Radiative Forcing: Climate Policy to Break the Logjam in Environmental Law
This article recommends the key design elements of US climate law. Much past environmental law has suffered from four design problems: fragmentation, insensitivity to tradeoffs, rigid prescriptive commands, and mismatched scale. These are problems with the design of regulatory systems, not a rejection of the overall objective of environmental law to protect ecosystems and human health. These four design defects raised the costs, reduced the benefits, and increased the countervailing risks of many past environmental laws. The principal environmental laws successfully enacted since the 1990s, such as the acid rain trading program in the 1990 Clean Air Act (CAA) Amendments and the 1996 Safe Drinking Water Act amendments, were consciously designed to overcome the prior design defects. New law for climate change should improve on the design of past environmental law, fostering four counterpart solutions to the prior design defects: cross-cutting integration instead of fragmentation, attention to tradeoffs instead of their neglect, flexible incentive-based policy instruments such as emissions trading in place of rigid prescriptive commands, and optimal instead of mismatched scale. This article advocates a design for U.S. climate policy that embodies these four design solutions. It proposes a policy that is comprehensive in its coverage of multiple pollutants (all GHGs), their sources and sinks; multiple sectors (indeed economy-wide); and multiple issues currently divided among separate agencies. It advocates explicit attention to tradeoffs, both benefit-cost and risk-risk (including both ancillary harms and ancillary benefits), in setting the goals and boundaries of climate policy. It advocates the use of flexible market-based incentives through an efficient cap-and-trade system, with most allowances auctioned along multi-year emissions reduction schedules that are reviewed periodically in light of new information. And it advocates matching the legal regime to the environmental and economic scale of the climate problem, starting at the global level, engaging all the major emitting countries (including the U.S. and China), and then implementing at the national and sub-national levels rather than a patchwork bottom-up approach. In so doing it addresses the roles of EPA regulation under the current CAA and of new legislation. It argues that among environmental issues, climate change is ideally suited to adopt these improved policy design features
Road taxes, road user charges and earmarking
The UK Road Fund was set up in 1921 and financed by earmarked taxes, but was unsuccessful as a form of road finance and abandoned in 1937. The paper examines why earmarking failed and what problems arise for replacing road taxes by hypothecated road charges. These charges would need to be regulated and could evolve into a more efficient system of road pricing. The paper claims that recent experiences with regulating capital-intensive network industries make road user charging and the commercialisation of the public highway both feasible and desirable, but that recent government proposals for local earmarked taxes are inadequate.

Internet security for mobile computing
Mobile devices are now the most dominant computer platform. Every time a mobile web application accesses the internet, the end user’s data is susceptible to malicious attacks. For instance, when paying a bill at a store with NFC mobile payment, navigating through a city operating GPS on a smartphone, or dictating the temperature at a household with a home automation device. These activities seem routine, yet, when vulnerabilities are present they can leave holes for hackers to access bank accounts, pinpoint a user’s recent location, or tell when someone is not at home. The awareness of the end user cannot be trusted. Device vendors and developers must provide safeguards.
An ongoing issue is that the present security standards are outdated and were never envisioned with mobile devices in mind. It can be suggested that security is only idling the progress of mobile computing. Still, many application developers and IT professionals do not adopt security standards fast enough to keep up-to-date with known vulnerabilities.
The main goals of the next generation of security standards, TLS, will provide developers with greater security efficiency and improved mobile throughput. These proposed capabilities of the TLS protocol will streamline mobile computing into the forefront of security practices. Historic Cities Project Task 4 – The Business Surveys: Questionnaire Design, Implementation and Initial Analysis.
The Historic Cities project examined the potential impacts of transport demand management strategies on three case study ‘historic’ cities in England. These cities are York, Cambridge and Norwich, all of which have the following characteristics: - they are cities which pre-date motorised transport, and thus tend to have city centres dominated by narrow streets; - they are all members of the Historic Towns Forum; - they have a high architectural and historic heritage, and attract many tourists each year; - they have severe congestion, and congestion related problems; - the city authorities are faced with the problems of maintaining the environmental quality of the city, while allowing the most efficient use of the transport infrastructure.
The focus of the project was how transport demand management policies, particularly parking, pricing and road-space re-allocation, can contribute to the last bullet above.
Task 4 in the Historic Cities project examined the predicted effects on the urban economy from a work place parking levy and road user charging. It is thought that a major barrier to the implementation of these instruments is the perception that they will have detrimental impacts on the local economy. This task examines whether this hypothesis is correct by examining the impacts on, and attitudes of, businesses in the case study cities.
This working paper describes the survey work that was undertaken and presents the initial analysis of the results. It has the following sections:

Section 3: describes the development and rationale for the questionnaire;
Section 4: describes the sampling process;
Section 5: presents the initial analysis of the results;
Section 6: gives a summary and conclusions.
This is the second Working paper that summaries the Task 4 study. The first working paper (537) outlined the business sector profile for each city. A third working paper (552) will present multi-variate analysis of the dataset
Supporting policy packages: the future of road pricing in the UK
Transport is already a large component of our economy and society. Historically, transport programmes were substantially about developing basic infrastructure networks. Now the emphasis is on the active management of systems and operating them to maximum advantage in the face of growing travel demand and capacity limitations. Combined developments in technology and the world economy have accelerated change to almost unpredictable levels. The change affects many areas and transport is not an exception. With new vehicle technologies, radical policies and the persistent growth in private and commercial vehicles, a new changing transport landscape is emerging.
One of these changes comes in the form of sustainable transport management - managing the demand of existing infrastructure networks. The role of demand management has been illustrated in many reports and papers and it seems that governments are becoming more aware of it. This paper focuses on one particular demand management policy that is often regarded as radical and generally unacceptable. Road pricing often gets delayed or abandoned due to controversy, disagreements, unanticipated problems and a whole host of other delaying factors. There are complex interactions in transport management - there is a need for cooperation between networks, stakeholders and different authorities.
Single measures that focus on 'sustainable transport' usually address a limited set of objectives and are not usually combined with other policy measures. When combined, it is sometimes unclear whether the multiple interactions between policy tools and implementation networks have been considered. An emerging case of implementation of a policy package in the UK is the support of road pricing initiatives combined with public transport improvements by the Transport Innovation Fund.
The paper will present a review of the UK road pricing situation along with key implementation factors that show firstly the importance of combining policy tools and secondly the necessity in creating and maintaining strong implementation networks

Evaluation of the implementation process of urban road pricing schemes in the United Kingdom and Italy
This paper is based upon detailed research that has taken place in the UK and Italy, on the implementation strategies for urban road pricing schemes. In the UK, both in London and Durham, the Road User Charging schemes required new legislation, and were implemented rapidly. The time from announcement to implementation took three years and the schemes were introduced after short periods of intensive planning, consultations and stakeholder networking. In Italy, the situation has been very different. The road pricing schemes in Rome and Genoa were not introduced under specific legislation but rather evolved from access control zones originally implemented in historic urban centres. The incremental introduction of the Italian road pricing experiments has taken approximately ten years.
The paper undertakes a comparison of these different strategies to introduce urban road pricing and the lessons they contain for the development of similar measures elsewhere. The comparison of the different implementing experiences is undertaken using Strategic Policy Niche Management, a method designed to explore, among other factors, the dynamics of the stakeholder networks involved in planning, introducing, marketing and managing radical urban Travel Demand Management policies
