    Composite variable formulations for express shipment service network design

    Thesis (Ph.D.)--Massachusetts Institute of Technology, Dept. of Electrical Engineering and Computer Science, 2000.Includes bibliographical references (p. 181-187).In this thesis, we consider large-scale network design problems, specifically the problem of designing the air network of an express shipment (i.e., overnight) delivery operation. We focus on simultaneously determining the route structure, the assignment of fleet types to routes, and the flow of packages on aircraft. Traditional formulations for network design involve modeling both flow decisions and design decisions explicitly. The bounds provided by their linear programming relaxations are often weak. Common solution strategies strengthen the bounds by adding cuts, but the shear size of the express shipment problem results in models that are intractable. To overcome this shortcoming, we introduce a new modeling approach that 1) removes the flow variables as explicit decisions and embeds them within the design variables and 2) combines the design variables into composite variables, which represent the selection of multiple aircraft routes that cover the demands for some subset of commodities. The resulting composite variable formulation provides tighter bounds and enables very good solutions to be found quickly. We apply this type of formulation to the express shipment operations of the United Parcel Service (UPS). Compared with existing plans, the model produces a solution that reduces the number of required aircraft by almost 11 percent and total annual cost by almost 25 percent. This translates to potential annual savings in the hundreds of millions of dollars. We establish the composite variable formulation to be at least as strong as the traditional network design formulation, even when the latter is strengthened by Chvital-Gomory rounding, and we demonstrate cases when strength is strictly improved. We also place the composite variable formulation in a more general setting by presenting it as a Dantzig-Wolfe decomposition of the traditional (intractable) network design formulation and by comparing composite variables to Chvital-Gomory cuts in the dual of a related formulation. Finally, we present a composite variable formulation for the Pure Fixed Charge Transportation Problem to highlight the potential application of this approach to general network design and fixed-charge problems.by Andrew P.     Less-than-truckload is a transport modality that includes many practical variations to convey a number of transportation-requests from the origin locations to their destinations by using the possibility of goods-transshipments on the carrier?s terminals-network. In this way logistics companies are required to consolidate shipments from different suppliers in the outbound vehicles at a terminal of the network. We present a methodology for finding near-optimal solutions to a less-than-truckload shipping modality used for cargo consolidation and distribution through a terminals-network.     Enriching the tactical network design of express service carriers with fleet scheduling characteristics

    Express service carriers provide time-guaranteed deliveries of parcels via a network consisting of nodes and hubs. In this, nodes take care of the collection and delivery of parcels, and hubs have the function to consolidate parcels in between the nodes. The tactical network design problem assigns nodes to hubs, determines arcs between hubs, and routes parcels through the network. Afterwards, fleet scheduling creates a schedule for vehicles operated in the network. The strong relation between flow routing and fleet scheduling makes it difficult to optimise the network cost. Due to this complexity, fleet scheduling and network design are usually decoupled. We propose a new tactical network design model that is able to include fleet scheduling characteristics (like vehicle capacities, vehicle balancing, and drivers' legislations) in the network design. The model is tested on benchmark data based on instances from an express provider, resulting in significant cost reductions

    Multiple Case Comparison of the In-Transit Visibility Business Process

    Over the past decade, the Department of Defense has developed an In-transit Visibility capability. Despite significant funding and research in developing this capability, the initial deployment in support of Operation ENDURING FREEDOM (OEF) in 2001 highlighted an ongoing problem to achieve ITV within the U.S. Air Force. Initial results from Headquarters USAF initiated studies point to a need to focus on business processes related ITV management. This research employed a multiple case study design embedded in a functional benchmarking process to solicit ITV management best practices from leaders in the civilian logistics industry and to identify gaps between their practices and those of the Air Force. The data collection method used electronic mail as a portal to conducting subject matter expert interviews. Using the data collected from the benchmarking partners, the research recognized 19 best practices and compared the civilian and military environments in 41 areas. This evaluation highlighted gaps between practices used in the civilian industry and those used by the Air Force. These gaps served as areas of opportunity in which the Air Force can evaluate alternative management practices in an effort to improve the ITV process. Using these gaps as a foundation, the research proposed fourteen recommendations for action

    Proactive model to determine information technologies supporting expansion of air cargo network

    Shippers and recipients expect transportation companies to provide more than just the movement of a package between points; certain information must be available to them as well, to enable forecasts and plans within the supply chain. The transportation companies also need the information flow that undergirds a transportation grid, to support ad-hoc routing and strategic structural re-alignment of business processes. This research delineates the information needs for an expanding air cargo network, then develops a new model of the information technologies needed to support expansion into a new country. The captured information will be used by shippers, recipients, and the transportation provider to better guide business decisions. This model will provide a method for transportation companies to balance the tradeoffs between the operating efficiencies, capital expenditures, and customer expectations of their IT systems. The output of the model is a list of technologies – optimized by cost – which meet the specific needs of internal and external customers when expanding air cargo networks into a new country

    The data chase : what's out there on trade costs and nontariff barriers ?

    Trade costs and nontariff barriers are at the forefront of discussions on competitiveness and expanding trade opportunities for developing countries. This paper provides a summary overview of data and indicators relevant to these issues and has been informed by work underway at the World Bank on trade facilitation over the past several years to catalogue data sets and indicators. Although there has been progress in expanding data sets and developing policy-relevant indicators on trade costs and barriers, much more is needed. In order to assess progress toward achieving the Millennium Development Goals, evaluating the impact of development projects, and whether meeting Aid for Trade goals will be met, for example, a dedicated and expansive new effort to collect and assess data is needed.
