    Small Pool for Big Data: Researching for Sustainable Data Focused on Open Government Data (OGD) Movement

    When Sir Isaac Newton said his famous statement standing on the shoulders of giants, it was a modest phrase and explained the necessity of sharing knowledge or information to make the next intellectual progress. The data industry is now the fastest developing area, but many ambiguities are a subject in law. The protection of data is a fascinating and still unsolved challenge for intellectual property law. Data is essential in the matter of new industry and our lifestyle at individual, corporate, and institutional levels. And the legal protection needs to work to offer vivid transactions of data for creative interactions. However, many enterprises consider data an asset for business profit as the data industry grows vast and fast. Data raises diverse policy debates that arise in the better-known intellectual property areas, for instance, copyrights, unfair competition, and trade secret. The vague aspects of data implicate a number of intellectual property approaches. It also extends to the economic problem \u27tragedy of anti-commons\u27 that fragmented ownership is disrupting sound usage. In this regard, Open Governmental Data (OGD) is one way to resolve inefficiency in the data industry. The government collects massive personal data and reproduces datasets in the process of administration. Many governments give back the public data for private sectors anticipating the data works for new enterprise seed money. This work looks at three considerations about the legal aspects of data. At first, we will see the necessity of big data in current and reasons for the government to pay attention to open data to the public. The data industry market\u27s inefficiency discourages cumulative innovation in our society and approaches the benefits of sharing data in the private economy or OGD movement. Second, the paper conducts principles of OGD and takes a functional approach in analyzing the related IP laws in database protection and public accessibility. Interestingly various governments are opening data that compares various OGD models from different countries led by other stakeholders, including government, large companies, small to medium enterprises ( SMEs ), and how they work as a member of OGD. Finally, it critiques the current OGD movement and suggests that corporate OGD strategies granting autonomous would help resolve the anti-commons of IP in the big data industry

    Open Spatiotemporal Data Warehouse For Agriculture Production Analytics

    Business Intelligence (BI) technology with Extract, Transform, and Loading process, Data Warehouse, and OLAP have demonstrated the ability of information and knowledge generation for supporting decision making. In the last decade, the advancement of the Web 2.0 technology is improving the accessibility of web of data across the cloud. Linked Open Data, Linked Open Statistical Data, and Open Government Data is increasing massively, creating a more significant computer-recognizable data available for sharing. In agricultural production analytics, data resources with high availability and accessibility is a primary requirement. However, today’s data accessibility for production analytics is limited in the 2 or 3-stars open data format and rarely has attributes for spatiotemporal analytics. The new data warehouse concept has a new approach to combine the openness of data resources with mobility or spatiotemporal data in nature. This new approach could help the decision-makers to use external data to make a crucial decision more intuitive and flexible. This paper proposed the development of a spatiotemporal data warehouse with an integration process using service-oriented architecture and open data sources. The data sources are originating from the Village and Rural Area Information System (SIDeKa) that capture the agricultural production transaction in a daily manner. This paper also describes the way to spatiotemporal analytics for agricultural production using a new spatiotemporal data warehouse approach. The experiment results, by executing six relevant spatiotemporal query samples on DW with fact table contains 324096 tuples with temporal integer/float for each tuple, 4495 tuples of field dimension with geographic data as polygons, 80 tuples of village dimension, dozens of tuples of the district, subdistrict, province dimensions. The DW time dimension contains 3653 tuples representing a date for ten years, proved that this new approach has a convenient, simple model, and expressive performance for supporting executive to make decisions on agriculture production analytics based on spatiotemporal data. This research also underlines the prospects for scaling and nurturing the spatiotemporal data warehouse initiative

    This paper showcases examples of bottom–up open data and smart city applications and identifies lessons for future such efforts. Examples include Changify, a neighbourhood-based platform for residents, businesses, and companies; Open Sensors, which provides APIs to help businesses, startups, and individuals develop applications for the Internet of Things; and Cybersalon’s Hackney Treasures. a location-based mobile app that uses Wikipedia entries geolocated in Hackney borough to map notable local residents. Other experiments with sensors and open data by Cybersalon members include Ilze Black and Nanda Khaorapapong's The Breather, a "breathing" balloon that uses high-end, sophisticated sensors to make air quality visible; and James Moulding's AirPublic, which measures pollution levels. Based on Cybersalon's experience to date, getting data to the people is difficult, circuitous, and slow, requiring an intricate process of leadership, public relations, and perseverance. Although there are myriad tools and initiatives, there is no one solution for the actual transfer of that data

It brings together leading scholars in the philosophy, history and social studies of science to achieve two goals: tracking the travel of data across different spaces, times and domains of research practice; and documenting how such journeys affect the use of data as evidence and the knowledge being produced.     Within the broad context of design studies, Communication Design for the Territory stands as a hybrid discipline constantly interfacing with other fields of knowledge. It assumes the territorial theme as its specific dimension, aiming to generate communication systems capable of reading the stratifications of places. From an educational perspective, teaching activities are closely linked to research and can take on different levels of complexity: from the various forms of cartographic translation to the design of sophisticated transmedia digital systems. In the wake of COVID-19, this discipline has come to terms with a profoundly changed scenario in terms of limited access to the physical space and the emergence of new technologies for remote access. In this unique context, we propose a pedagogical strategy that focuses on the hybridization of communication artifacts with the aim of fostering design experimentation. As a creative tool, hybridization leads to the design of innovative systems by strategically combining the characteristics of different artifacts to achieve specific communication goals. By experimenting with these creative strategies, students are led to critically reflect on existing communication artifacts’ features and explore original designs that deliberately combine different media, contents, and communication languages in innovative ways. Through hybridization, the methods for territorial knowledge production appear more effective, effectively combining the skills and knowledge embodied in multiple subject areas. The paper presents the experience developed in the teaching laboratories of the DCxT (Communication Design for the Territory) research group of the Design Department of Politecnico di Milano. The teaching experience highlights how hybridization strategies can increase the effectiveness in learning about territorial specificities, in acquiring critical knowledge about communication systems, and in developing innovation strategies that allow to influence the evolution of traditional communication models

The conference organiser plans to make this academic activity an annual occasion since it was well received by participants. The proceeding compiles papers that are presented at this year’s conference. All presented papers went through strict peer-review before final papers are selected.
