    Implementation and design of a service-based framework to integrate personal and institutional learning environments

    The landscape of teaching and learning has changed in recent years because of the application of Information and Communications technology. Among the most representative innovations in this regard are Learning Management Systems. Despite of their popularity in institutional contexts and the wide set of tools and services that they provide to learners and teachers, they present several issues. Learning Management Systems are linked to an institution and a period of time, and are not adapted to learners' needs. In order to address these problems Personal Learning Environments are defined, but it is clear that these will not replace Learning Management Systems and other institutional contexts. Both types of environment should therefore coexist and interact. This paper presents a service-based framework to facilitate such interoperability. It supports the export of functionalities from the institutional to the personal environment and also the integration within the institution of learning outcomes from personal activities. In order to achieve this in a flexible, extensible and open way, web services and interoperability specifications are used. In addition some interoperability scenarios are posed. The framework has been tested in real learning contexts and the results show that interoperability is possible, and that it benefits learners, teachers and institutions.Peer ReviewedPostprint (author's final draft

    A personalized and context-aware news offer for mobile devices

    For classical domains, such as movies, recommender systems have proven their usefulness. But recommending news is more challenging due to the short life span of news content and the demand for up-to-date recommendations. This paper presents a news recommendation service with a content-based algorithm that uses features of a search engine for content processing and indexing, and a collaborative filtering algorithm for serendipity. The extension towards a context-aware algorithm is made to assess the information value of context in a mobile environment through a user study. Analyzing interaction behavior and feedback of users on three recommendation approaches shows that interaction with the content is crucial input for user modeling. Context-aware recommendations using time and device type as context data outperform traditional recommendations with an accuracy gain dependent on the contextual situation.     Research and Development Workstation Environment: the new class of Current Research Information Systems

    Against the backdrop of the development of modern technologies in the field of scientific research the new class of Current Research Information Systems (CRIS) and related intelligent information technologies has arisen. It was called - Research and Development Workstation Environment (RDWE) - the comprehensive problem-oriented information systems for scientific research and development lifecycle support. The given paper describes design and development fundamentals of the RDWE class systems. The RDWE class system's generalized information model is represented in the article as a three-tuple composite web service that include: a set of atomic web services, each of them can be designed and developed as a microservice or a desktop application, that allows them to be used as an independent software separately; a set of functions, the functional filling-up of the Research and Development Workstation Environment; a subset of atomic web services that are required to implement function of composite web service. In accordance with the fundamental information model of the RDWE class the system for supporting research in the field of ontology engineering - the automated building of applied ontology in an arbitrary domain area, scientific and technical creativity - the automated preparation of application documents for patenting inventions in Ukraine was developed. It was called - Personal Research Information System. A distinctive feature of such systems is the possibility of their problematic orientation to various types of scientific activities by combining on a variety of functional services and adding new ones within the cloud integrated environment.     Managing access to the internet in public libraries in the UK: the findings of the MAIPLE project

    One of the key purposes of the public library is to provide access to information (UNESCO, 1994). In the UK, information is provided in printed formats and for the last decade via public access Internet workstations installed as part of the People’s Network initiative. Recent figures reveal that UK public libraries provide approximately 40,000 computer terminals offering users around 80,000 hours across more than 4,000 service points (CIPFA, 2012). In addition, increasing numbers of public libraries allow users to connect devices such as tablets or smart phones to the Internet via a wireless network access point (Wi-Fi). How do public library staff manage this? What about users viewing harmful or illegal content? And what are the implications for a profession committed to freedom of access to information and opposition to censorship? MAIPLE, a two-year project funded by the Arts and Humanities Research Council has been investigating this issue as little was known about how UK public libraries manage Internet content control including illegal material. MAIPLE has drawn on an extensive review of the literature, an online survey to which all UK public library services were invited to participate (39 per cent response rate) and case studies with five services (two in England, one in Scotland, one in Wales and one in Northern Ireland) to examine the ways these issues are managed and their implications for staff. This presentation will explore the prevalence of tools such as filtering software, Acceptable Use Policies, user authentication, booking software and visual monitoring by staff and consider their efficacy and desirability in the provision of public Internet access. It will consider the professional dilemmas inherent within managing content and access. Finally, it will highlight some of the more important themes emerging from the findings and their implications for practitioners and policy makers
