An Initial Framework Assessing the Safety of Complex Systems
Trabajo presentado en la Conference on Complex Systems, celebrada online del 7 al 11 de diciembre de 2020.Atmospheric blocking events, that is large-scale nearly stationary atmospheric pressure patterns, are often associated with extreme weather in the mid-latitudes, such as heat waves and cold spells which have significant consequences on ecosystems, human health and economy. The high impact of blocking events has motivated numerous studies. However, there is not yet a comprehensive theory explaining their onset, maintenance and decay and their numerical prediction remains a challenge. In recent years, a number of studies have successfully employed complex network descriptions of fluid transport to characterize dynamical patterns in geophysical flows. The aim of the current work is to investigate the potential of so called Lagrangian flow networks for the detection and perhaps forecasting of atmospheric blocking events. The network is constructed by associating nodes to regions of the atmosphere and establishing links based on the flux of material between these nodes during a given time interval. One can then use effective tools and metrics developed in the context of graph theory to explore the atmospheric flow properties. In particular, Ser-Giacomi et al. [1] showed how optimal paths in a Lagrangian flow network highlight distinctive circulation patterns associated with atmospheric blocking events. We extend these results by studying the behavior of selected network measures (such as degree, entropy and harmonic closeness centrality)at the onset of and during blocking situations, demonstrating their ability to trace the spatio-temporal characteristics of these events.This research was conducted as part of the CAFE (Climate Advanced Forecasting of sub-seasonal Extremes) Innovative Training Network which has received funding from the European Union’s Horizon 2020 research and innovation programme under the Marie Skłodowska-Curie grant agreement No. 813844

Greenlining: Segregation and Environmental Policies in Miami from the New Deal to the Climate Crisis
What do people talk about when they talk about climate change? This dissertation sets out to answer this question by focusing on local understandings of climate change and the policy priorities that result from them in Miami. Through a historical study that spans from the 1920s to today and 88 hourlong interviews, I demonstrate that climate change is a historically contingent, contested, and localized concept defined by power relationships. Through a historical investigation of the narratives that connect environmental policies with segregation and efforts to displace Miami’s Black residents over more than 80 years, I show how historic understandings of race and the environment inform debates about what climate change means and what to do about it today. This investigation shows how Miami’s current response to climate change has been shaped by its history as a colonial city built on the maximization of land value and exclusionary planning and policies. I find that dominant understandings of climate change in Miami have been rooted in concern for the effects of sea level rise on property prices, directing policy money toward shoreline areas while continuing to encourage a building boom that is accelerating gentrification. This set of responses is not haphazard. As my research shows, it represents a continuation of local and international patterns of exploitation. In recent years, however, a coalition of activist groups mounted an unprecedented campaign to force the city to include social and environmental justice concerns in its policy agenda. This coalition mobilized Miami’s history of environmentally-justified urban removal as a key counternarrative to policies that have historically ignored the problems of low-income areas, especially in Miami’s historically Black neighborhoods, to demand a coordinated response to environmental and social vulnerability

Complexity and creative capacity : reformulating the problem of knowledge transfer in environmental management
The Ningaloo Reef is Australia’s largest fringing coral reef and an iconic tourist destination; however tourism development in Ningaloo has been ad hoc and the area is challenged by human pressure on numerous fronts. In response to these challenges a number of research agencies brought together a range of scientists to study the effects of human interaction on the reef. Moving from research to practice has been understood to depend on the adaptive capacity of the institutions responsible for governing human activities, in this case in the Ningaloo area. Knowledge transfer describes the suite of strategies used to try to bridge the gap between research and management. Knowledge transfer efforts, however, seldom have the desired impact of seeing research applied to decision-making. The ubiquity of knowledge transfer difficulties across disciplines suggests a common root to the problem, based in our shared cultural assumptions. This study pairs a multidisciplinary theoretical investigation with action research to shed light on why knowledge transfer efforts so often fall short in terms of seeing research applied to practice.
Recent environmental management perspectives on knowledge transfer illustrate the shift towards stakeholder participation as a means of improving knowledge transfer success. As such, the action research study involved the researcher embedding herself in the Ningaloo community for 18 months, adopting the role of a knowledge broker and engaging and collaborating with modelling researchers and local stakeholders on knowledge transfer efforts. However, despite intensive stakeholder engagement, evaluation interviews at the end of the process indicated that although the knowledge transfer process had the effect of catalysing relationships between stakeholder groups in the region, and between regional stakeholders and scientists, it appeared to have relatively little effect on the representational knowledge of local stakeholders or the actual application of research in practice. This led to the question of whether knowledge transfer is itself is part of the research uptake problem, as per the principles of problem formulation, which specify that resolving seemingly intractable problems requires examining the assumptions that underpin our thinking about the problem situation.
On this basis, the theoretical component of this study explored the Newtonian assumptions that inform our understanding of knowledge transfer. An alternative complexity-based ontology is proposed, unifying the metaphysics of materialism and idealism, based on a synthesis of process philosophy, mathematical logic, quantum theory, general systems theory and the complexity sciences. The phenomena of cognition, learning, knowledge and organising are compared in relation to how they’ve been understood within the Newtonian paradigm, and how they are now being explained from the perspective of a complexity-based paradigm. By reframing the action research results from a complexity perspective, the Ningaloo knowledge transfer process does not constitute a failure in terms of enhancing the capacity of the Ningaloo system to make more sustainable decisions. Rather, the increased connectivity between stakeholder groups and scientists can be viewed as more importantly enhancing the creative capacity of Ningaloo’s governance system. It is posited that the research uptake problem should be reformulated from the basis of complexity paradigm, and the notions of knowledge transfer and adaptive capacity reconceptualised accordingly. Instead of devising rational objective arguments for someone else to improve the ‘adaptive capacity’ of human systems, scientists should focus instead on improving their own creative capacity in their local interactions
