    FinBook: literary content as digital commodity

    This short essay explains the significance of the FinBook intervention, and invites the reader to participate. We have associated each chapter within this book with a financial robot (FinBot), and created a market whereby book content will be traded with financial securities. As human labour increasingly consists of unstable and uncertain work practices and as algorithms replace people on the virtual trading floors of the worlds markets, we see members of society taking advantage of FinBots to invest and make extra funds. Bots of all kinds are making financial decisions for us, searching online on our behalf to help us invest, to consume products and services. Our contribution to this compilation is to turn the collection of chapters in this book into a dynamic investment portfolio, and thereby play out what might happen to the process of buying and consuming literature in the not-so-distant future. By attaching identities (through QR codes) to each chapter, we create a market in which the chapter can ‘perform’. Our FinBots will trade based on features extracted from the authors’ words in this book: the political, ethical and cultural values embedded in the work, and the extent to which the FinBots share authors’ concerns; and the performance of chapters amongst those human and non-human actors that make up the market, and readership. In short, the FinBook model turns our work and the work of our co-authors into an investment portfolio, mediated by the market and the attention of readers. By creating a digital economy specifically around the content of online texts, our chapter and the FinBook platform aims to challenge the reader to consider how their personal values align them with individual articles, and how these become contested as they perform different value judgements about the financial performance of each chapter and the book as a whole. At the same time, by introducing ‘autonomous’ trading bots, we also explore the different ‘network’ affordances that differ between paper based books that’s scarcity is developed through analogue form, and digital forms of books whose uniqueness is reached through encryption. We thereby speak to wider questions about the conditions of an aggressive market in which algorithms subject cultural and intellectual items – books – to economic parameters, and the increasing ubiquity of data bots as actors in our social, political, economic and cultural lives.     A Standardised Procedure for Evaluating Creative Systems: Computational Creativity Evaluation Based on What it is to be Creative

    Computational creativity is a flourishing research area, with a variety of creative systems being produced and developed. Creativity evaluation has not kept pace with system development with an evident lack of systematic evaluation of the creativity of these systems in the literature. This is partially due to difficulties in defining what it means for a computer to be creative; indeed, there is no consensus on this for human creativity, let alone its computational equivalent. This paper proposes a Standardised Procedure for Evaluating Creative Systems (SPECS). SPECS is a three-step process: stating what it means for a particular computational system to be creative, deriving and performing tests based on these statements. To assist this process, the paper offers a collection of key components of creativity, identified empirically from discussions of human and computational creativity. Using this approach, the SPECS methodology is demonstrated through a comparative case study evaluating computational creativity systems that improvise music

    Searching for the right way to count: veto players in Argentina's first democratic decade

    The democratization literature often singles out the process of institution-building as a core and durable issue for young democracies. This article assesses Argentina's first democratic decade in light of this essential requirement and does this by suggesting the worth of assuming that democratic consolidation is an unpredictable outcome of contingent contributions at selected points in time through which political actors struggle to shape institutions, which in turn constrain future political behavior and incentives. This progressive crystallization of formal rules (what is acceptable) and political ambitions (what is attainable) will be illustrated through an analysis of the relationship between the executive and the judiciary in two particularly sensitive areas for the Argentine polity in this period and fundamentally intersecting one another: the independence of the judiciary and transitional justice

    Embracing complexity in design is one of the critical issues and challenges of the 21st century. As the realization grows that design activities and artefacts display properties associated with complex adaptive systems, so grows the need to use complexity concepts and methods to understand these properties and inform the design of better artifacts. It is a great challenge because complexity science represents an epistemological and methodological swift that promises a holistic approach in the understanding and operational support of design. But design is also a major contributor in complexity research. Design science is concerned with problems that are fundamental in the sciences in general and complexity sciences in particular. For instance, design has been perceived and studied as a ubiquitous activity inherent in every human activity, as the art of generating hypotheses, as a type of experiment, or as a creative co-evolutionary process. Design science and its established approaches and practices can be a great source for advancement and innovation in complexity science. These proceedings are the result of a workshop organized as part of the activities of a UK government AHRB/EPSRC funded research cluster called Embracing Complexity in Design (www.complexityanddesign.net) and the European Conference in Complex Systems (complexsystems.lri.fr).     The Impact of Language on Educational Access in South Africa

    The role of Medium of Instruction (MoI) or Language of Learning and Teaching (LoL&T) has not received sufficient attention as a factor denying meaningful access to education in South Africa. Yet the majority of under-performing learners are also children who learn in a language that is not their mother-tongue. This research aims to assess how recent language policies have changed the linguistic practices of schools and how this impacts on 'meaningful' access (understood as learners' access to the curriculum and therefore broad content knowledge). Interviews and open discussions were conducted with principals, teachers and parents from various township schools located in Mlazi (KwaZulu Natal) and in Soweto and Attridgeville (Gauteng) to illustrate the problems. The paper unpicks the different solutions - taken and proposed – to the disjuncture between MoI and meaningful access, whilst taking into account the legacy of past policies. Several proposals have been made to improve educational outcomes within the existing policy regarding medium of instruction (MoI) and language in general. Other proposals, in order to give transformation in education more immediate and concrete content, seek to exploit to its limit, or even alter, the official framework. They claim that such a move is a condition to reverse the overall poor outcome among learners from disadvantaged backgrounds. The MoI issue has sometimes been invoked in the debate on the relevance in societies of the periphery of what some see as essentially a Western educational model, a debate that the African renaissance ideology has helped rekindle in South Africa

