    The Exclusion of Persons with Visual Impairment in Nigerian Academic Libraries\u27 Websites

    Libraries facilities and resources are expected to be accessible to patrons including people with disabilities. The experience in Nigeria appears to dictate otherwise.This study therefore examines the extent of inclusion and exclusion of persons with visual impairment with respect to access the contents of websites of Nigerian academic libraries. Data used for this study were derived from content analysis of websites of the first top ten universities in the webometric ranking of universities in Nigeria, The analysis was based on the checklist of the International Federation of Library Associations and Institutions (IFLA). This study discovered that only two of the top ten university libraries in Nigeria have web links on disability resources for persons with disabilities. The study shows a high level of exclusion of persons with visual impairments in the websites of the leading university libraries in Nigeria. The findings suggests that the websites of the leading university libraries in Nigeria require additional information to be considered inclusive. The study concludes with recommendations and implications for policy formulation concerning the need for a more inclusive culture in the university libraries to accommodate persons with visual impairment

    Internet Architecture and Disability

    The Internet is essential for education, employment, information, and cultural and democratic participation. For tens of millions of people with disabilities in the United States, barriers to accessing the Internet—including the visual presentation of information to people who are blind or visually impaired, the aural presentation of information to people who are deaf or hard of hearing, and the persistence of Internet technology, interfaces, and content without regard to prohibitive cognitive load for people with cognitive and intellectual disabilities—collectively pose one of the most significant civil rights issues of the information age. Yet disability law lacks a comprehensive theoretical approach for fully facilitating Internet accessibility. The prevailing doctrinal approach to Internet accessibility seeks to treat websites as metaphorical “places” subject to Title III of the Americans with Disabilities Act (ADA), which requires places of public accommodations to be accessible to people with disabilities. While this place-centric approach to Title III has succeeded to a significant degree in making websites accessible over the last two decades, large swaths of the Internet—more broadly construed to include Internet technologies beyond websites—remain inaccessible to millions of people with a variety of disabilities. As limitations of a place-based approach to Title III become clearer, a new framework for disability law is needed in an increasingly intermediated Internet. Leveraging the Internet-law literature on perspectives, this article recognizes the place-centric approach to Title III as normatively and doctrinally “internal,” in the terminology of Internet-law scholars. It offers a framework for supplementing this internal approach with an external approach that contemplates the layered architecture of the Internet, including its constituent content, web and non-web applications, access networks operated by Internet service providers, and devices and the role of disability and other bodies of law, particularly including telecommunications law and attendant policy issues, such as net neutrality, in making them accessible

    Who is the average user? How people with visual impairments experience digital services

    This thesis investigates the connections between the process of designing digital services on the one hand and the personal accounts of five people with visual impairment who use digital services on the other. Design plays a significant role in causing or mitigating disability in society through the shape and function of products, services, and the built environment. To better understand how products and services cause disability, I analyse disability as a multifactorial phenomenon which emerges through the interplay of personal, social, and environmental factors. I first review three models of disability from the field of disability studies, and, secondly, the design process through the review of inclusive design frameworks. Based on this analysis, I discuss how inclusive design frameworks fail to address the individual needs of people with impairments by generalising their challenges; and how the official interpretation of disability has developed into defining disability as a basic human experience. This research follows a grounded theory approach which utilises the accounts of five people with visual impairment to discuss their ability to access digital content, and, the role of design and technology in mitigating disability. Based on their accounts, I argue that design can mitigate disability and, thus, increase the independence of people with impairments. Furthermore, concrete examples of their interaction with digital services will help to organise factors that cause a positive or negative user experience for people with visual impairment. This thesis concludes with the suggestion of a new approach for designing inclusive products and services. This approach aims to consider the factors constituting the personal experience of accessibility, such as the use of assistive technology, the effects of physical impairments, and the availability of technology. Through this approach, designers can distinguish vulnerable user groups on a case-specific basis and, consequently, mitigate exclusion during the design process. In addition to improving the design process, this thesis argues that interacting with people with impairments, e.g., in the work environment, serves as an indispensable educative function to understand the requirements for building accessible products and services, and, thereby, develops an inclusive and diverse society

    Site Unseen: Website Accessibility Testing for Academic Libraries with Visually-Impaired Users

    Research was conducted to evaluate the accessibility at the University of North Carolina at Chapel Hill by having users with visual impairments answer questions about the use of the library website and use of assistive technologies in a questionnaire and following-up with a usability test. The usability test involved having participants complete tasks that were guided by a sample research question. Throughout the test, they navigated a database access page, a subject guide, and two databases to find research articles that related to the question. The resulting data indicated users preferred the organized layout of the database access page, but overall participants were frustrated with navigating the interfaces of databases, which varied in their design and delivery of accessible PDFs. Making changes to the database access page’s code and structure also ensured that the page was accessible prior to confirming with participants in the testing environment.Master of Science in Information Scienc

    Using an essentiality and proficiency approach to improve the web browsing experience of visually impaired users

    Increased volumes of content exacerbate the Web accessibility issues faced by people with visual impairments. Essentiality & Proficiency is presented as one method of easing access to information in Websites by addressing the volume of content coupled with how it is presented. This research develops the concept of Essentiality for Web authors. A preliminary survey was conducted to understand the accessibility issues faced by people with visual impairments. Structured interviews were conducted with twelve participants and a further 26 participants responded to online questionnaires. In total there were 38 participants (both sexes), aged 18 to 54 years. 68% had visual impairments, three had motor issues, one had a hearing impairment and two had cognitive impairments. The findings show that the overload of information on a page was the most prominent difficulty experienced when using the Web. The findings from the preliminary survey fed into an empirical study. Four participants aged 21 to 54 years (both sexes) from the preliminary survey were presented with a technology demonstrator to check the feasibility of Essentiality & Proficiency in the real environment. It was found that participants were able to identify and appreciate the reduced volume of information. This initiated the iterative development of the prototype tool. Microformatting is used in the development of the Essentiality & Proficiency prototype tool to allow the reformulated Web pages to remain standards compliant. There is a formative evaluation of the prototype tool using an experimental design methodology. A convenience sample of nine participants (both sexes) with a range of visual impairments, aged 18 to 52 performed tasks on a computer under three essentiality conditions. With an alpha level .05, the evaluation of the Essentiality & Proficiency tool has been shown to offer some improvement in accessing information

    Exploring the Usability Issues Encountered by Individuals with Visual Impairments on Social Networking Sites: Problem Description, System Evaluation and Semantic Web Solution

    While social networking sites (SNSs) like Facebook are widely used and have been broadly studied, investigations of their use by individuals with visual impairments are scarce within the academic literature. Anecdotal complaints regarding their usability however can be found in abundance online; an extension of the well documented difficulty that users with visual impairments have in interacting with the web generally relative to the sighted. The investigation of this issue began with a pilot study of the online behavioral habits of 46 internet users; 26 of whom self-identified as having a visual impairment (either blind or low vision). This was followed by an ethnographic usability study of the Facebook mobile interface, involving six blind participants, using JAWS screen reading software on desktop computers. Of the features evaluated participants were most severely challenged by the process of creating a user profile and identifying other users with whom to establish relationships. A portable profile architecture based on semantic web technologies is presented as a potential solution that may improve usability by decoupling the profile and relationship maintenance activity from any single system.M.S
