    Ecolabelling and Fisheries Management

    RAFMS (Rapid Appraisal of Fisheries Managment Systems) designed by ICLARM is a semistructural research tool designed to quickly document and evaluate exisiting local-level fisheries management systems in a given coastal community. The results of RAFMS will provide direction for undertaking more formal research or quantitative surveys to describe institutional arrangements and performance. RAFMS is suited to the village level, or to a cluster of villages within a defined marine unit such as a bay. It's emphasis is on the evaluation of the rights and rules system governing the use of the fisheries resources at the local level. The approach is also participatory because it is designed for the joint use of RAFMS practitioners and local researchers in collaboration with local fishing communities. The mode of community participation, however, is consultative. This Version 1 of the guide was published with the anticipation of future feedback. Version 1 had been tested for two years prior to being published in collaboration with ICLARM's research partners at: Ulugan Bay and Binunsalian Bay in Palawan, Asia (Southeastern)-Philippines; and Nolloth Village at Saparua Isalnd in Indonesia

    Environmental Dynamics in Animal Waste Reclamation in the Scaling up of Livestock in Thailand

    Thailand has seen a scaling up of pig production in numbers and structure. Nonetheless, in-house separation and agricultural reclamation of pig solid waste are common practice. Waste reclamation is not taking place under small-scale farming and its environmental dynamics cannot be simply understood as a direct projection to larger scales. Scaling up has transformed the environmental significance of waste reclamation, including waste transfer from livestock to agriculture farmers. Waste transfer benefits pig farmers by trade and removal of waste by agriculture and aquaculture farmers and is key to the environmental dynamics of pig production. However, waste reclamation is not clearly defined as a management option in environmental frameworks. Waste management is mainly addressed as in-farm wastewater with limited attention to agro-environmental values of present practices. To recognise present practices in agro-environmental policies this thesis suggests a descriptive strategy focused on the transfer of waste. Such strategy would avoid command-and-control norms, avoid conflicting with an environmental culture centered in biogas technology and support knowledge transfer in agriculture. A focus on waste transfer from animal farms to agriculture [and aquaculture] plots is interpreted as off-site waste management. Off-site waste management calls for the inclusion of geographical variables beyond animal farms. This leads to an extended area of environmental influence (EAEI). Resulting environmental dynamics allows an interpretation of environment beyond resource in classical agricultural geography to a connotation where environment is also significant to agriculture and livestock because of the impacts from production. The recognition of reclamation practices and, consequently, of the integral environmental dynamics, and hence the connotation of environment, would contribute to connect livestock with agriculture through environmental geography. Intensive livestock is then defined as distribution and not location. Formalisation of reclamation practices entails the acknowledgment of agro-ecological cycles in livestock

    Economic and social impacts of Integrated Aquaculture-Agriculture technologies in Bangladesh

    This study estimated the adoption rate of integrated aquaculture-agriculture (IAA) technologies in Bangladesh and their impact on poverty and fish and food consumption in adopting households. We used a novel, simulation-based approach to impact assessment called Tradeoff Analysis for Multi-Dimensional Impact Assessment (TOA-MD). We used the TOA-MD model to demonstrate how it is possible to use available data to estimate adoption rates in relevant populations, and to quantify impacts on distributional outcomes such as poverty and food security, thus demonstrating ex ante the potential for further investment in technology dissemination. The analysis used baseline and end-of-project survey data from WorldFish-implemented Development of Sustainable Aquaculture Project (DSAP), promoting IAA. This dataset was used to simulate adoption and assess its impacts on poverty and food security in the target population. We found that, if adopted, IAA had a significant positive impact on reducing poverty and improving food security and income

    Institutional, policy and regulatory framework for sustainable development of the Egyptian aquaculture sector

    This report presents the findings of a mission to critically review the institutional, policy and regulatory framework for sustainable development of the Egyptian aquaculture sector. The study was undertaken by an International Expert on Aquaculture Policy, and a National Expert on Institutions, on behalf of the Project “Improving Employment and Income through the Development of Egypt’s Aquaculture Sector“, implemented by WorldFish and CARE, and funded by the Swiss Agency for Development and Cooperation(SDC). The objective of the mission was to assess the current status of the Egyptian aquaculture sector, in terms of the policy, legal and institutional environment, with a view to suggesting the major issues to be addressed within a future policy dialogue

    In the last two decades a serious and severely damaging fish disease has been spreading through countries of the Asia Pacific region with dangerous consequences. Not only is this disease- now officially termed Epizootic Ulcerative Syndrome (EUS)- a scientific puzzle, it is also a worrisome social problem. Hundreds of inland fishermen, often the more marginalized amongst the fishworker communities in the affected countries, have been overnight deprived of their incomes, as consumers began to totally reject the disfigured, disease-stricken fish. It was in this context that the International Collective in Support of Fishworkers (ICSF), in co-operation with the Network of Aquaculture Centres in Asia-Pacific (NACA), Bangkok, organized a two-day consultation on " EUS vis-á-vis the Environment and the People" in Trivandrum, India, during 25 and 26 May 1992. Enigma of EUS is a report of the consultation. While it does not purport to be a verbatim account of the two-day deliberations, it does record the important issues raised, the experiences exchanged and shared, and suggests how grand conclusions about as enigmatic a disease as EUS are ultimately elusive

    Scoping a public health impact assessment of aquaculture with particular reference to tilapia in the UK

    Background. The paper explores shaping public health impact assessment tools for tilapia, a novel emergent aquaculture sector in the UK. This Research Council’s UK Rural Economy and Land Use project embraces technical, public health, and marketing perspectives scoping tools to assess possible impacts of the activity. Globally, aquaculture produced over 65 million tonnes of food in 2008 and will grow significantly requiring apposite global public health impact assessment tools.<p></p> Methods. Quantitative and qualitative methods incorporated data from a tridisciplinary literature. Holistic tools scoped tilapia farming impact assessments. Laboratory-based tilapia production generated data on impacts in UK and Thailand along with 11 UK focus groups involving 90 consumers, 30 interviews and site visits, 9 visits to UK tilapia growers and 2 in The Netherlands.<p></p> Results. The feasibility, challenges, strengths, and weaknesses of creating a tilapia Public Health Impact Assessment are analysed. Occupational and environmental health benefits and risks attached to tilapia production were identified.<p></p> Conclusions. Scoping public health impacts of tilapia production is possible at different levels and forms for producers, retailers, consumers, civil society and governmental bodies that may contribute to complex and interrelated public health assessments of aquaculture projects. Our assessment framework constitutes an innovatory perspective in the field
