limited resource producers, and summaries of 36 state and local government policies and practices that support these producers, sometimes indirectly. This publication will be especially valuable to organizations working with limited resource producers (or other local and family-scale farmers), Food Policy Councils, and advocates working on farm policy issues at the local and state levels. Latin American perspectives to internationalize undergraduate information technology education

The computing education community expects modern curricular guidelines for information technology (IT) undergraduate degree programs by 2017. The authors of this work focus on eliciting and analyzing Latin American academic and industry perspectives on IT undergraduate education. The objective is to ensure that the IT curricular framework in the IT2017 report articulates the relationship between academic preparation and the work environment of IT graduates in light of current technological and educational trends in Latin America and elsewhere. Activities focus on soliciting and analyzing survey data collected from institutions and consortia in IT education and IT professional and educational societies in Latin America; these activities also include garnering the expertise of the authors. Findings show that IT degree programs are making progress in bridging the academic-industry gap, but more work remains

In the middle of difficulty lies opportunity: using a case study to identify critical success factors contributing to the initiation of international collaborative projects.

This paper identifies factors that contribute to the successful initiation of international collaborative projects intended to support the development of education for librarianship and information sciences. It discusses the widespread failure to analyse the Critical Success Factors in international collaborative projects and proposes a case study methodology to identify these factors through an analysis of the decision by the European Commission's ALFA Programme to support REVISTAS, a study of the feasibility of digitising all Spanish and Portuguese journals in librarianship and information sciences, particularly those published in Latin America. To contextualise the proposal, it discusses the development of the 'Information Society' in Latin America, and the key role attributed to libraries and librarians. It then examines problems in the development of education and practice in librarianship and information sciences in the region, and in journal publishing for the profession, the availability of indexing and abstracting services, and the utility of document delivery services. It presents an outline of the author's initial research into the underlying challenges, and outlines the development of the international partnership that will deliver the planned outcomes of the REVISTAS project. Finally, it analyses the issues that have contributed to the establishment of this cooperative effort, and the limitations of this study

Regional Policy Frameworks of Social Solidarity Economy in South America

__Abstract__ This paper looks at how the social and solidarity economy (SSE) discourse has been deployed at a regional level by the Union of South American Nations (UNASUR) and Southern American Common Market (MERCOSUR), and the implications of these new policy frameworks for the advancement of SSE practices. Though civil society groups have presented SSE as a new economic paradigm, regional policy frameworks have implemented it as an add-on—or complement—to dominant capitalist economies. This has happened in two key ways: (i) the SSE sector, and cooperatives in particular, are cast as drivers of regional integration and socioeconomic policy, although a limited involvement in major integration projects represents missed opportunities for SSE to be mainstreamed; and (ii) despite SSE policy being portrayed as a sort of intervention that combines social and economic policies, its implementation almost exclusively by ministers of social development means that it is institutionally limited to the realm of poverty eradication rather than a restructuring of the dominant economy. SSE is also fiscally dependent on dominant industries, which—in the end—does not reverse or challenge the ongoing process of economic centralization in key sectors. Civil society and international governance: the role of non-state actors in the EU, Africa, Asia and Middle East

Structures and processes occurring within and between states are no longer the only – or even the most important - determinants of those political, economic and social developments and dynamics that shape the modern world. Many issues, including the environment, health, crime, drugs, migration and terrorism, can no longer be contained within national boundaries. As a result, it is not always possible to identify the loci for authority and legitimacy, and the role of governments has been called into question. \ud \ud Civil Society anf International Governance critically analyses the increasing impact of nongovernmental organisations and civil society on global and regional governance. Written from the standpoint of advocates of civil society and addressing the role of civil society in relation to the UN, the IMF, the G8 and the WTO, this volume assess the role of various non-state actors from three perspectives: theoretical aspects, civil society interaction with the European Union and civil society and regional governance outside Europe, specifically Africa, East Asia and the Middle East. It demonstrates that civil society’s role has been more complex than one defined in terms, essentially, of resistance and includes actual participation in governance as well as multi-facetted contributions to legitimising and democratising global and regional governance
