    Interfaces, 26, March - April 1996, pp. 59-72Center for Infrastructure Defense (CID) Paper.United States Coast Guard (USCG) districts schedule cutters 180 feet or less in length to weekly statuses (statuses is USCGjargon for assignments) from which they primarily respond to calls for search and rescue, law enforcement, and pollution control. The First Coast Guard District, based in Boston, has one of the largest scheduling problems: Each of 16 cutters is as- signed weekly to one of six statuses to ensure patrol coverage, enforce equitable distribution of patrols, and honor restrictions on consecutive cutter statuses. When we state this quarterly scheduling problem as an elastic mixed-integer linear program, we obtain face-valid schedules—superior to manually prepared schedules for all measures of effectiveness considered—within a few minutes on a personal computer. Initial acceptance of the model was hampered by disruptive schedule revisions that re- sulted from minor changes in input. Modifications to preserve run-to-run persistence of solutions have brought success

    Analysis of Ticonderoga Class Cruiser operating targets for other consumables, repair parts, and administrative expenditures

    MBA Professional ReportThe purpose of this project is to analyze Ticonderoga Class Cruiser Operating Targets (OPTAR) for the Atlantic Fleet (LANTFLT) and the Pacific Fleet (PACFLT). The scope of the analysis focused on the Ticonderoga Class Cruisers - the surface combatants with the least amount of configuration differences among the class. This project was conducted with the sponsorship and assistance of Commander Naval Surface Forces (CNSF). The goal of this project is to provide CNSF with underlying causes which explain lower expenditures for LANTFLT than PACFLT in the sub accounts of Other Consumable (SO), Repair (SR), and Administrative (SX). Due to levels of data available and the proportion of total expenditures that each sub-account represented, the emphasis of the analysis was concentrated on the Other Consumable and the Repair Parts Sub-accounts. The project developed a methodology to analyze expenditures within the cruiser class by three different levels; the sub-account level, the expense element level, and the system level. The cruisers were classified into groups based on their fleet, homeport, area classification (OCONUS or CONUS), and baseline configuration, at the sub-account and expense element level to see if there were relationships within the different groupings.http://archive.org/details/analysisofticond1094510344Approved for public release; distribution is unlimited

    This thesis answers the question: What are the core domestic maritime transportation system waterway vulnerabilities for the Carrier Strike Group power projection capabilities of the United States? There is a multitude of threats that the United States Navy faces in today’s world, such as terrorism, great power competition, and contention for freedom of the seas. Some of these originate in the homeland, such as threats to U.S. waterways that are home to surface naval vessels. Vulnerabilities to these waterways in the form of natural disasters, accidents, adversarial attacks, and management issues can potentially disrupt normal maritime operations and the power projection capabilities of the U.S. Navy. Within the continental United States, surface fleet naval bases are located within open civilian waterways, complete with interdependent infrastructure including international trade terminals, bridges, tunnels, and transportation nodes. When operating within the United States maritime transportation system infrastructure, the U.S. Navy operations are vulnerable. This thesis describes and analyzes three regions where carriers are homeported in the United States and assesses the maritime transportation system through risk assessment, reliability engineering, worst-case planning, and surprise adaptation. The assessments are then compared and contrasted to provide recommendations for improving domestic vulnerabilities to aircraft carrier power projection.Lieutenant, United States NavyApproved for public release.
