Online civic intervention: A new form of political participation under conditions of a disruptive online discourse
In the everyday practice of online communication, we observe users deliberately reporting abusive content or opposing hate speech through counterspeech, while at the same time, online platforms are increasingly relying on and supporting this kind of user action to fight disruptive online behavior. We refer to this type of user engagement as online civic intervention (OCI) and regard it as a new form of user-based political participation in the digital sphere that contributes to an accessible and reasoned public discourse. Because OCI has received little scholarly attention thus far, this article conceptualizes low- and high-threshold types of OCI as different kinds of user responses to common disruptive online behavior such as hate speech or hostility toward the media. A debate dashboard to enhance on-line knowledge sharing
Purpose â Web 2.0 technologies have radically modified the way in which knowledge is created, managed and shared, improving productivity and accelerating innovation processes for the enterprises. These technologies have allowed enterprises to produce knowledge, leverage collective intelligence and build social capital on a scale that was unimaginable a few years ago. In this paper we focus on a particular kind of web-based collaborative platforms known as argument mapping tools and we discuss the main barriers to the adoption of them. Literature has proved that these argument mapping tools provide large and small and medium enterprise with several advantages, but nevertheless, they have low level adoption. In this paper we explore new technological solutions to support the adoption of argument mapping tools. In particular, we propose the design of a Debate Dashboard to provide visual feedback to support online deliberation. These visual feedback aims at compensating the loss of information due to the mediation of the technology. The Debate Dashboard is composed of a set of suitable visualization tools that have been selected on the basis of a literature review of the visualization tools.
Design/methodology/approach - We propose a literature review of existing visualization tools. Building on the literature review we selected thirty visualization tools, which have been classified on the basis of the kind of feedback they are able to provide. We identify three classes of feedback: Community feedback (identikit of users), Interaction feedback (about how users interact) and Absorption feedback (about generated content and its organization). We distilled the Debate Dashboard features by building on results of a literature review on Web 2.0 tools for data visualization. As output of literature review we selected six visualization tools. We consider these selected tools as a sort of starting point. Indeed, our aim is the improvement of them through the addition of further features and functions in order to make them more effective in providing feedback.
Originality/value â Our paper enriches the debate about computer mediated conversation and visualization tools. We propose a Dashboard prototype to augment collaborative
knowledge mapping tools by providing visual feedback on conversations. The Dashboard will provide at the same time three different kinds of feedback about: details of the
participants to the conversation, interaction processes and generated content. This will allow the improvement of the benefits and reduce the costs deriving from the use of
mapping tools. Moreover, another important novelty is that visualization tools will be integrated to mapping tools, as until now they have been used only to visualize data contained in forums (as Usenet or Slash.dot), chat or email archives
Practical implications â The Dashboard provides feedback about participants, interaction processes and generated contents, thus supporting the adoption of mapping tools as
technologies able to foster knowledge sharing among remote workers or/and customers and supplier.
