    Border sensitive centrality in global patent citation networks

    When resources are shared between interacting networks, the importance of each node depends strongly on how collaborative or competitive each sub-network is. In this paper, we develop a new method of measuring centrality in the complex network of patent citations that can take political borders into account, where the national benefit of domestic citations relative to foreign citations can be controlled by a free parameter. We find that while some patent classes are of high importance both in the global and the domestic economy, there often exist patent classes in individual countries that are more central nationally than in global economy. We characterize the most important classes globally and domestically for six different nations, and describe their robustness to various perturbations to the model and to noise

    WSN based sensing model for smart crowd movement with identification: a conceptual model

    With the advancement of IT and increase in world population rate, Crowd Management (CM) has become a subject undergoing intense study among researchers. Technology provides fast and easily available means of transport and, up-to-date information access to the people that causes crowd at public places. This imposes a big challenge for crowd safety and security at public places such as airports, railway stations and check points. For example, the crowd of pilgrims during Hajj and Ummrah while crossing the borders of Makkah, Kingdom of Saudi Arabia. To minimize the risk of such crowd safety and security identification and verification of people is necessary which causes unwanted increment in processing time. It is observed that managing crowd during specific time period (Hajj and Ummrah) with identification and verification is a challenge. At present, many advanced technologies such as Internet of Things (IoT) are being used to solve the crowed management problem with minimal processing time. In this paper, we have presented a Wireless Sensor Network (WSN) based conceptual model for smart crowd movement with minimal processing time for people identification. This handles the crowd by forming groups and provides proactive support to handle them in organized manner. As a result, crowd can be managed to move safely from one place to another with group identification. The group identification minimizes the processing time and move the crowd in smart way

    Pricing Offshore Services: Evidence from the Paradise Papers

    The Paradise Papers represent one of the largest public data leaks comprising 13.4 million con_dential electronic documents. A dominant theory presented by Neal (2014) and Gri_th, Miller and O'Connell (2014) concerns the use of these offshore services in the relocation of intellectual property for the purposes of compliance, privacy and tax avoidance. Building on the work of Fernandez (2011), Billio et al. (2016) and Kou, Peng and Zhong (2018) in Spatial Arbitrage Pricing Theory (s-APT) and work by Kelly, Lustig and Van Nieuwerburgh (2013), Ahern (2013), Herskovic (2018) and Proch_azkov_a (2020) on the impacts of network centrality on _rm pricing, we use market response, discussed in O'Donovan, Wagner and Zeume (2019), to characterise the role of offshore services in securities pricing and the transmission of price risk. Following the spatial modelling selection procedure proposed in Mur and Angulo (2009), we identify Pro_t Margin and Price-to-Research as firm-characteristics describing market response over this event window. Using a social network lag explanatory model, we provide evidence for social exogenous effects, as described in Manski (1993), which may characterise the licensing or exchange of intellectual property between connected firms found in the Paradise Papers. From these findings, we hope to provide insight to policymakers on the role and impact of offshore services on securities pricing

    An Initial Framework Assessing the Safety of Complex Systems

    Trabajo presentado en la Conference on Complex Systems, celebrada online del 7 al 11 de diciembre de 2020.Atmospheric blocking events, that is large-scale nearly stationary atmospheric pressure patterns, are often associated with extreme weather in the mid-latitudes, such as heat waves and cold spells which have significant consequences on ecosystems, human health and economy. The high impact of blocking events has motivated numerous studies. However, there is not yet a comprehensive theory explaining their onset, maintenance and decay and their numerical prediction remains a challenge. In recent years, a number of studies have successfully employed complex network descriptions of fluid transport to characterize dynamical patterns in geophysical flows. The aim of the current work is to investigate the potential of so called Lagrangian flow networks for the detection and perhaps forecasting of atmospheric blocking events. The network is constructed by associating nodes to regions of the atmosphere and establishing links based on the flux of material between these nodes during a given time interval. One can then use effective tools and metrics developed in the context of graph theory to explore the atmospheric flow properties. In particular, Ser-Giacomi et al. [1] showed how optimal paths in a Lagrangian flow network highlight distinctive circulation patterns associated with atmospheric blocking events. We extend these results by studying the behavior of selected network measures (such as degree, entropy and harmonic closeness centrality)at the onset of and during blocking situations, demonstrating their ability to trace the spatio-temporal characteristics of these events.This research was conducted as part of the CAFE (Climate Advanced Forecasting of sub-seasonal Extremes) Innovative Training Network which has received funding from the European Union’s Horizon 2020 research and innovation programme under the Marie Skłodowska-Curie grant agreement No. 813844

