    Producing Linked Open Dataset from Bibliographic Data with Integration of External Data Sources for Academic Libraries

    This paper has focused on transformation of bibliographic data to linked open data (LOD) as RDF(Resource Description Framework) triple model with integration of external resources. Library & Information centres and knowledge centres deal with various types of databases like bibliographic databases, full text databases, archival databases, statistical databases, CD/DVD ROM databases and more. Presently, web technology changes storing, processing, and disseminating services rapidly. The semantic web technology is an advance technology of web platform which provides structured data on web for describing and retrieving by the organization or institutions. It may provide more information from other external resources to the users. The main objective of this paper is transformation of library bibliographic data, based on MARC21, to RDF triple format as LOD with enrichment of external LOD dataset. External resources like OpenLibrary, VIAF, Wikidata, DBpedia, GeoNames etc. We have proposed a Workflow model (Figure-1) to visualize details steps, activities, components for transforming bibliographic data to LOD dataset. The methodology of this work includes the various methods and steps for conducting such research work. Here we have used an open source tool OpenRefine (version 3.2), formally it is known as GoogleRefine. The OpenRefine tool is used for managing and organizing the messy data with different attribute like row-column manipulation, reconciliation manipulation, different format manipulation like XML, JSON, N-Triple, RDF etc. The OpenRefine tool has played the various roles for the research work such as insertion of URI column, link generation, reconciliation data for external sources, conversion of source format to RDF format etc. After conversion of whole bibliographic data into RDF triple format as considerable LOD dataset. At the production page we may find a RDF file of bibliographic data. This LOD dataset may further be used by the organizations or institutions for their advanced bibliographic service

    Access to Core Course Materials Project: Teaching Collection Experiment report

    This report documents the third phase in the Access to Core Course Material project, known as the Teaching Collection Experiment. The work began in March 2001 and was completed in September 2001. The Teaching Collection is the name given to the printed reserve at UCL. It contains off-prints of essential course readings that are kept behind issue desks at both the Main and Science Library. Lecturers can place up to five copies of materials in the Collection, which are entered onto the library catalogue and given an unique identifying number. The Experiment investigated the feasibility of digitising a selection of this material and making it available electronically. This report documents the production process and compares the costs and quality of an in-house service with out-sourcing production. This allowed the project team to investigate the feasibility of offering a clearance and/or digitisation service in-house and the costs associated with such activities. The experiment also examined how this service related to the current activities of the Library and might be integrated into existing services. Following on from this experiment, a pilot service known as DigiCOMS was offered to a further 5 departments at UCL. The digitised material produced during the Teaching Collection Experiment was therefore made available through the DigiCOMS service. More details about DigiCOMS are available in a separate report. The Economics Department was selected to participate in this experiment, as they currently use the Teaching Collection to deposit a considerable number of course readings. Using a department from the social sciences also compliments the earlier work for the Dutch Department. It was also important to choose a department whose reading lists contained considerable numbers of published journal articles and chapters from books that required copyright permission from publishers. A selection of material that the department currently deposit in the Teaching Collection was identified, in addition to some material which students had found problematic to get hold of in the past. It should be pointed out at this stage that the distinction between a printed study pack and a teaching collection item in a print environment is significant, in particular for legal reasons, because a set of readings cannot placed within the teaching collection to avoid the copyright costs associated with producing a study pack. However, this distinction is less clear cut once material is made available electronically. Therefore, although the material in the teaching collection did not form a printed study pack, the set of digitised readings are referred to as an electronic study pack. Electronic permissions are also granted by publishers along similar lines to printed study packs, in that the pricing model is based on the length of a particular extract and the number of students on the course

    While I accepted the invitation to discuss the College Bibliocentre at this Clinic, I cannot say that I did so with equanimity. Quite apart from many organizational difficulties, the systems both in operation and in varying stages of development at the College Bibliocentre, have evolved from practical emersion without the benefit of the finite planning or initial test and research proce- dures from grant aids that many others have experienced. This is why I adopted the latter part of my title for this paper. I was asked particularly to discuss the techniques we are using to acquire the necessary input to the various systems. However, if I was asked to underline what I considered to be the major problems facing the development of a central technical service unit, the technicalities of how to input would be the least concern. The major problems are those beyond the technological requirements how to achieve the degree of coordination required and, in particular, how to overcome the financial hazards which face such an organiza- tion.published or submitted for publicatio

    Policy formulation needed for the management and digital delivery of theses information

    Though theses contain valuable information, least facility available in universities in India to deliver this information to the outside users. As compared to many western universities, researchers in India give less priority for publishing the theses in book or any other form. Similar system prevails in the case of other unpublished documents like dissertations, research reports, etc. Efforts of the national agencies like UGC, ICAR, etc. to digitize the theses and provide information on it to the researchers will reap maximum effectiveness if based on some national level policies and mandatory rules. This paper describes the need for establishing a national depository and frame rules for the mandatory depositing of the thesis at source in digital format

    Enhanced journals - a case study with general remarks

    The Information Bulletin on Variable Stars - a small astronomy journal published in Hungary - was an early Open Access journal. Now it offers several enhanced features to its reader community. Relying on the rather unique publishing environment existing in the field of astronomy, and on software developed locally, this journal is markedly different from other enhanced journals in certain aspects. We explore the key features of enhanced and common electronic journals: reference linking, database connections, data linking, multi-media content, feedback from the reader community, quality control. We argue that while exploring new avenues of scientific publishing, one should conservatively preserve some traditional values and features. Some aspects of article disassembly - dealing with items smaller than the usual basic publication unit, the article - are explored too. Figures, for example, are article components which might be re-used, used outside the original context