The integration of Debate Dashboard with common online argument mapping tools aims at enabling the following advantages:
1. Reduction of misunderstanding;
2. Reduction of cognitive effort required to use argument mapping tools;
3. Improvement of the exploration and the analysis of the maps - the Debate Dashboard feedback improves the usability of the object (the map), thus allowing users to pitch into the conversation in the right place
Reason Against the Machine: Future Directions for Mass Online Deliberation
Designers of online deliberative platforms aim to counter the degrading
quality of online debates. Support technologies such as machine learning and
natural language processing open avenues for widening the circle of people
involved in deliberation, moving from small groups to "crowd" scale. Numerous
design features of large-scale online discussion systems allow larger numbers
of people to discuss shared problems, enhance critical thinking, and formulate
solutions. We review the transdisciplinary literature on the design of digital
mass deliberation platforms and examine the commonly featured design aspects
(e.g., argumentation support, automated facilitation, and gamification) that
attempt to facilitate scaling up. We find that the literature is largely
focused on developing technical fixes for scaling up deliberation, but may
neglect the more nuanced requirements of high quality deliberation. Current
design research is carried out with a small, atypical segment of the world's
population, and much research is still needed on how to facilitate and
accommodate different genders or cultures in deliberation, how to deal with the
implications of pre-existing social inequalities, how to build motivation and
self-efficacy in certain groups, and how to deal with differences in cognitive
abilities and cultural or linguistic differences. Few studies bridge
disciplines between deliberative theory, design and engineering. As a result,
scaling up deliberation will likely advance in separate systemic siloes. We

How Participation Creates Citizens: Participatory Governance as Performative Practice
Participation is a prominent feature of many decision-making and planning processes. Among its proclaimed benefits is its potential to strengthen public support and involvement. However, participation is also known for having unintended consequences which lead to failures in meeting its objectives. This article takes a critical perspective on participation by discussing how participation may influence the ways in which citizens can become involved. Participation unavoidably involves (1) restrictions about who should be involved and about the space for negotiation, (2) assumptions about what the issue at stake is, and (3) expectations about what the outcome of participation should be and how the participants are expected to behave. This is illustrated by a case study about the Dutch nature area, the Drentsche Aa. The case study demonstrates how the participatory process that took place and the restrictions, assumptions, and expectations that were involved resulted in six forms of citizen involvement, both intended and unintended, which ranged between creativity, passivity, and entrenchment. Based on these findings, the article argues that participation does not merely serve as a neutral place in which citizens are represented, but instead creates different categories of citizens. Recognizing this means reconceiving participation as performative practice. Such a perspective goes beyond overly optimistic views of participation as a technique whose application can be perfected, as well as pessimistic views of participation as repression or domination. Instead, it appreciates both intended and unintended forms of citizen involvement as meaningful and legitimate, and recognizes citizenship as being constituted in interaction in the context of participatio

Towards a People's Social Epidemiology: Envisioning a More Inclusive and Equitable Future for Social Epi Research and Practice in the 21st Century.
Social epidemiology has made critical contributions to understanding population health. However, translation of social epidemiology science into action remains a challenge, raising concerns about the impacts of the field beyond academia. With so much focus on issues related to social position, discrimination, racism, power, and privilege, there has been surprisingly little deliberation about the extent and value of social inclusion and equity within the field itself. Indeed, the challenge of translation/action might be more readily met through re-envisioning the role of the people within the research/practice enterprise-reimagining what "social" could, or even should, mean for the future of the field. A potential path forward rests at the nexus of social epidemiology, community-based participatory research (CBPR), and information and communication technology (ICT). Here, we draw from social epidemiology, CBPR, and ICT literatures to introduce A People's Social Epi-a multi-tiered framework for guiding social epidemiology in becoming more inclusive, equitable, and actionable for 21st century practice. In presenting this framework, we suggest the value of taking participatory, collaborative approaches anchored in CBPR and ICT principles and technological affordances-especially within the context of place-based and environmental research. We believe that such approaches present opportunities to create a social epidemiology that is of, with, and by the people-not simply about them. Online Manipulation: Hidden Influences in a Digital World
Privacy and surveillance scholars increasingly worry that data collectors can use the information they gather about our behaviors, preferences, interests, incomes, and so on to manipulate us. Yet what it means, exactly, to manipulate someone, and how we might systematically distinguish cases of manipulation from other forms of influenceâsuch as persuasion and coercionâhas not been thoroughly enough explored in light of the unprecedented capacities that information technologies and digital media enable. In this paper, we develop a definition of manipulation that addresses these enhanced capacities, investigate how information technologies facilitate manipulative practices, and describe the harmsâto individuals and to social institutionsâthat flow from such practices.
We use the term âonline manipulationâ to highlight the particular class of manipulative practices enabled by a broad range of information technologies. We argue that at its core, manipulation is hidden influenceâthe covert subversion of another personâs decision-making power. We argue that information technology, for a number of reasons, makes engaging in manipulative practices significantly easier, and it makes the effects of such practices potentially more deeply debilitating. And we argue that by subverting another personâs decision-making power, manipulation undermines his or her autonomy. Given that respect for individual autonomy is a bedrock principle of liberal democracy, the threat of online manipulation is a cause for grave concern
