    Local Government Policy and Planning for Unmanned Aerial Systems

    This research identifies key state and local government stakeholders in California for drone policy creation and implementation, and describes their perceptions and understanding of drone policy. The investigation assessed stakeholders’ positions, interests, and influence on issues, with the goal of providing potential policy input to achieve successful drone integration in urban environments and within the national airspace of the United States. The research examined regulatory priorities through the use of a two-tiered Stakeholder Analysis Process. The first tier consisted of a detailed survey sent out to over 450 local agencies and jurisdictions in California. The second tier consisted of an in-person focus group to discuss survey results as well as to gain deeper insights into local policymakers’ current concerns. Can she hold a trespassing autonomous car as security against damage done or further torts? Is the fear that a drone may be operated by a paparazzo or Peeping Tom sufficient grounds to disable or interfere with it? How hard may you shove if the office robot rolls over your foot? This Article addresses all those issues and one more. what rules and standards we could put into place to make the resolution of those questions easier and fairer to all concerned The default common-law legal rules governing each of these perceived threats are somewhat different, although reasonableness always plays an important role in defining legal rights and options. In certain cases-drone overflights, autonomous cars-national,s tate, and even local regulations may trump the common law. Because it is in most cases obvious that humans can use force to protect themselves against actual physical attack, this Article concentrates on the more interesting cases of (1) robot (and especially drone) trespass and (2) responses to perceived threats other than physical attack by robots-notably the risk that the robot (or drone) may be spying-perceptions which may not always be justified, but which sometimes may nonetheless be considered reasonable in law

    The policing role is constantly changing and becoming more challenging, with the UK seeing reduced numbers and financial cuts. Going forward, it is likely that the police will become more involved in the policing of drones. This research looks at the governance of drones from a top down approach – international-regional-national. The legislative complexity is first reviewed before investigating the blurring of roles between Aviation Administration-Authorities and the police. Focus is given regionally to the EU and nationally to the UK with a comparison study of the USA. The research considers the developing remit of the police and who should police drones at a national level. The research finds that currently, the police are under-trained in this subject area and there is insufficient coordination with the national Aviation Authorities
