    Reengineering metrics systems for aircraft sustainment teams : a metrics thermostat for use in strategic priority management

We define the term "metric" to include measures that employees impact through their efforts. We believe that even in a not-for-profit organization such as the Air Force, by putting emphasis (or weight) on a performance metric, the organization establishes inherent incentive structures within which employees will act to maximize their best interests. However, we believe that not-for-profit organizations differ from for-profit ones in their inherent structure since profit becomes cost and several mission-oriented outcome variables share a fundamental importance in achieving the organizations goals. We seek an understanding of the structural composition of Air Force sustainment's metrics systems that, when coupled with a method for practical selection of a high-quality set of metrics (and weights), will align the incentives of employees with the interests of the organization. The empirical study is grounded in emerging theoretical work, which uses our above definition of a metric to purpose a theoretical metrics feedback construct called the Metrics Thermostat. System structure is explored through common correlation and regression analysis as well as more sophisticated structural equation modeling and systems dynamics techniques used to explore potential feedback loops. The F- 16 is used as a case study for this problem, and the metrics systems are considered from the front-line base-level point of view of Air Force active duty, Air National Guard and Air Force Reserve bases worldwide. 96 low-level metrics, covariates and outcomes were examined for 45 F- 16 bases for a period of five years. Outcome importance was determined through personal interviews and internal archival documentation. -- The metrics, covariates and outcomes in the study are very interrelated. -- The primary indicator of overall performance is Command (ACC, USAFE, etc.) -- Increased Fix Rate increases Utilization, but increased Utilization decreases Fix Rate. -- Cannibalization Rate is associated with higher Fix Rates but lower Mission Capability, Flying Scheduling Effectiveness, and Aircraft Utilization. -- Active duty Mission Capability is predicted well from the dataset such that: * Active duty commands have higher mission capability. * Mission Capability is slightly higher in cool moist climates. * Increased Aircraft Utilization, Repeat Discrepancies and Flying Scheduling Effectiveness are all associated with higher Mission Capability. * Increased Break Rates and Unscheduled (engine) Maintenance are associated with lower Mission Capability.     Using MapReduce Streaming for Distributed Life Simulation on the Cloud

    Distributed software simulations are indispensable in the study of large-scale life models but often require the use of technically complex lower-level distributed computing frameworks, such as MPI. We propose to overcome the complexity challenge by applying the emerging MapReduce (MR) model to distributed life simulations and by running such simulations on the cloud. Technically, we design optimized MR streaming algorithms for discrete and continuous versions of Conway’s life according to a general MR streaming pattern. We chose life because it is simple enough as a testbed for MR’s applicability to a-life simulations and general enough to make our results applicable to various lattice-based a-life models. We implement and empirically evaluate our algorithms’ performance on Amazon’s Elastic MR cloud. Our experiments demonstrate that a single MR optimization technique called strip partitioning can reduce the execution time of continuous life simulations by 64%. To the best of our knowledge, we are the first to propose and evaluate MR streaming algorithms for lattice-based simulations.     Command and Control in the Information Age: A Case Study of a Representative Air Power Command and Control Node

    As operations command structures change, it is important to be able to explore and understand their fundamental nature; researchers should unearth the gestalt nature of the operational node. The organizational structure and the infrastructure can significantly affect overall command and control (C2) performance. Thus, it is necessary to develop understanding of effectiveness of the technical network and the people using the system as a whole. The purpose of this research is to conduct an analysis of a representative Air Power Operational C2 node, create and use a repeatable method, and present the results as a case study to elicit fundamental understanding. I posit that there is a recognizable (and discoverable) relationship between the social (human) network and technical supporting network. Examining the system under change can result in an understanding of this relationship. In this work, I enhanced an existing simulation tool to investigate the effects of organizational structure on task effectiveness. The primary research question examined is how a representative AOC system changes varying noise and system fragmentation when operating in two different organizational constructs. Network-Enabled Capability (as the term is used in NATO), Network Centric Operations, or Edge Organizations, is a core C2 transformation predicated upon a set of network-centric tenets. These tenets form the intellectual foundation for ongoing transformations. The secondary research question is to determine if these tenets are unbound, and what elucidation results if they are not. This research produces four significant contributions to Operational Command and Control and Engineering Management disciplines. First, I combined social networking theory and information theory into a single lens for evaluation. By using this new concept, I will be able to accomplish a quantitative evaluation by something other than mission treads, field exercise, historical evaluation, or actual combat. Second, I used both information theory and social networking concepts in a non-traditional setting. Third, I hope this research will start the process required to gain the knowledge to achieve some sort of future C2 structure. Fourth, this research suggests directions for future research to enhance understanding of core Operational Command and Control concepts

