    Expanding alliance: ANZUS cooperation and Asia–Pacific security

    Is an alliance conceived as a bulwark against a resurgence of Japanese militarism and which cut its military and intelligence teeth in the Cold War is still relevant to today’s strategic concerns? Overview The alliance between Australia and the US, underpinned by the formal ANZUS Treaty of 1951, continues to be a central part of Australian defence and security thinking and an instrument of American policy in the Asia–Pacific. How is it that an alliance conceived as a bulwark against a resurgence of Japanese militarism and which cut its military and intelligence teeth in the Cold War is still relevant to today’s strategic concerns? The answer is partly—and importantly—that the core values of the ANZUS members are strongly aligned, and successive Australian governments and American presidential administrations have seen great value in working with like-minded partners to ensure Asia–Pacific security. Far from becoming a historical curiosity, today it’s not just relevant, but of greater importance than has been the case in the past few decades. To explore new ideas on how to strengthen the US–Australia alliance, ASPI conducted a high-level strategic dialogue in Honolulu in July this year. Discussions canvassed the future strategic environment; the forthcoming Australian Defence White Paper; budget, sovereignty and expectation risks; and cooperation in the maritime, land, air, cyber, space and intelligence domains. A key purpose of the Honolulu dialogue was to help ASPI develop policy recommendations on the alliance relationship for government. This report is the product of those discussions

    A situation-response model for intelligent pilot aiding

    An intelligent pilot aiding system needs models of the pilot information processing to provide the computational basis for successful cooperation between the pilot and the aiding system. By combining artificial intelligence concepts with the human information processing model of Rasmussen, an abstraction hierarchy of states of knowledge, processing functions, and shortcuts are developed, which is useful for characterizing the information processing both of the pilot and of the aiding system. This approach is used in the conceptual design of a real time intelligent aiding system for flight crews of transport aircraft. One promising result was the tentative identification of a particular class of information processing shortcuts, from situation characterizations to appropriate responses, as the most important reliable pathway for dealing with complex time critical situations

    The Political Economy of Industrial Policy in China: The Case of Aircraft Manufacturing

    Since 1960, only one new country, Brazil, has succeeded in delivering more than one civil jet per month. Otherwise, all the countries now offering world-class planes were established in aviation by the end of World War I. This being said, low-cost producers within several of the newly emerging markets have already acquired front-end manufacturing expertise as a direct result of industrial offset contracts and/or other forms of technology transfer. In all such cases, government intervention, notably through state ownership, has been predominant, but failures have been numerous in view of the difficulty of aligning ownership structure to financial, managerial, and technological requirements and of garnering the support of domestic interest groups. In this paper the focus is China’s efforts to build a world-class aircraft manufacturing industry. In the first half of the 1990s the potential of the Chinese industry to mount a competitive challenge to Western aircraft builders was largely discounted. Nowadays, as China strives to bear the ARJ-21 project to execution and even considers entering the market for wide-bodies, the threat is taken more seriously. The growth in the Chinese air transport market has reinforced the bargaining power of national aircraft producers and authorities are giving priority to building science and technology capacity in this area. Progress in creating military/civilian synergies has proven much more modest – especially when compared to the shipbuilding industry – and better coordination in the overall industry comes a distant fourth in the explanations’ peaking order.http://deepblue.lib.umich.edu/bitstream/2027.42/40165/3/wp779.pd

    Preliminary Survey of Icing Conditions Measured During Routine Transcontinental Airline Operation

    Icing data collected on routine operations by four DC-4-type aircraft equipped with NACA pressure-type icing-rate meters are presented as preliminary information obtained from a statistical icing data program sponsored by the NACA with the cooperation of many airline companies and the United States Air Force. The program is continuing on a much greater scale to provide large quantities of data from many air routes in the United States and overseas. Areas not covered by established air routes are also being included in the survey. The four aircraft which collected the data presented in this report were operated by United Air Lines over a transcontinental route from January through May, 1951. An analysis of the pressure-type icing-rate meter was satisfactory for collecting statistical data during routine operations. Data obtained on routine flight icing encounters from.these four instrumented aircraft, although insufficient for a conclusive statistical analysis, provide a greater quantity and considerably more realistic information than that obtained from random research flights. A summary of statistical data will be published when the information obtained daring the 1951-52 icing season and that to be obtained during the 1952-53 season can be analyzed and assembled. The 1951-52 data already analyzed indicate that the quantity, quality, and range of icing information being provided by this expanded program should afford a sound basis for ice-protection-system design by defining the important meteorological parameters of the icing cloud

    Using cognitive work analysis to explore activity allocation within military domains

    Cognitive Work Analysis (CWA) is frequently advocated as an approach for the analysis of complex sociotechnical systems. Much of the current CWA literature within the military domain pays particular attention to its initial phases; Work Domain Analysis and Contextual Task Analysis. Comparably, the analysis of the social and organisational constraints receives much less attention. Through the study of a helicopter Mission Planning System (MPS) software tool, this paper describes an approach for investigating the constraints affecting the distribution of work. The paper uses this model to evaluate the potential benefits of the social and organisational analysis phase within a military context. The analysis shows that, through its focus on constraints the approach provides a unique description of the factors influencing the social organisation within a complex domain. This approach appears to be compatible with existing approaches and serves as a validation of more established social analysis techniques

    Driving automation: Learning from aviation about design philosophies

    Full vehicle automation is predicted to be on British roads by 2030 (Walker et al., 2001). However, experience in aviation gives us some cause for concern for the 'drive-by-wire' car (Stanton and Marsden, 1996). Two different philosophies have emerged in aviation for dealing with the human factor: hard vs. soft automation, depending on whether the computer or the pilot has ultimate authority (Hughes and Dornheim, 1995). This paper speculates whether hard or soft automation provides the best solution for road vehicles, and considers an alternative design philosophy in vehicles of the future based on coordination and cooperation
