    Counter Unmanned Aircraft Systems Technologies and Operations

    As the quarter-century mark in the 21st Century nears, new aviation-related equipment has come to the forefront, both to help us and to haunt us. (Coutu, 2020) This is particularly the case with unmanned aerial vehicles (UAVs). These vehicles have grown in popularity and accessible to everyone. Of different shapes and sizes, they are widely available for purchase at relatively low prices. They have moved from the backyard recreation status to important tools for the military, intelligence agencies, and corporate organizations. New practical applications such as military equipment and weaponry are announced on a regular basis – globally. (Coutu, 2020) Every country seems to be announcing steps forward in this bludgeoning field. In our successful 2nd edition of Unmanned Aircraft Systems in the Cyber Domain: Protecting USA’s Advanced Air Assets (Nichols, et al., 2019), the authors addressed three factors influencing UAS phenomena. First, unmanned aircraft technology has seen an economic explosion in production, sales, testing, specialized designs, and friendly / hostile usages of deployed UAS / UAVs / Drones. There is a huge global growing market and entrepreneurs know it. Second, hostile use of UAS is on the forefront of DoD defense and offensive planners. They are especially concerned with SWARM behavior. Movies like “Angel has Fallen,” where drones in a SWARM use facial recognition technology to kill USSS agents protecting POTUS, have built the lore of UAS and brought the problem forefront to DHS. Third, UAS technology was exploding. UAS and Counter- UAS developments in navigation, weapons, surveillance, data transfer, fuel cells, stealth, weight distribution, tactics, GPS / GNSS elements, SCADA protections, privacy invasions, terrorist uses, specialized software, and security protocols has exploded. (Nichols, et al., 2019) Our team has followed / tracked joint ventures between military and corporate entities and specialized labs to build UAS countermeasures. As authors, we felt compelled to address at least the edge of some of the new C-UAS developments. It was clear that we would be lucky if we could cover a few of – the more interesting and priority technology updates – all in the UNCLASSIFIED and OPEN sphere. Counter Unmanned Aircraft Systems: Technologies and Operations is the companion textbook to our 2nd edition. The civilian market is interesting and entrepreneurial, but the military and intelligence markets are of concern because the US does NOT lead the pack in C-UAS technologies. China does. China continues to execute its UAS proliferation along the New Silk Road Sea / Land routes (NSRL). It has maintained a 7% growth in military spending each year to support its buildup. (Nichols, et al., 2019) [Chapter 21]. They continue to innovate and have recently improved a solution for UAS flight endurance issues with the development of advanced hydrogen fuel cell. (Nichols, et al., 2019) Reed and Trubetskoy presented a terrifying map of countries in the Middle East with armed drones and their manufacturing origin. Guess who? China. (A.B.     Cognitive Machine Individualism in a Symbiotic Cybersecurity Policy Framework for the Preservation of Internet of Things Integrity: A Quantitative Study

    This quantitative study examined the complex nature of modern cyber threats to propose the establishment of cyber as an interdisciplinary field of public policy initiated through the creation of a symbiotic cybersecurity policy framework. For the public good (and maintaining ideological balance), there must be recognition that public policies are at a transition point where the digital public square is a tangible reality that is more than a collection of technological widgets. The academic contribution of this research project is the fusion of humanistic principles with Internet of Things (IoT) technologies that alters our perception of the machine from an instrument of human engineering into a thinking peer to elevate cyber from technical esoterism into an interdisciplinary field of public policy. The contribution to the US national cybersecurity policy body of knowledge is a unified policy framework (manifested in the symbiotic cybersecurity policy triad) that could transform cybersecurity policies from network-based to entity-based. A correlation archival data design was used with the frequency of malicious software attacks as the dependent variable and diversity of intrusion techniques as the independent variable for RQ1. For RQ2, the frequency of detection events was the dependent variable and diversity of intrusion techniques was the independent variable. Self-determination Theory is the theoretical framework as the cognitive machine can recognize, self-endorse, and maintain its own identity based on a sense of self-motivation that is progressively shaped by the machine’s ability to learn. The transformation of cyber policies from technical esoterism into an interdisciplinary field of public policy starts with the recognition that the cognitive machine is an independent consumer of, advisor into, and influenced by public policy theories, philosophical constructs, and societal initiatives

    Every day, malicious actors target emerging technologies and medical resilience or seek to wreak havoc in the wake of disasters brought on by climate change, energy insecurity, and supply-chain disruptions. Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing resilience in every aspect of critical infrastructure and civil society.     A survey on cyber resilience: key strategies, research challenges, and future directions

    Cyber resilience has become a major concern for both academia and industry due to the increasing number of data breaches caused by the expanding attack surface of existing IT infrastructure. Cyber resilience refers to an organisation’s ability to prepare for, absorb, recover from, and adapt to adverse effects typically caused by cyber-attacks that affect business operations. In this survey, we aim to identify the significant domains of cyber resilience and measure their effectiveness. We have selected these domains based on a literature review of frameworks, strategies, applications, tools, and technologies. We have outlined the cyber resilience requirements for each domain and explored solutions related to each requirement in detail. We have also compared and analysed different studies in each domain to find other ways of enhancing cyber resilience. Furthermore, we have compared cyber resilience frameworks and strategies based on technical requirements for various applications. We have also elaborated on techniques for improving cyber resilience. In the supplementary section, we have presented applications that have implemented cyber resilience. This survey comprehensively compares various popular cyber resilience tools to help researchers, practitioners, and organisations choose the best practices for enhancing cyber resilience.     Towards AI-governance in psychosocial care: A systematic literature review analysis

    With increased digitalization and e-government services, Artificial Intelligence (AI) gained momentum. This paper focuses on AI-governance in Child Social Care field, exploring how aspects of individual, family/community factors are embedded in organizational level, especially when dealing with children resilience and wellbeing. A three-level based review has been conducted. In the first part we explored the interlink between individual factors associated to either resilience or wellbeing are connected to community and governance level where a new conceptual model is provided. In the second phase, we conducted an in-depth systematic literature review using PRISMA review protocol where new categorizations of identified literature with respect to individual, family and community levels in child social care field were suggested, while in the third phase, a review of relevant AI-initiatives in Europe and USA was performed. Finally, a comprehensive discussion of the literature review outcomes was carried out and a new updated conceptual model was provided.© 2023 The Author(s).     Cyber-Physical Threat Intelligence for Critical Infrastructures Security

    Modern critical infrastructures comprise of many interconnected cyber and physical assets, and as such are large scale cyber-physical systems. Hence, the conventional approach of securing these infrastructures by addressing cyber security and physical security separately is no longer effective. Rather more integrated approaches that address the security of cyber and physical assets at the same time are required. This book presents integrated (i.e. cyber and physical) security approaches and technologies for the critical infrastructures that underpin our societies. Specifically, it introduces advanced techniques for threat detection, risk assessment and security information sharing, based on leading edge technologies like machine learning, security knowledge modelling, IoT security and distributed ledger infrastructures. Likewise, it presets how established security technologies like Security Information and Event Management (SIEM), pen-testing, vulnerability assessment and security data analytics can be used in the context of integrated Critical Infrastructure Protection. The novel methods and techniques of the book are exemplified in case studies involving critical infrastructures in four industrial sectors, namely finance, healthcare, energy and communications. The peculiarities of critical infrastructure protection in each one of these sectors is discussed and addressed based on sector-specific solutions. The advent of the fourth industrial revolution (Industry 4.0) is expected to increase the cyber-physical nature of critical infrastructures as well as their interconnection in the scope of sectorial and cross-sector value chains. Therefore, the demand for solutions that foster the interplay between cyber and physical security, and enable Cyber-Physical Threat Intelligence is likely to explode. In this book, we have shed light on the structure of such integrated security systems, as well as on the technologies that will underpin their operation.
