    Instability and conflict in Africa create a range of security problems for Europe. Rapidly increasing migration via the Mediterranean Sea, extremism and terrorism, as well as cross-border crime, all have implications for security in Europe, but are spill-over effects of instability outside Europe. The European Union has a considerable interest in a stable Africa, and also seems willing to assume a special responsibility for the continent. This Clingendael report focuses on the European Union’s role as a security actor in Africa. It considers the use of all the policy instruments at the EU’s disposal. The authors concentrate mainly on the question how the integrated approach is evolving, and what consequences this has for the Common Security and Defence Policy

    Sharing the Burden of Collective Security in the European Union. Research Note

    This article compares European Union (EU) burden-sharing in security governance distinguishing between assurance, prevention, protection, and compellence policies. We employ joint-product models and examine the variation in the level of publicness, the asymmetry of the distribution of costs and benefits, and aggregation technologies in each policy domain. Joint-product models predict equal burden sharing for protection and assurance because of their respective weakest-link and summation aggregation technologies with symmetric costs. Prevention is also characterized by the technology of summation, but asymmetry of costs implies uneven burden-sharing. Uneven burden-sharing is predicted for compellence because it has the largest asymmetry of costs and a best-shot aggregation technology. Evaluating burden-sharing relative to a country?s ability to contribute, Kendall tau-tests examine the rank-correlation between security burden and the capacity of EU member states. These tests show that the smaller EU members disproportionately shoulder the costs of assurance and protection; wealthier EU members carry a somewhat disproportionate burden in the provision of prevention, and larger EU members in the provision of compellence. When analyzing contributions relative to expected benefits, asymmetric marginal costs can largely explain uneven burden-sharing. The main conclusion is that the aggregated burden of collective security governance in the EU is shared quite evenly

    The European Union (EU) aspires to play a part in conflict prevention, crisis management and post-conflict peace- building through civil and/or military operations, through stabilisation efforts, and by building resilience at home and abroad. To bring this ambition to fruition, EU institutions have gradually expanded their ‘comprehensive approach to external conflict and crisis’ (CA) to become a full-fledged ‘integrated approach to conflict and crisis’ (IA).1 In their most basic form, CAs seek coordination and coherence in responding to external conflicts and crises by adopting a system-wide ‘whole-of-government approach’ (WGA). In their more elaborate form, IAs have incorpo- rated non-traditional security concepts, variously known as conflict transformation, (non-liberal) peacebuilding and human-security approaches.     Traditionally divided on security matters, France and Britain broke new ground when they signed the 1998 Saint-Malo agreement, promising to collaborate on defence and security, and pledging to cooperate bilaterally and in a ‘bi-multi’ fashion on Africa. This Anglo-French collaboration is the focus of this article, which begins by setting out the lack of UK–French security cooperation in Africa from the colonial to the early post-Cold War era. It then shows how there has been a degree of institutionalization of Anglo-French relations, alongside greater cooperation in terms of ESDP missions and the training of African peacekeepers. Next, this study explains the recent evolution of UK–French security relations in terms of neo-classical realist theory. Finally, it assesses the likelihood of closer Anglo-French security collaboration in the future
