    CCTV use by local government: findings from a national survey

    This paper presents the findings from a national survey of local government to develop a national picture of the prevalence and characteristics of open-street CCTV systems in Australia managed by local councils. Introduction There has been considerable growth in the use of closed circuit television (CCTV) in public spaces as a crime prevention measure and, increasingly, as a tool to detect and identify offenders. In Australia, CCTV systems have become an increasingly common fixture in urban centres, in shopping centres and malls, individual shops and banks, on public transport and in car parks. There has been significant investment in CCTV systems as part of state, territory and Commonwealth government crime prevention programs, with CCTV accounting for a growing proportion of overall grant funding available to community-based organisations, particularly local councils. More than a decade ago, Wilson and Sutton explored the operation and management of 33 open-street CCTV systems in Australia. They found that, while open street CCTV systems were initially primarily located in central business districts of major metropolitan centres, there was a growing trend towards their installation in smaller regional and rural centres and in suburban locations. Around the same time, Iris Research conducted a survey of all local councils in Australia to assess the use of CCTV and characteristics of the systems in operation, finding that around one in ten councils had a CCTV system in operation. More recently, Carr examined the use of CCTV by 18 local councils funded by the Australian Government, finding that police were increasingly reliant on local government CCTV and that the ensuing additional cost to council was significant. Similarly, Edmonds found that nearly half of all councils in NSW (46%; n=70) had installed CCTV in public spaces, with urban councils more than twice as likely than rural councils to have a system in place. Given the continued investment in CCTV at all levels of government plus the significant advances in technology over the past ten years, it is timely to reassess the use of CCTV by local councils in Australia.     An interrupted transmission? Processes of CCTV implementation and the impact of human agency

    This paper examines the processes that bring about the creation of new public-space CCTV schemes. Through an appraisal of the grounded activities of the practitioners who make decisions over CCTV, the role of agency is identified as a particularly strong, yet relatively neglected, influence on its implementation. Moreover, beyond dichotomised notions of central structures and local agency, an understanding is developed of the complex interaction between the individual actors involved in CCTV dissemination and the political context in which they operate. In doing so, public policy is identified as the vehicle through which camera surveillance systems become installed and disseminated throughout public space. Moreover, these various forces of structure and agency become filtered through identifiable networks of policy-makers, comprising 'responsibilised' actors who oversee the deployment of CCTV. This analysis is used to revisit a range of administrative and theoretical understandings of surveillance, including: citations of CCTV as an evaluated response to crime; the attribution of power- and interest-based agendas to its implementation; and accounts which locate CCTV expansion within various evolving societal processes. Drawing on qualitative fieldwork data gathered during doctoral research, the paper considers the activities of practitioners at a local level and identifies crucial contexts, drivers and negotiations on which expanding surveillance is contingent. Ultimately, it is argued that the process of CCTV installation ? from conception to material implementation ? is disrupted and mediated by a range of micro-level operations, obligations, processes, managerial concerns (particularly conflict resolution and resource issues), structures and agency, and the indirect influence of central government. These not only arbitrate over whether the CCTV becomes installed, but also generate a range of additional uses for the cameras, many of which are performed before they are even switched on. This emphasises the need to consider the processes that enable and constrain the actions of those making decisions over CCTV and demonstrates how no single interest becomes solely participant in the deployment of surveillance. Finally, because of the centrality and contingency of both human agency and the structural contexts in which it operates in determining the installation of CCTV, questions arise concerning the importance of integrative sociological theories in understanding the deployment of surveillance

    Effective CCTV and the challenge of constructing legitimate suspicion using remote visual images

    This paper compares the effectiveness of public CCTV systems according to meta-reviews, with what might be expected based upon theoretical predictions. The apparent gulf between practice and prediction is explored in the light of the challenges faced by CCTV operators in terms of effective target selection. In addition, counter-intuitive reactions by members of the public to situational symbols of crime deterrence may also undermine the efficacy of CCTV. Evidence is introduced and reviewed that suggests CCTV operators may employ implicit profiles to select targets. Essentially, young, scruffy males who appear to be loitering are disproportionately targeted compared with their base rate use of surveyed areas. However, the extent to which such a profile is diagnostic of criminal intent or behaviour is unclear. Such profiles may represent little more than ‘pattern matching’ within an impoverished visual medium. Finally, suggestions for future research and effective CCTV operator practice are offered in order to improve target selection.Peer reviewe

    "Not the Usual Suspects": A Study of Factors Reducing the Effectiveness of CCTV

    Previous research on the effectiveness of Closed Circuit Television (CCTV) has focused on critically assessing police and government claims that CCTV is effective in reducing crime. This paper presents a field study that investigates the relationship between CCTV system design and the performance of operator tasks. We carried out structured observations and interviews with 13 managers and 38 operators at 13 CCTV control rooms. A number of failures were identified, including the poor configuration of technology, poor quality video recordings, and a lack of system integration. Stakeholder communication was poor, and there were too many cameras and too few operators. These failures have been previously identified by researchers; however, no design improvements have been made to control rooms in the last decade. We identify a number of measures to improve operator performance, and contribute a set of recommendations for security managers and practitioners.     Applying psychological science to the CCTV review process: a review of cognitive and ergonomic literature