    An agent-based architecture for managing the provision of community care: the INCA (Intelligent Community Alarm) experience

    Community care is an area that requires extensive ooperation between independent agencies, each of which needs to meet its own objectives and targets. None are engaged solely in the delivery of community care, and need to integrate the service with their other responsibilities in a coherent and efficient manner. Agent technology provides the means by which effective cooperation can take place without compromising the essential security of both the client and the agencies involved as the appropriate set of responses can be generated through negotiation between the parties without the need for access to the main information repositories that would be necessary with conventional collaboration models. The autonomous nature of agents also means that a variety of agents can cooperate together with various local capabilities, so long as they conform to the relevant messaging requirements. This allows a variety of agents, with capabilities tailored to the carers to which they are attached to be developed so that cost-effective solutions can be provided

    A model-based approach to System of Systems risk management

    The failure of many System of Systems (SoS) enterprises can be attributed to the inappropriate application of traditional Systems Engineering (SE) processes within the SoS domain, because of the mistaken belief that a SoS can be regarded as a single large, or complex, system. SoS Engineering (SoSE) is a sub-discipline of SE; Risk Management and Modelling and Simulation (M&S) are key areas within SoSE, both of which also lie within the traditional SE domain. Risk Management of SoS requires a different approach to that currently taken for individual systems; if risk is managed for each component system then it cannot be assumed that the aggregated affect will be to mitigate risk at the SoS level. A literature review was undertaken examining three themes: (1) SoS Engineering (SoSE), (2) M&S and (3) Risk. Theme 1 of the literature provided insight into the activities comprising SoSE and its difference from traditional SE with risk management identified as a key activity. The second theme discussed the application of M&S to SoS, providing an output, which supported the identification of appropriate techniques and concluding that, the inherent complexity of a SoS required the use of M&S in order to support SoSE activities. Current risk management approaches were reviewed in theme 3 as well as the management of SoS risk. Although some specific examples of the management of SoS risk were found, no mature, general approach was identified, indicating a gap in current knowledge. However, it was noted most of these examples were underpinned by M&S approaches. It was therefore concluded a general approach SoS risk management utilising M&S methods would be of benefit. In order to fill the gap identified in current knowledge, this research proposed a new model based approach to Risk Management where risk identification was supported by a framework, which combined SoS system of interest dimensions with holistic risk types, where the resulting risks and contributing factors are captured in a causal network. Analysis of the causal network using a model technique selection tool, developed as part of this research, allowed the causal network to be simplified through the replacement of groups of elements within the network by appropriate supporting models. The Bayesian Belief Network (BBN) was identified as a suitable method to represent SoS risk. Supporting models run in Monte Carlo Simulations allowed data to be generated from which the risk BBNs could learn, thereby providing a more quantitative approach to SoS risk management. A method was developed which provided context to the BBN risk output through comparison with worst and best-case risk probabilities. The model based approach to Risk Management was applied to two very different case studies: Close Air Support mission planning and the Wheat Supply Chain, UK National Food Security risks, demonstrating its effectiveness and adaptability. The research established that the SoS SoI is essential for effective SoS risk identification and analysis of risk transfer, effective SoS modelling requires a range of techniques where suitability is determined by the problem context, the responsibility for SoS Risk Management is related to the overall SoS classification and the model based approach to SoS risk management was effective for both application case studies

    Skill-based reconfiguration of industrial mobile robots

    Caused by a rising mass customisation and the high variety of equipment versions, the exibility of manufacturing systems in car productions has to be increased. In addition to a exible handling of production load changes or hardware breakdowns that are established research areas in literature, this thesis presents a skill-based recon guration mechanism for industrial mobile robots to enhance functional recon gurability. The proposed holonic multi-agent system is able to react to functional process changes while missing functionalities are created by self-organisation. Applied to a mobile commissioning system that is provided by AUDI AG, the suggested mechanism is validated in a real-world environment including the on-line veri cation of the recon gured robot functionality in a Validity Check. The present thesis includes an original contribution in three aspects: First, a recon - guration mechanism is presented that reacts in a self-organised way to functional process changes. The application layer of a hardware system converts a semantic description into functional requirements for a new robot skill. The result of this mechanism is the on-line integration of a new functionality into the running process. Second, the proposed system allows maintaining the productivity of the running process and exibly changing the robot hardware through provision of a hardware-abstraction layer. An encapsulated Recon guration Holon dynamically includes the actual con guration each time a recon guration is started. This allows reacting to changed environment settings. As the resulting agent that contains the new functionality, is identical in shape and behaviour to the existing skills, its integration into the running process is conducted without a considerable loss of productivity. Third, the suggested mechanism is composed of a novel agent design that allows implementing self-organisation during the encapsulated recon guration and dependability for standard process executions. The selective assignment of behaviour-based and cognitive agents is the basis for the exibility and e ectiveness of the proposed recon guration mechanism
