    Integrating Blockchain and Fog Computing Technologies for Efficient Privacy-preserving Systems

    This PhD dissertation concludes a three-year long research journey on the integration of Fog Computing and Blockchain technologies. The main aim of such integration is to address the challenges of each of these technologies, by integrating it with the other. Blockchain technology (BC) is a distributed ledger technology in the form of a distributed transactional database, secured by cryptography, and governed by a consensus mechanism. It was initially proposed for decentralized cryptocurrency applications with practically proven high robustness. Fog Computing (FC) is a geographically distributed computing architecture, in which various heterogeneous devices at the edge of network are ubiquitously connected to collaboratively provide elastic computation services. FC provides enhanced services closer to end-users in terms of time, energy, and network load. The integration of FC with BC can result in more efficient services, in terms of latency and privacy, mostly required by Internet of Things systems

    This volume contains the papers presented at E-Vote-ID 2021, the Sixth International Joint Conference on Electronic Voting, held during October 5–8, 2021. Due to the extraordinary situation brought about by the COVID-19, the conference was held online for the second consecutive edition, instead of in the traditional venue in Bregenz, Austria. The E-Vote-ID conference is the result of the merger of the EVOTE and Vote-ID conferences, with first EVOTE conference taking place 17 years ago in Austria. Since that conference in 2004, over 1000 experts have attended the venue, including scholars, practitioners, authorities, electoral managers, vendors, and PhD students. The conference focuses on the most relevant debates on the development of electronic voting, from aspects relating to security and usability through to practical experiences and applications of voting systems, also including legal, social, or political aspects, amongst others, and has turned out to be an important global referent in relation to this issue

E-Vote-ID Conference resulted from the merging of EVOTE and Vote-ID and counting up to 17 years since the _rst E-Vote conference in Austria. Since that conference in 2004, over 1000 experts have attended the venue, including scholars, practitioners, authorities, electoral managers, vendors, and PhD Students. The conference collected the most relevant debates on the development of Electronic Voting, from aspects relating to security and usability through to practical experiences and applications of voting systems, also including legal, social or political aspects, amongst others; turning out to be an important global referent in relation to this issue. Also, this year, the conference consisted of: · Security, Usability and Technical Issues Track · Administrative, Legal, Political and Social Issues Track · Election and Practical Experiences Track · PhD Colloquium, Poster and Demo Session on the day before the conference E-VOTE-ID 2021 received 49 submissions, being, each of them, reviewed by 3 to 5 program committee members, using a double blind review process. As a result, 27 papers were accepted for its presentation in the conference. The selected papers cover a wide range of topics connected with electronic voting, including experiences and revisions of the real uses of E-voting systems and corresponding processes in elections. We would also like to thank the German Informatics Society (Gesellschaft fĂŒr Informatik) with its ECOM working group and KASTEL for their partnership over many years. Further we would like to thank the Swiss Federal Chancellery and the Regional Government of Vorarlberg for their kind support.     Dark Patterns are designed to trick users into sharing more information or spending more money than they had intended to do, by configuring online interactions to confuse or add pressure to the users. They are highly varied in their form, and are therefore difficult to classify and detect. Therefore, this research is designed to develop a framework for the automated detection of potential instances of web-based dark patterns, and from there to develop a software tool that will provide a highly useful defensive tool that helps detect and highlight these patterns

    We introduce the problem of technical debt, with particular focus on critical infrastructure, and put forward our view that this is a digital ethics issue. We propose that the software engineering process must adapt its current notion of technical debt – focusing on technical costs – to include the potential cost to society if the technical debt is not addressed, and the cost of analysing, modelling and understanding this ethical debt. Finally, we provide an overview of the development of educational material – based on a collection of technical debt case studies - in order to teach about technical debt and its ethical implication

    Through a series of studies, the overarching aim of this book is to investigate if and how the digitalization/digital transformation process affects various welfare services provided by the public sector, and the ensuing implications thereof. Ultimately, this book seeks to understand if it is conceivable for digital advancement to result in the creation of private/non-governmental alternatives to welfare services, possibly in a manner that transcends national boundaries. This study also investigates the possible ramifications of technological development for the public sector and the Western welfare society at large. This book takes its point of departure from the 2016 Organization for Economic Co-operation and Development (OECD) report that targets specific public service areas in which government needs to adopt new strategies not to fall behind. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case. However, as digitalization transcends national borders, large parts of the subject matter take on an international angle.     State Consent Policies and the Meaningful Use of Electronic Health Records Among Nonfederal Acute Care Hospitals in the United States

    The less-than-nationwide use of electronic health record (EHR) systems to send, receive, and integrate (SRI) patient summary of care (PSC) records limits the ability of hospital administrators to maximize efficiency and improve quality in the continuum of care. Despite obvious differences in state health information exchange (HIE) consent policies, there is no known research that has determined if and what aspects of state-level HIE legislation affect the use of EHR systems to SRI PSC records. Guided by the unified theory of acceptance and use of technology (UTAUT), the purpose of this quantitative cross-sectional research study was to examine the relationship between one independent variable (type of HIE consent policy) and three dependent variables: percent of nonfederal acute care hospitals that electronically (a)send (b) receive (c) integrate PSC records from and into their EHR from outside providers respectively. Data analysis using multivariate analysis of variance (MANOVA) statistical test found that Opt-in policy states had the lowest percentage of hospitals engaging in the three domains. The study also found that the use of EHR systems was most rampant in states with relatively less stringent HIE policies., there was a non-statistically significant relationship between HIE policy type and the dependent variable. However, the relationship between year (secular trend) and the dependent variable was statistically significant as there was incremental changes in the independent variable between 2015 and 2017. The study contributes to positive social change by providing increased research within the (HIE) field aiming to promote government and private sector investment to understand and address technological, practice, and policy barriers regarding EHR-to-EHR system integrations
