    Demonstration of a Heterogeneous Satellite Architecture During RIMPAC 2018

    The Micro-Satellite Military Utility (MSMU) Project Arrangement (PA) is an agreement under the Responsive Space Capabilities (RSC) Memorandum of Understanding (MOU) involving the Departments and Ministries of Defence of Australia, Canada, Germany, Italy, Netherlands, New Zealand, Norway, United Kingdom and United States. MSMU’s charter is to inform a space enterprise that provides military users with reliable access to a broad spectrum of information in an opportunistic environment. The MSMU community participated on a non-interference basis in the biennial Rim of the Pacific (RIMPAC) exercise from 26 June to 2 August 2018. This provided an opportunity to explore the military utility of a heterogeneous space architecture of satellites including traditional government and commercial satellites, as well as micro-satellites and nanosatellites associated with the “new space” paradigm. The objective was to test the hypothesis that a heterogeneous space architecture, mostly composed of small satellites, can bring significant value to the operational theatre. This paper describes the results from the MSMU experiment, outlines the lessons learned in terms of the infrastructure required to support such an experiment, and offers insights into the military utility of the heterogeneous space architecture. It concludes that a cooperative heterogeneous space architecture does have advantages and value, and that micro-satellites and nanosatellites contribute significant capability

    Space-based Global Maritime Surveillance. Part I: Satellite Technologies

    Maritime surveillance (MS) is crucial for search and rescue operations, fishery monitoring, pollution control, law enforcement, migration monitoring, and national security policies. Since the early days of seafaring, MS has been a critical task for providing security in human coexistence. Several generations of sensors providing detailed maritime information have become available for large offshore areas in real time: maritime radar sensors in the 1950s and the automatic identification system (AIS) in the 1990s among them. However, ground-based maritime radars and AIS data do not always provide a comprehensive and seamless coverage of the entire maritime space. Therefore, the exploitation of space-based sensor technologies installed on satellites orbiting around the Earth, such as satellite AIS data, synthetic aperture radar, optical sensors, and global navigation satellite systems reflectometry, becomes crucial for MS and to complement the existing terrestrial technologies. In the first part of this work, we provide an overview of the main available space-based sensors technologies and present the advantages and limitations of each technology in the scope of MS. The second part, related to artificial intelligence, signal processing and data fusion techniques, is provided in a companion paper, titled: "Space-based Global Maritime Surveillance.     Overview of contextual tracking approaches in information fusion

One example is weather data for electro-optical target trackers of which standards have evolved over decades. The operating conditions of: technology changes, sensor/target variations, and the contextual environment can inhibit performance if not included in the initial systems design. In this paper, we seek to define and categorize different types of contextual information. We describe five contextual information categories that support target tracking: (1) domain knowledge from a user to aid the information fusion process through selection, cueing, and analysis, (2) environment-to-hardware processing for sensor management, (3) known distribution of entities for situation/threat assessment, (4) historical traffic behavior for situation awareness patterns of life (POL), and (5) road information for target tracking and identification. Appropriate characterization and representation of contextual information is needed for future high-level information fusion systems design to take advantage of the large data content available for a priori knowledge target tracking algorithm construction, implementation, and application.Publicad

    Image exploitation, an innovative image utilisation program uses high revisit multisensor, multiresolution imagery from unmanned air vehicle or other reconnaissance platform for intelligent information gathering. This paper describes the imagc exploitation system developed at the Aeronautical Dcvclopment Establishment, Bangalore, for the remotely piloted vehicle (RPV) Nishonr and highlights two major areas (i) In-flight imagc exploitation, and (ii) post-flight imagc cxploitatlon. In-flight imagc study includes real-timeenhancement of images frames during RPV flight. target acquisition. calculation of geo-location of targets, distance and area computation, and image-to-map correspondence. Post-flight image exploitation study includes image restoration, classtfication of terrain, 3-D depth computation using stereo vision and shape from shading techniques.     Unmanned, aerial vehicles (UAVs) are an increasingly important element of many modern militaries. Their success on battlefields in Afghanistan, Iraq, and around the globe has driven demand for a variety of types of unmanned vehicles. Their proven value consists in low risk and low cost, and their capabilities include persistent surveillance, tactical and combat reconnaissance, resilience, and dynamic re-tasking. This research evaluates past, current, and possible future operating environments for several UAV platforms to survey the changing dynamics of combat-aviation tactics and make recommendations regarding UAV employment scenarios to the Turkish military. While UAVs have already established their importance in military operations, ongoing evaluations of UAV operating environments, capabilities, technologies, concepts, and organizational issues inform the development of future systems. To what extent will UAV capabilities increasingly define tomorrow's missions, requirements, and results in surveillance and combat tactics? Integrating UAVs and concepts of operations (CONOPS) on future battlefields is an emergent science. Managing a transition from manned- to unmanned and remotely piloted aviation platforms involves new technological complexity and new aviation personnel roles, especially for combat pilots.     Harmful algal blooms (HABs) can cause sudden and considerable losses to fish farms, for example 500,000 salmon during one bloom in Shetland, and also present a threat to human health. Early warning allows the industry to take protective measures. PML's satellite monitoring of HABs is now funded by the Scottish aquaculture industry. The service involves processing EO ocean colour data from NASA and ESA in near-real time, and applying novel techniques for discriminating certain harmful blooms from harmless algae. Within the AQUA-USERS project we are extending this capability to further HAB species within several European countries

    This chapter describes the development of algorithms for automatic detection of anomalies from multi-dimensional, undersampled and incomplete datasets. The challenge in this work is to identify and classify behaviours as normal or abnormal, safe or threatening, from an irregular and often heterogeneous sensor network. Many defence and civilian applications can be modelled as complex networks of interconnected nodes with unknown or uncertain spatio-temporal relations. The behavior of such heterogeneous networks can exhibit dynamic properties, reflecting evolution in both network structure (new nodes appearing and existing nodes disappearing), as well as inter-node relations. The UDRC work has addressed not only the detection of anomalies, but also the identification of their nature and their statistical characteristics. Normal patterns and changes in behavior have been incorporated to provide an acceptable balance between true positive rate, false positive rate, performance and computational cost. Data quality measures have been used to ensure the models of normality are not corrupted by unreliable and ambiguous data. The context for the activity of each node in complex networks offers an even more efficient anomaly detection mechanism. This has allowed the development of efficient approaches which not only detect anomalies but which also go on to classify their behaviour

    Study and design of a Business Model that explore the complementarity of VLEO platforms for Vessel Tracking

    Throughout this study, the application of satellites in a Very Low Earth Orbit (VLEO) is analyzed to complement the already existing technologies used for vessels tracking. This study is part of the DISCOVERER project, which focuses on the research and development of VLEO technologies to apply them in Earth Observation (EO). Within the team, the UPC focuses on market analysis and the study of business opportunities for VLEO technologies. A value proposition is developed following the Canvas model, this being the strategy used to offer a service to a specific client. For the development of the value proposition, the study focuses on optimizing vessels tracking for maritime transport companies. A market study is carried out previously, to analyse how could the value proposition fit in it. The analysis determines that the optimal methodology and technologies to complement the platforms currently used for vessels tracking with an AIS system (Automatic Identification System) installed, is through Data Integration. This method refers to the combination of the data obtained by different platforms (satellites with different technologies and in different orbits complementing both, aerial and terrestrial platforms) once received in the ground station. For the tracking of those ships exempt from carrying an AIS transponder or those that do not want to be tracked, the optimal tracking method would be the combination of data between different platforms before being received on the ground station (System Integration)