    Growth and innovation in particular sectors of the economy can be spurred by funding from governments or firms with the initial investment producing spillovers into other sectors of the economy. Funding sectors that are central to the economy are expected to produce more or greater spillovers than if more peripheral sectors were funded. If the funding body is a national government, it is desirable that spillovers remain primarily in the domestic economy rather than targeting globally central sectors and risk subsidizing a foreign economy. In this paper, we develop a new method of measuring centrality in the complex network of patent citations that can take national borders into account, where the importance of domestic citations relative to foreign citations can be controlled by a free parameter.     A complex systems approach to education in Switzerland

    The insights gained from the study of complex systems in biological, social, and engineered systems enables us not only to observe and understand, but also to actively design systems which will be capable of successfully coping with complex and dynamically changing situations. The methods and mindset required for this approach have been applied to educational systems with their diverse levels of scale and complexity. Based on the general case made by Yaneer Bar-Yam, this paper applies the complex systems approach to the educational system in Switzerland. It confirms that the complex systems approach is valid. Indeed, many recommendations made for the general case have already been implemented in the Swiss education system. To address existing problems and difficulties, further steps are recommended. This paper contributes to the further establishment complex systems approach by shedding light on an area which concerns us all, which is a frequent topic of discussion and dispute among politicians and the public, where billions of dollars have been spent without achieving the desired results, and where it is difficult to directly derive consequences from actions taken. The analysis of the education system's different levels, their complexity and scale will clarify how such a dynamic system should be approached, and how it can be guided towards the desired performance

    ‘A marvellous order’: how spatial and economic configurations interact to produce agglomeration economies in Greater Manchester

    Despite widespread agreement that agglomeration externalities present a powerful economic force, understanding how they work in practice has constituted a “black box” problem. The word “agglomeration” is itself a crude term for describing the spatial characteristics of cities, which disguises the important role that the spatial configuration of street networks plays in structuring the operation of shared supply chains, labour pools, and knowledge-spillovers. At the same time, while most would agree on the importance of economic diversity to urban agglomeration, it is increasingly recognised that this diversity also has relational structure, with certain industry sectors being more likely to interrelate with each other, and share skills, knowledge, and products. This thesis will unpack the role of these spatial and economic configurations in the functioning of Greater Manchester as an “engine of creativity” in the broadest sense. To do so it draws on two main types of network analysis – space syntax analysis (developed by architects) and industry relatedness analysis (developed by economic geographers). This network analysis is contextualised in qualitative and historical research to produce a “thick description” of the city's evolving economy, with an in-depth focus on the clothing, textile, and waterproofing industries. The configurational characteristics of Greater Manchester's street network have brought diverse economic capabilities within reach of each other, while also connecting them into national and international economic flows. A degree of mess and redundancy in the system has been important to spurring unlikely collaborations and new innovations. However, there has been an overall decline in the capacity of the city street network to support agglomeration externalities in recent years, due to a loss of configurational structure and network density that is partly associated with planning changes from the 1950s onwards. The thesis concludes by considering what this means for contemporary policy

    Nowadays globalization processes have become all-embracing. But at the same time, despite the ever-increasing flow of publications on globalization, our understanding and knowledge of it still leaves much to be desired. Especially it concerns the global processes in general, of which globalization is a part. We also need to systematize our ideas about globalization and Global Studies to somehow fit the realities. In particular, this concerns the education process, because the current state of education will determine the way people will perceive reality in the forthcoming decades. This yearbook aims at contributing to the solution of these important tasks. It is the third in the series of yearbooks titled Globalistics and Globalization Studies. This year it has the following subtitle: Aspects & Dimensions of Global Views. Its authors consider globalization and Global Studies in different dimensions and aspects: philosophical, methodological, and pedagogical, in terms of various processes, problems and perspectives. Of course, to some extent this means that this yearbook presents rather diverse materials. But globalization itself is very diverse. And its comprehension may proceed in the framework of different theoretical approaches and points of view. In the present yearbook one can find perceptions of globalization and Global Studies by a number of scholars from different countries of the world and learn rather peculiar visions of globalization by the Russian scientists and educators. The yearbook will be interesting to a wide range of researchers, teachers, students and all those who pay attention to global issues
