Identification of Technologies for Provision of Future Aeronautical Communications
This report describes the process, findings, and recommendations of the second of three phases of the Future Communications Study (FCS) technology investigation conducted by NASA Glenn Research Center and ITT Advanced Engineering & Sciences Division for the Federal Aviation Administration (FAA). The FCS is a collaborative research effort between the FAA and Eurocontrol to address frequency congestion and spectrum depletion for safety critical airground communications. The goal of the technology investigation is to identify technologies that can support the longterm aeronautical mobile communication operating concept. A derived set of evaluation criteria traceable to the operating concept document is presented. An adaptation of the analytical hierarchy process is described and recommended for selecting candidates for detailed evaluation. Evaluations of a subset of technologies brought forward from the prescreening process are provided. Five of those are identified as candidates with the highest potential for continental airspace solutions in L-band (P-34, W-CDMA, LDL, B-VHF, and E-TDMA). Additional technologies are identified as best performers in the unique environments of remote/oceanic airspace in the satellite bands (Inmarsat SBB and a custom satellite solution) and the airport flight domain in C-band (802.16e). Large-scale Biometrics Deployment in Europe: Identifying Challenges and Threats
With large-scale biometrics deployment in the EU still in its infancy and with stakeholders racing to position themselves in view of the lucrative market that is forecasted, a study to identify challenges and threats that need to be dealt with was launched. This is the result: a report on Biometrics large-scale Deployment in Europe. The report tackles three main issues namely, the status, security / privacy and testing / certification processes. A survey was launched so as to help reveal the actual status of Biometrics large-scale Deployment initiatives in EU. The main outcome of the survey was that an open dissemination of implementation results policy is needed mainly on deployment plans, strategies, barriers and best practices. The security/ privacy challenges study identified a number of issues, the most important of which were related to proportionality and compliance to the existing regulatory framework while at the same time it revealed an important number of related actions aiming at ensuring both data security and privacy. The aim of the Bio Testing Europe study was double: to identify and collect comparable and certified results under different technologies, vendors and environments situations and to feed in this information to animate discussion among the members of a European network which would enhance the European testing and certification capacity. The study presents an integrated picture of the identified issues as well as a number of recommendations. Privacy Concerns Regarding the Use of Biometrics in Trusted Traveler Programs
One of the objectives of the U.S. government is to balance the individual’s right to privacy and national security interests. Trusted Traveler programs create a risk-based security model where the traveling public is categorized into low or high risk. There are, however, some privacy concerns related to the acceptance of the use of biometric technology in the adoption of expedited security screening procedures in commercial airports. The theoretical construct of this case study of the TSA Pre-Check Program is based on Ajzen and Fischbein’s theory of reasoned action, specifically through Davis’ technology acceptance model. The purpose of this case study was to explore the perceptions of the traveling public regarding the protection of privacy and the use of biometric technologies. Data for this study included 325 social media postings, 50 privacy complaints reported to the Department of Homeland Security between 2009 and 2014, and publicly available data from the Government Accountability Office about expedited screening for the years 2011 – 2014. Data were coded into a priori themes and then subjected to a content analysis procedure. Findings indicate that the traveling public generally support expedited security screening and consent to waiving certain privacy rights in order to facilitate expedited screening. Complaints from travelers were also primarily related to wait times and secondary screening, and not privacy concerns. The positive social change implications stemming from this study include recommendations to the TSA to expand the Trusted Traveler programs such that the primary concern of the traveling public, reduction of wait time is balanced against privacy concerns about the collection of biometric data as part of a measured response to aviation security
