Environmental Labeling and Technology Adoption in the Presence of Strategic Interactions
This manuscript analyzes the effect of binary ecolabeling on the strategic competition of Cournot duopolists in environmental technology and the output market. Under binary labeling, firms' abatement technologies are not directly observable by consumers but are certified if they satisfy preset ecological standards. Given this asymmetry, I set up the regulator's problem as one of choosing a technology standard, or "cutoff," in emissions per unit of output, below which all abatement efficiency levels are certified. The regulatory authority faces a trade-off in choosing the socially optimal cutoff: The regulator would like to raise the standard to reduce emissions but needs to lower it in order to induce technology adoption. There are three important findings: (1) ecolabeling is the second-best instrument in that choosing the optimal cutoff per se can never achieve the first-best outcome; (2) efficiency loss in terms of the difference between the first-best and the second-best total surpluses may or may not be large, depending on the extent of the certification barriers; and (3) setting too high or too low a standard is not only inefficient, but can also lead to an increase in total emissions relative to the status quo. Trade-Offs in Distributed Interactive Proofs
The study of interactive proofs in the context of distributed network computing is a novel topic, recently introduced by Kol, Oshman, and Saxena [PODC 2018]. In the spirit of sequential interactive proofs theory, we study the power of distributed interactive proofs. This is achieved via a series of results establishing trade-offs between various parameters impacting the power of interactive proofs, including the number of interactions, the certificate size, the communication complexity, and the form of randomness used. Our results also connect distributed interactive proofs with the established field of distributed verification. In general, our results contribute to providing structure to the landscape of distributed interactive proofs
Computational Hardness of Certifying Bounds on Constrained PCA Problems
Given a random nĂn symmetric matrix W drawn from the Gaussian orthogonal ensemble (GOE), we consider the problem of certifying an upper bound on the maximum value of the quadratic form xâ€Wx over all vectors x in a constraint set SâRn. For a certain class of normalized constraint sets S we show that, conditional on certain complexity-theoretic assumptions, there is no polynomial-time algorithm certifying a better upper bound than the largest eigenvalue of W. A notable special case included in our results is the hypercube S={±1/nâââ}n, which corresponds to the problem of certifying bounds on the Hamiltonian of the Sherrington-Kirkpatrick spin glass model from statistical physics.
Our proof proceeds in two steps. First, we give a reduction from the detection problem in the negatively-spiked Wishart model to the above certification problem. We then give evidence that this Wishart detection problem is computationally hard below the classical spectral threshold, by showing that no low-degree polynomial can (in expectation) distinguish the spiked and unspiked models. This method for identifying computational thresholds was proposed in a sequence of recent works on the sum-of-squares hierarchy, and is believed to be correct for a large class of problems. Our proof can be seen as constructing a distribution over symmetric matrices that appears computationally indistinguishable from the GOE, yet is supported on matrices whose maximum quadratic form over xâS is much larger than that of a GOE matrix.ISSN:1868-896

Bridging Certification and Community Forestry through NTFPs: A Case Study from Nepal

Using the case of Nepal, this paper considers the extent to which promoting the trade in nontimber forest products can complement, or even provide an alternative to, forest certification for timber while promoting sustainable community forestry. The paper develops recent work on the interaction of transnational business governance (TBG) schemes to suggest how these two approaches to sustainable forest management can work together productively
Secure certification of mixed quantum states with application to two-party randomness generation
We investigate sampling procedures that certify that an arbitrary quantum
state on subsystems is close to an ideal mixed state
for a given reference state , up to errors on a few positions. This
task makes no sense classically: it would correspond to certifying that a given
bitstring was generated according to some desired probability distribution.
However, in the quantum case, this is possible if one has access to a prover
who can supply a purification of the mixed state.
In this work, we introduce the concept of mixed-state certification, and we
show that a natural sampling protocol offers secure certification in the
presence of a possibly dishonest prover: if the verifier accepts then he can be
almost certain that the state in question has been correctly prepared, up to a
small number of errors.
We then apply this result to two-party quantum coin-tossing. Given that
strong coin tossing is impossible, it is natural to ask "how close can we get".
This question has been well studied and is nowadays well understood from the
perspective of the bias of individual coin tosses. We approach and answer this
question from a different---and somewhat orthogonal---perspective, where we do
not look at individual coin tosses but at the global entropy instead. We show
how two distrusting parties can produce a common high-entropy source, where the
entropy is an arbitrarily small fraction below the maximum (except with
negligible probability)

Assessment of work-based reports: an analysis of assessment frameworks
In Britain engineering professional development has traditionally been seen as a three phase process consisting of a period of engineering formation, a period of training and a period during which engineering responsibilities are demonstrated. An individual could submit evidence of these activities and become registered as a Professional Engineer. Increasing numbers of people employed in the role of engineer do not have formal engineering qualifications and a part or all their engineering formation is carried out within engineering companies or organizations. These people therefore do not have the academically authenticated credentials to register as professional engineers but if they are ignored then the pool of registered engineers will cease to be representative of the profession. The Engineering Council, the body responsible for registering engineers in the UK, has acknowledged the changes in the structure of the profession and has introduced an alternative route for assessing the knowledge and understanding that underpins the competence of a professional engineer. Individual engineers can demonstrate that they have an adequate engineering formation through any combination of academic qualifications and a technical report on some aspect of their professional engineering work. The introduction of the technical report requires the Professional Engineering Bodies to carry out an assessment outside the traditional assessment framework of the Universities. This paper reviews and analyses the requirements of assessment systems and derives the components of such a system that will ensure that the results of the assessment of a work-based technical report will be respected and be seen as assuring comparable standards to the academic routes to engineering formation. By examining assessment separately from the processes of teaching and learning, the paper also reveals the extent of an assessment process and its costs
Compliance with the private standards and capacity building of national institutions under globalization: new agendas for developing countries?
There are two assumptions regarding regulatory instruments under the globalizing economy. These are: (1) increasing role of private standards in shaping the economic activities of developing countries; and (2) diminishing role of national institutions in "open" and "liberal" markets. In other words it was considered that global private standards would eventually replace already weak or absent national and local institutions in developing countries. The purpose of our paper is to suggest an alternative interpretation to this widely held view about national regulations and institutions in developing countries under the "new standard regime" in the food and agricultural sector where the regulatory framework is traditionally stronger at national level. The role of national regulatory institutions is considered to diminish as the countries compete in the "open" and "liberal" global market since firms are obliged to comply with global private standards. Instead, we have observed cases in developing countries which demonstrate an opposite phenomenon. In these cases, the local and national institutional capacity had actually being enhanced through learning in the "open" and "liberal" market at global level. In other words, we discovered that while the global (private) standards intend to control and shape the economic activities in developing countries through value chains, the local institutions also were transformed in a co-evolutionary manner to sustain the viability of existing local economic activities. This paper hence tries to illustrate our argument with cases from developing countries to demonstrate how the process of adapting to survive in the "new regime" compliance to global (private) standards may have positive impacts on national and local institutions. Moreover, we intend to highlight some common features of transitions which are taking place in regulatory frameworks within the context of a global "new standards regime" (public-private regulations). We will discuss the following cases of standards compliance and their impacts on enhancement of national and local capabilities: (1) the salmon farming industry in Chile, (2) and the fresh agricultural products in Mexico. These cases illustrate the complex interactions between global standards (both private and public-private) and national and local institutions. As the cases are slightly different, the comparison brings about interesting dimensions in illustrating institutional capacity building "trajectories" from both private and non-private standards.Standards, Role of National Institutions, Capacity Building, Latin America, Agri-food
