    The question "What is Web Science" is still frequently asked - even by authors of papers about Web Science. In this position paper we consider what part of the Web Science cycle makes this cycle emblematically "Web Science" rather than another form of either Law and Technology or Sociology and Technology or Computer Science and HCI. Based on our research developing and evaluating Semantic Web / Web 2.0 applications, and observations of current practice, we suggest that the particularity of Web Science is strongly correlated to a focus on human repurposing of particular Web technologies to support ever more rapid types of increased social contact. Based on this analysis, we ask how Web Science may help understand and shape this phenomenon, and what the implications may be for embracing this focus as a necessary criteria for assessing Web Science relevance of research work

    Social Media Roadmaps. Exploring the futures triggered by social media.

    Social media refers to a combination of three elements: content, user communities and Web 2.0 technologies. This foresight report presents six roadmaps of the anticipated developments of social media in three themes: society, companies, and local environment. One of the roadmaps, the meta-roadmap, is the synthesis of them all. The society sub-roadmap explores societal participation through communities. There are three sub-roadmaps relating to companies: interacting with companies through communities, social media in work environment, and social media enhanced shopping. The local environment sub-roadmap looks at social media in local environment. The roadmapping process was carried out through two workshops at VTT. The results of the report are crystallized into five main development lines triggered by social media. First development line is transparency referring to its increasing role in society, both with positive and negative consequences. The second development line is the rise of ubiquitous participatory communication model. This refers to an increase of two-directional and community-based interactivity in every field, where it has some added value. The third development is reflexive empowerment. This refers to the role of social media as an enabler of grass-root community collaboration. The fourth development line is the duality personalization/fragmentation vs. mass effects/integration. Personalization /fragmentation emphasises the tailoring of the web services and content. This development is counterweighted by mass effects/integration, like the formation of super-nodes in the web. The fifth development line is the new relations of physical and virtual worlds. This development line highlights the idea that practices induced by social media, e.g. communication, participation, co-creation, feedback and rating, will get more common in daily environment, and that virtual and physical worlds will be more and more interlinked.</p

    A FOUNDATION FOR OPEN INFORMATION ENVIRONMENTS

    Traditionally, information systems were developed within organizations for use by known audiences for known purposes. Advances in information technology have changed this landscape dramatically. The reach of information systems frequntly extends beyond organizational boundaries for use by unknown audiences and for purposes not originally anticipated. Individuals and informal communities can generate and use information in ways previously restricted to formal organizations. We term applications with these characteristics open information environments (OIEs). OIEs are marked by diversity of information available, flexibility in accommodating new sources, users and uses, and information management with minimal controls on structure, content, and access. This creates opportunities to generate new information and use it in unexpected ways. However, OIEs also come with challenges in managing the semantic diversity, flexibility of use, and information quality issus arising from the range of users and lack of controls. In this paper, we propose a set of principles for managing OIEs effectively. We outline a research program to examine the potential of OIEs, the challenges they present, and how to design OIEs to realize the benefits while mitigating the challenges. We highlight our ongoing research in this area, and conclude with a call for more research on this important phenomenon

    CLOUD-BASED SOLUTIONS IMPROVING TRANSPARENCY, OPENNESS AND EFFICIENCY OF OPEN GOVERNMENT DATA

    A central pillar of open government programs is the disclosure of data held by public agencies using Information and Communication Technologies (ICT). This disclosure relies on the creation of open data portals (e.g. Data.gov) and has subsequently been associated with the expression Open Government Data (OGD). The overall goal of these governmental initiatives is not limited to enhance transparency of public sectors but aims to raise awareness of how released data can be put to use in order to enable the creation of new products and services by private sectors. Despite the usage of technological platforms to facilitate access to government data, open data portals continue to be organized in order to serve the goals of public agencies without opening the doors to public accountability, information transparency, public scrutiny, etc. This thesis considers the basic aspects of OGD including the definition of technical models for organizing such complex contexts, the identification of techniques for combining data from several portals and the proposal of user interfaces that focus on citizen-centred usability. In order to deal with the above issues, this thesis presents a holistic approach to OGD that aims to go beyond problems inherent their simple disclosure by providing a tentative answer to the following questions: 1) To what extent do the OGD-based applications contribute towards the creation of innovative, value-added services? 2) What technical solutions could increase the strength of this contribution? 3) Can Web 2.0 and Cloud technologies favour the development of OGD apps? 4) How should be designed a common framework for developing OGD apps that rely on multiple OGD portals and external web resources? In particular, this thesis is focused on devising computational environments that leverage the content of OGD portals (supporting the initial phase of data disclosure) for the creation of new services that add value to the original data. The thesis is organized as follows. In order to offer a general view about OGD, some important aspects about open data initiatives are presented including their state of art, the existing approaches for publishing and consuming OGD across web resources, and the factors shaping the value generated through government data portals. Then, an architectural framework is proposed that gathers OGD from multiple sites and supports the development of cloud-based apps that leverage these data according to potentially different exploitation roots ranging from traditional business to specialized supports for citizens. The proposed framework is validated by two cloud-based apps, namely ODMap (Open Data Mapping) and NESSIE (A Network-based Environment Supporting Spatial Information Exploration). In particular, ODMap supports citizens in searching and accessing OGD from several web sites.     Citizen Science and Smart Cities

    The report summarizes the presentations, discussions, and conclusions of the Citizen Science and Smart Cities Summit organised by the European Commission Joint Research Centre on 5-7th February 2014. In the context of the Summit, the label Citizen Science was used to include both citizen science projects, and others that are about user-generated content, not necessarily addressing a scientific process or issues. The evidence presented by 27 different projects shows the vitality and diversity of the field but also a number of critical points: • Citizen science project are more than collecting data: they are about raising awareness, building capacity, and strengthening communities. • Likewise, smart cities are not only about ICT, energy and transport infrastructures: Smart cities are about smart citizens, who participate in their city’s daily governance, are concerned about increasing the quality of life of their fellow-citizens, and about protecting their environment. Technology may facilitate, but is no solution per se. • Unfortunately to date there seems to be little synergy between citizen science and smart cities initiatives, and there is little interoperability and reusability of the data, apps, and services developed in each project. • It is difficult to compare the results among citizen science, and smart cities projects or translate from one context to another. • The ephemeral nature of much of the data, which disappear short after the end of the projects, means lack of reproducibility of results and longitudinal analysis of time series challenging, if not impossible. • There are also new challenges with respect to the analytical methods needed to integrate quantitative and qualitative data from heterogeneous sources that need further research. • Building and maintaining trust are key points of any citizen science or smart city project. There is a need to work with the community and not just for, or on, the community. It is critical not just to take (data, information, knowledge) but to give back something that is valued by the community itself. The development of citizen science associations in Europe and the US are important developments that may address some of the points above. There are also actions through which the European Commission Joint Research Centre can make an important contribution: • Map citizen science and smart cities projects, and generate a semantic network of concepts between the projects to facilitate search of related activities, and community building. • Provide a repository for citizen science and smart cities data (anonymised and aggregated), software, services, and applications so that they are maintained beyond the life of the projects they originate from, and made shareable and reusable. • Develop regional test beds for the analysis and integration of social and environmental data from heterogeneous sources, with a focus on quality of life and well-being. • Undertake comparative studies, and analyse issues related to scaling up to the European dimension. • Support citizen science and smart cities projects with the JRC knowledge on semantic interoperability, data models, and interoperability arrangements. • Partner with the European Citizen Science Association, and contribute to its interoperability activities. • Work towards making the JRC, and the European Commission, a champion of citizen participation in European science.JRC.H.6-Digital Earth and Reference Dat

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse
