    The Globalization of Health and Safety Standards: Delegation of Regulatory Authority in the SPS Agreement of the 1994 Agreement Establishing the World Trade Organization

    Buthe examines why states delegated regulatory authority in the Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures, an integral part of the founding treaty of the World Trade Organization (WTO). Buthe argues that, to explain this case of international delegation, principal-agent theory must be complemented by an analysis of cost-benefit calculations of the relevant domestic interest groups. Given these domestic interests, governments decided to institutionalize international cooperation on SPS measures outside of the WTO because they believed that such delegation would minimize the political costs of the loss of policymaking autonomy. Buthe notes, however, that in retrospect it appears that the widespread positive association of international standards with multilateralism and international consensus led many countries to underestimate those autonomy losses. Material and ideational factors thus interacted to shape the definition of national interests and the outcome of international delegation

    Abstracting object interactions using composition filters

    It is generally claimed that object-based models are very suitable for building distributed system architectures since object interactions follow the client-server model. To cope with the complexity of today's distributed systems, however, we think that high-level linguistic mechanisms are needed to effectively structure, abstract and reuse object interactions. For example, the conventional object-oriented model does not provide high-level language mechanisms to model layered system architectures. Moreover, we consider the message passing model of the conventional object-oriented model as being too low-level because it can only specify object interactions that involve two partner objects at a time and its semantics cannot be extended easily. This paper introduces Abstract Communication Types (ACTs), which are objects that abstract interactions among objects. ACTs make it easier to model layered communication architectures, to enforce the invariant behavior among objects, to reduce the complexity of programs by hiding the interaction details in separate modules and to improve reusability through the application of object-oriented principles to ACT classes.     Modeling Support for Role-Based Delegation in Process-Aware Information Systems

    In the paper, an integrated approach for the modeling and enforcement of delegation policies in process-aware information systems is presented. In particular, a delegation extension for process-related role-based access control (RBAC) models is specified. The extension is generic in the sense that it can be used to extend process-aware information systems or process modeling languages with support for processrelated RBAC delegationmodels.Moreover, the detection of delegation-related conflicts is discussed and a set of pre-defined resolution strategies for each potential conflict is provided. Thereby, the design-time and runtime consistency of corresponding RBAC delegation models can be ensured. Based on a formal metamodel, UML2 modeling support for the delegation of roles, tasks, and duties is provided. A corresponding case study evaluates the practical applicability of the approach with real-world business processes.     International audienceIn this paper, we describe a security model where users are allowed to control their obligations partially or totally, depending on the security policy. The main motivation of our work is to design more flexible systems that take into account users' requirements in order to avoid obligation violations and therefore sanctions. In our model, users are able to negotiate or delegate their obligations in the case of incapacity to fulfill them. This is an important aspect to be considered, since it is common that, at work or in everyday life, a user may need to negotiate the fulfillment of a given obligation, or also need the help of others to perform a task on his/her behalf. This may be due to several reasons such as absence, vacation, conflict of interest, lack of time, of resource, of competence or simply for the sake of efficiency. In our model, we propose an approach to deal with the negotiation and the delegation of obligations based on the concept of contexts

    Brexit is likely to lead to the relocation of UK financial services firms to the EU in order to be able to access EU markets, mainly through the EU passport. The same applies to the EU firms intending to be active on the UK markets. The access conditions to the EU markets are numerous and complex, laid down in EU and national legislation and regulation, and applied by the national supervisory authorities. The European Supervisory Authorities or "ESAs" have published elaborate statements, called Opinions, on the detailed access conditions and the way they intend to apply these. The two main objectives are the full application of EU law, and the avoidance of authorizing EU firms that would be "empty boxes" for activity that would in fact be exercised in the UK, and this mainly by delegating activities to another firm. Underlying is a policy of competition between national economies for relocations of EU firms, or of business activities to be developed on the UK financial markets

    This article deals with the current change of the institutional and organizational framework of the Russian oil industry. Regarding this evolution, the main characteristic is the increasing involvement of national oil companies in the upstream activities. The point is to explain this reorganization by relying on the New Institutional Economics framework. These theoretical works highlight that institutional environment and governance structures complement each other. We argue that the current reorganization is an attempt to increase the coherence of the institutional arrangement governing the transaction between the Russian state and the private oil companies.Russia ; oil industry ; institutional coherence