    Intitialization, Conceptualization, and Application in the Generalized Fractional Calculus

    This paper provides a formalized basis for initialization in the fractional calculus. The intent is to make the fractional calculus readily accessible to engineering and the sciences. A modified set of definitions for the fractional calculus is provided which formally include the effects of initialization. Conceptualizations of fractional derivatives and integrals are shown. Physical examples of the basic elements from electronics are presented along with examples from dynamics, material science, viscoelasticity, filtering, instrumentation, and electrochemistry to indicate the broad application of the theory and to demonstrate the use of the mathematics. The fundamental criteria for a generalized calculus established by Ross (1974) are shown to hold for the generalized fractional calculus under appropriate conditions. A new generalized form for the Laplace transform of the generalized differintegral is derived. The concept of a variable structure (order) differintegral is presented along with initial efforts toward meaningful definitions

    European Union Timber Regulation Impact on International Timber Markets

    The trade of illegal timber, often from illegal logging, has severe environmental, social and economic consequences. The EU’s response to this problem came with the Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan, with its specific goal to end illegal logging, thereby improving sustainability of forest resources. In March 2013, an additional step was taken by implementing the EU Timber Regulation (EUTR). The EUTR requires proof of timber’s origin and legality to ensure that no illegal timber is imported into the EU. To this end the EU intends to block imports of any wood or wood product which comes from unknown sources. Certification of sustainable forest management will help EU importers minimize risk, which is an essential part of their required due diligence system. Monitoring organizations are established to assist trade associations and businesses to construct comprehensive due diligence systems. National competent authorities are designated to follow the trade of the new FLEGT-licensed timber and timber products. In the first year of the EUTR there are positive impacts, of which the most important is awareness of the disastrous situation with illegal logging, driven by exports of illegal timber. Another positive development is tropical timber exporters documenting the legality of their wood exports. Yet another positive feature is establishment of due diligence systems by EU importers. However, there are considerable problems for ensuring legal trade; for example the lack of comprehensive documentation of origin and legality. Analysis of recent trends establishes changes in the European timber trade in terms of sourcing, substitution, diversion to less-demanding countries. Short-term forecasts of market trends and changes will enable further policy assessment to achieve the objectives of improved legality in international timber markets.JRC.H.3-Forest Resources and Climat

The Joint University Program is a coordinated set of three grants sponsored by NASA Langley Research Center and the Federal Aviation Administration, one each with the Massachusetts Institute of Technology, Ohio University, and Princeton University. Completed works, status reports, and annotated bibliographies are presented for research topics, which include computer science, guidance and control theory and practice, aircraft performance, flight dynamics, and applied experimental psychology. An overview of the year's activities for each university is also presented

    The Second International Workshop on Harmonic Oscillators was held at the Hotel Hacienda Cocoyoc from March 23 to 25, 1994. The Workshop gathered 67 participants; there were 10 invited lecturers, 30 plenary oral presentations, 15 posters, and plenty of discussion divided into the five sessions of this volume. The Organizing Committee was asked by the chairman of several Mexican funding agencies what exactly was meant by harmonic oscillators, and for what purpose the new research could be useful. Harmonic oscillators - as we explained - is a code name for a family of mathematical models based on the theory of Lie algebras and groups, with applications in a growing range of physical theories and technologies: molecular, atomic, nuclear and particle physics; quantum optics and communication theory