    As CCTV cameras are used more and more often to increase security in communities, police are spending a larger proportion of their resources, including time, in processing CCTV images when investigating crimes that have occurred (Levesley & Martin, 2005; Nichols, 2001). As with all tasks, there are ways to approach this task that will facilitate performance and other approaches that will degrade performance, either by increasing errors or by unnecessarily prolonging the process. A clearer understanding of psychological factors influencing the effectiveness of footage review will facilitate future training in best practice with respect to the review of CCTV footage. The goal of this report is to provide such understanding by reviewing research on footage review, research on related tasks that require similar skills, and experimental laboratory research about the cognitive skills underpinning the task. The report is organised to address five challenges to effectiveness of CCTV review: the effects of the degraded nature of CCTV footage, distractions and interrupts, the length of the task, inappropriate mindset, and variability in people’s abilities and experience. Recommendations for optimising CCTV footage review include (1) doing a cognitive task analysis to increase understanding of the ways in which performance might be limited, (2) exploiting technology advances to maximise the perceptual quality of the footage (3) training people to improve the flexibility of their mindset as they perceive and interpret the images seen, (4) monitoring performance either on an ongoing basis, by using psychophysiological measures of alertness, or periodically, by testing screeners’ ability to find evidence in footage developed for such testing, and (5) evaluating the relevance of possible selection tests to screen effective from ineffective screener

    Can we ID from CCTV? Image quality in digital CCTV and face identification performance

    CCTV is used for an increasing number Of purposes, and the new generation of digital systems can be tailored to serve a wide range of security requirements. However, configuration decisions are often made without considering specific task requirements, e.g. the video quality needed for reliable person identification. Our Study investigated the relationship between video quality and the ability of untrained viewers to identify faces from digital CCTV images. The task required 80 participants to identify 64 faces belonging to 4 different ethnicities. Participants compared face images taken from a high quality photographs and low quality CCTV stills, which were recorded at 4 different video quality bit rates (32, 52, 72 and 92 Kbps). We found that the number of correct identifications decreased by 12 (similar to 18%) as MPEG-4 quality decreased from 92 to 32 Kbps, and by 4 (similar to 6%) as Wavelet video quality decreased from 92 to 32 Kbps. To achieve reliable and effective face identification, we recommend that MPEG-4 CCTV systems should be used over Wavelet, and video quality should not be lowered below 52 Kbps during video compression. We discuss the practical implications of these results for security, and contribute a contextual methodology for assessing CCTV video quality

    In Surveillance Studies the terms ‘sousveillance’ and ‘inverse surveillance’ describe forms of surveillance that have a bottom-up and democratic character. However, in this paper this democratic notion is questioned by looking into practices and experiences with both Closed Circuit Television (CCTV) and mobile cameras by Dutch citizens. By intervening in the nightlife district of the\ud Rotterdam1 city centre, data has been gathered on both mobile- and CCTV camera confrontations. From this, an exploration is made into how mobile cameras are experienced in the nightlife landscape. Comparing these experiences with CCTV provides insight into new surveillance issues that emerge due to the mobile camera. The perspective of analyzing surveillance technologies as hybrid collectives that may take different shapes in different places, allows for a contribution that attempts to improve our understanding of the current changes in the surveillance technology landscap

    Penggunaan alat bahan bantu mengajar (ABBM) dalam pengajaran perlu dipelbagaikan bagi memudahkan dan membantu pelajar dari segi kefahaman yang mendalam dalam subjek yang dipelajarinya.Kajian ini ingin membangunkan satu produk Kit ‘Smart CCTV’ sebagai ABBM dan mengkaji persepsi pelajar mengenai kefahaman kepada pelajar terhadap topik Pemasangan Perkakasan Elektronik sistem litar tertutup televisyen (CCTV) dari segi domain kognitif, afektif dan psikomotor bagi pelajar aliran Teknologi Elektronik di kolej vokasional. Reka bentuk kajian ada dua bahagian iaitu reka bentuk pembangunan produk yang menggunakan model ‘Rapid Prototype’dan kajian deskriptif kaedah tinjauan untuk kajian keseluruhan. Analisis kajian ini menggunakan kaedah deskriptif kekerapan, peratusan, skor min dan sisihan piawai yang menggunakan perisian Microsoft Office Excel 2016. Reka bentuk pembangunan produk kit ‘Smart CCTV’ amat sesuai sebagai ABBM. Dapatan analisis bagi persepsi pelajar terhadap penggunaan ABBM keseluruhannya skor min ketiga-tiga domain; kognitif, psikomotor dan afektif, masing-masing mempunyai skor min 3.25, 3.21 dan 3.30, maka ketiga-tiga domain memberikan kesan yang sama terhadap pelajar berkenaan dengan penggunaan ABBM kit ‘Smart CCTV’. Hasil kajian ini diharapakan dapat dijadikan sebagai satu garis panduan kepada guru di kolej vokasional untuk menggunakan ABBM dalam PdP serta panduan kepada pengkaji lain untuk meneruskan kajian berkenaan dengan penggunaan ABBM terhadap pencapaian pelajar
