    An intelligent group decision-support system and its application for project performance evaluation

    Purpose: In any organization there are main goals, with lots of projects designed to achieve these goals. It is important for any organization to determine how much these projects affect the achievement of these goals. The purpose of this paper is to develop a fuzzy multiple attribute-based group decision-support system (FMAGDSS) to evaluate projects' performance in promoting the organization's goals utilizing simple additive weighting (SAW) algorithm and technique for order of preference by similarity to ideal solution (TOPSIS) algorithm. The proposed FMAGDSS deals with choosing the most appropriate fuzzy ranking algorithm for solving a given fuzzy multi attribute decision making (FMADM) problem with both qualitative and quantitative criteria (attributes), and uncertain judgments of decision makers. Design/methodology/approach: In this paper, a FMAGDSS model is designed to determine scores and ranks of every project in promoting the organization's goals. In the first step of FMAGDSS model, all projects are assessed by experts based on evaluation criteria and the organization's goals. The proposed FMAGDSS model will then choose the most appropriate fuzzy ranking method to solve the given FMADM problem. Finally, a sensitivity analysis system is developed to assess the reliability of the decision-making process and provide an opportunity to analyze the impacts of "criteria weights" and "projects" performance' on evaluating projects in achieving the organizations' goals, and to assess the reliability of the decision-making process. In addition, a software prototype has been developed on the basis of FMAGDSS model that can be applied to solve every FMADM problem that needs to rank alternatives according to certain attributes. Findings: The result of this study simplifies and accelerates the evaluation process. The proposed system not only helps organizations to choose the most efficient projects for sustainable development, but also helps them to assess the reliability of the decision-making process, and decrease the uncertainty in final decision caused by uncertain judgment of decision makers. Research limitations/implications: Future studies are suggested to expand this system to evaluate and rank the project proposals. To achieve this goal, the efficiency of the projects in line with organization's goals, should be predicted.Originality/value: This study contributes to the relevant literature by proposing a FMAGDSS model to evaluate projects in promoting organization's goals. The proposed FMAGDSS has ability to choose the most appropriate fuzzy ranking algorithm to solve a given FMADM problem based on the type and the number of attributes and alternatives, considering the least computation and time consumption for ranking alternatives. © Emerald Group Publishing Limited

    Simulation-based evaluation of defuzzification-based approaches to fuzzy multi-attribute decision making

    This paper presents a simulation-based study to evaluate the performance of 12 defuzzification-based approaches for solving the general fuzzy multiattribute decision-making (MADM) problem requiring cardinal ranking of decision alternatives. These approaches are generated based on six defuzzification methods in conjunction with the simple additive weighting (SAW) method and the technique for order preference by similarity to the ideal solution method. The consistency and effectiveness of these approaches are examined in terms of four new objective performance measures, which are based on five evaluation indexes. The Simulation result shows that the approaches, which are capable of using all the available information on fuzzy numbers, effectively in the defuzzification process, produce more consistent ranking outcomes. In particular, the SAW method with the degree of dominance defuzzification is proved to be the overall best performed approach, which is, followed by the SAW method with the area center defuzzification. These findings are of practical significance in real-world settings where the selection of the defuzzification-based approaches is required in solving the general fuzzy MADM problems under specific decision contexts

    An Overview of Vertical Handoff Decision Algorithms in NGWNs and a new Scheme for Providing Optimized Performance in Heterogeneous Wireless Networks

    Because the increasingly development and use of wireless networks and mobile technologies, was implemented the idea that users of mobile terminals must have access in different wireless networks simultaneously. Therefore one of the main interest points of Next Generation Wireless Networks (NGWNs), refers to the ability to support wireless network access equipment to ensure a high rate of services between different wireless networks. To solve these problems it was necessary to have decision algorithms to decide for each user of mobile terminal, which is the best network at some point, for a service or a specific application that the user needs. Therefore to make these things, different algorithms use the vertical handoff technique. Below are presented a series of algorithms based on vertical handoff technique with a classification of the different existing vertical handoff decision strategies, which tries to solve these issues of wireless network selection at a given time for a specific application of an user.     Fuzzy-logic framework for future dynamic cellular systems

    There is a growing need to develop more robust and energy-efficient network architectures to cope with ever increasing traffic and energy demands. The aim is also to achieve energy-efficient adaptive cellular system architecture capable of delivering a high quality of service (QoS) whilst optimising energy consumption. To gain significant energy savings, new dynamic architectures will allow future systems to achieve energy saving whilst maintaining QoS at different levels of traffic demand. We consider a heterogeneous cellular system where the elements of it can adapt and change their architecture depending on the network demand. We demonstrate substantial savings of energy, especially in low-traffic periods where most mobile systems are over engineered. Energy savings are also achieved in high-traffic periods by capitalising on traffic variations in the spatial domain. We adopt a fuzzy-logic algorithm for the multi-objective decisions we face in the system, where it provides stability and the ability to handle imprecise data

    A novel hybrid fuzzy DEA-Fuzzy MADM method for airlines safety evaluation

    Safety is a critical element in the air transport industry. Although fatal air accidents are rare compared to other transport industries, the rapid growth in air travel demands has resulted in a growing aviation risk exposure and new challenges in the aviation sector. Although the issue of airline safety is of serious public concern, notably few studies have investigated the safety efficiency of airlines. This paper aims to propose a novel hybrid method using fuzzy data envelopment analysis (DEA) and fuzzy multi-attribute decision making (F-MADM) for ranking the airlines’ safety. In this study, fuzzy DEA is utilized to calculate criteria weights, in contrast to the conventional approach of using DEA for measuring the efficiency of alternatives. A ranking of each airline (DMU) on the basis of obtained weights is then assessed using MADM methods. Six MADM methods including Fuzzy SAW, Fuzzy TOPSIS, Fuzzy VIKOR, ARAS-F, COPRAS-F and Fuzzy MULTIMOORA are implemented to rank the alternatives, and finally, the results are compounded with the utility interval technique. This new hybrid method can efficiently overcome the pitfalls of traditional hybrid DEA-MADM models.     Third Party Logistics Service Selection using Fuzzy Multiple Attribute Decision – Making System

    This study models the selection of third party logistics service provider (3PL) process considering comprehensive criteria and fuzzy nature of such problems. Criteria are identified and selected with respect to various aspects of logistics management, and existing vagueness in their behaviours and their relational preferences. Multiple attribute decision-making (MADM) approach and fuzzy methodology are applied. Based on a wide review of previous research, a fuzzy MADAM (FMADM) procedure is developed. Accordingly, especial algorithm in applying FMADM to 3PL selection problems is defined. A numerical example supports the developed procedure. Then, a real-world case study is explained and its 3PL selection problem is discussed. Results show reliability and efficiency of the model
