    Automated Data Acquisition for Low-Volume Road Inventory and Management

    Local governments need suitable inventories and condition surveys to accurately determine and prioritize their funding needs. An efficient method of performing an inventory of the roads and subsequently determining the condition of major system components is to use an automated data-acquisition system to measure and record essential data. The data may be collected and processed by a central inventory management group. The inventory should include pavement characteristics, roadway geometries, and roadside features. Pavement condition may include structural integrity, road roughness, and skid resistance. Roadway geometries include horizontal curvature, length, width, superelevation, and grade. Roadside features include signing, intersections, guardrails, and obstacles. This paper presents a concept for a second-generation vehicle-mounted photologging system that may, in a single-pass, photolog the roadway and automatically record measurements necessary for inventoring and rating.     Using Unmanned Aerial Systems for Deriving Forest Stand Characteristics in Mixed Hardwoods of West Virginia

    Forest inventory information is a principle driver for forest management decisions. Information gathered through these inventories provides a summary of the condition of forested stands. The method by which remote sensing aids land managers is changing rapidly. Imagery produced from unmanned aerial systems (UAS) offer high temporal and spatial resolutions to small-scale forest management. UAS imagery is less expensive and easier to coordinate to meet project needs compared to traditional manned aerial imagery. This study focused on producing an efficient and approachable work flow for producing forest stand board volume estimates from UAS imagery in mixed hardwood stands of West Virginia. A supplementary aim of this project was to evaluate which season was best to collect imagery for forest inventory. True color imagery was collected with a DJI Phantom 3 Professional UAS and was processed in Agisoft Photoscan Professional. Automated tree crown segmentation was performed with Trimble eCognition Developer’s multi-resolution segmentation function with manual optimization of parameters through an iterative process. Individual tree volume metrics were derived from field data relationships and volume estimates were processed in EZ CRUZ forest inventory software. The software, at best, correctly segmented 43% of the individual tree crowns. No correlation between season of imagery acquisition and quality of segmentation was shown. Volume and other stand characteristics were not accurately estimated and were faulted by poor segmentation. However, the imagery was able to capture gaps consistently and provide a visualization of forest health. Difficulties, successes and time required for these procedures were thoroughly noted

    Breaking new ground in mapping human settlements from space -The Global Urban Footprint-

    Today 7.2 billion people inhabit the Earth and by 2050 this number will have risen to around nine billion, of which about 70 percent will be living in cities. Hence, it is essential to understand drivers, dynamics, and impacts of the human settlements development. A key component in this context is the availability of an up-to-date and spatially consistent map of the location and distribution of human settlements. It is here that the Global Urban Footprint (GUF) raster map can make a valuable contribution. The new global GUF binary settlement mask shows a so far unprecedented spatial resolution of 0.4 arcsec (∼12m\sim12 m) that provides - for the first time - a complete picture of the entirety of urban and rural settlements. The GUF has been derived by means of a fully automated processing framework - the Urban Footprint Processor (UFP) - that was used to analyze a global coverage of more than 180,000 TanDEM-X and TerraSAR-X radar images with 3m ground resolution collected in 2011-2012. Various quality assessment studies to determine the absolute GUF accuracy based on ground truth data on the one hand and the relative accuracies compared to established settlements maps on the other hand, clearly indicate the added value of the new global GUF layer, in particular with respect to the representation of rural settlement patterns. Generally, the GUF layer achieves an overall absolute accuracy of about 85\%, with observed minima around 65\% and maxima around 98 \%. The GUF will be provided open and free for any scientific use in the full resolution and for any non-profit (but also non-scientific) use in a generalized version of 2.8 arcsec (∼84m\sim84m). Therewith, the new GUF layer can be expected to break new ground with respect to the analysis of global urbanization and peri-urbanization patterns, population estimation or vulnerability assessment

    The needs of state, regional, and local agencies involved in natural resources management in Illinois, Iowa, Minnesota, Missouri, and Wisconsin are investigated to determine the design of satellite remotely sensed derivable information products. It is concluded that an operational Earth Observation Data Management System (EODMS) will be most beneficial if it provides a full range of services - from raw data acquisition to interpretation and dissemination of final information products. Included is a cost and performance analysis of alternative processing centers, and an assessment of the impacts of policy, regulation, and government structure on implementing large scale use of remote sensing technology in this community of users

    Regional Data Archiving and Management for Northeast Illinois

    This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the regional transportation agencies, from both technical and business perspectives, about building such a comprehensive transportation information system. Several implementation alternatives are identified and analyzed. This research is carried out in three phases. In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect information on all data elements that they store, including the format, system, and granularity. Their perception of a data archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the hardware, software, labor, and resource requirements. We also identify possible revenue opportunities. A few implementation options for the archive system are summarized in this report; namely: 1. System hosted by a partnering agency 2. System contracted to a university 3. System contracted to a national laboratory 4.
