    A Regional Rescue of the Nation-State: Changing Regional Perspectives on Europe

    [From the introduction]. Milward’s work has been influential in the intergovernmentalist traditions of analysis of the EU. This paper is not meant in any direct sense as a contribution to the debates intergovernmentalists have had with others. The analogy with Milward is first and foremost about how governments at one level can (try to) instrumentalise the resources and opportunities available to governments at another. For Milward 'nation-state' (that is, member state2) central governments fostered and instrumentalised an emergent transnational structure of government to achieve their own interests. This paper argues that regional governments have increasingly sought to instrumentalise member state central governments as a means of achieving their interests, that is preserving the meaning of regional law-making powers. It commences with a discussion of the conditions which prompt regional 'mobilisation' (Hooghe 1995) in the EU before examining in turn the three distinct strategies through which legislative regions have sought to realise their aims in the EU

    Improving democratic governance through institutional design: civic participation and democratic ownership in Europe

    In this article we provide a conceptual and argumentative framework for studying how institutional design can enhance civic participation and ultimately increase citizens’ sense of democratic ownership of governmental processes. First, we set out the socio-political context for enhancing the democratic governance of regulatory policies in Europe, and highlight the way in which civic participation and democratic ownership is given equal weight to economic competitiveness. We then discuss the potential for institutionalised participatory governance to develop and their prospects for improving effective and democratic governance in the multi-layered European polity. The article concludes by outlining a research agenda for the field and identifying the priorities for scholars working in interaction with civil society and governments

    Explaining the Emergence of Indigenous-Local Intergovernmental Relations in Settler Societies: A Theoretical Framework

    There has been growing interest among practitioners and academics in the emergence of intergovernmental relations between local and Aboriginal governments in Canada. Initial research has focused on describing the nature of these relations but has yet to develop any theoretical expectations regarding why some communities are more likely to cooperate than others. We addresses this lacuna by developing a theoretical framework for explaining the emergence of cooperation between Aboriginal and local governments. After identifying a set of variables and specifying how they are likely to affect the propensity of communities to cooperate, we conclude with a discussion of how future researchers might use this framework to investigate cooperation and noncooperation between Aboriginal and local governments in Canada and in other settler societies

    The paper focuses on the role of multilevel governance in climate change adaptation and risk management, and draws out lessons from the implementation of the UN Habitat Cities and Climate Change Initiatives (CCCI) in Bobo-Dioulasso, Burkina Faso. It describes the process for the formulation of a participatory risk management framework for local actors drawing from empirical investigations undertaken in Bobo-Dioulasso. The paper argues that adaptation needs to be mainstreamed and implemented at local level and to include risk management. Moreover, regulatory capacity of public authorities and balance of power and resources play a major role in this process.     Civil society and international governance: the role of non-state actors in the EU, Africa, Asia and Middle East

    Structures and processes occurring within and between states are no longer the only – or even the most important - determinants of those political, economic and social developments and dynamics that shape the modern world. Many issues, including the environment, health, crime, drugs, migration and terrorism, can no longer be contained within national boundaries. As a result, it is not always possible to identify the loci for authority and legitimacy, and the role of governments has been called into question. \ud \ud Civil Society anf International Governance critically analyses the increasing impact of nongovernmental organisations and civil society on global and regional governance. Written from the standpoint of advocates of civil society and addressing the role of civil society in relation to the UN, the IMF, the G8 and the WTO, this volume assess the role of various non-state actors from three perspectives: theoretical aspects, civil society interaction with the European Union and civil society and regional governance outside Europe, specifically Africa, East Asia and the Middle East. Section 1 examines the concept of social dialogue. Section 2 looks at past approaches to measuring social dialogue. Section 3 discusses what we have learned from past approaches and the implications for developing indicators and collecting data. Section 4 describes and justifies the proposed indicators.
