    Difficulties in estimating the human burden of canine rabies

    Current passive surveillance data for canine rabies, particularly for the regions where the burden is highest, are inadequate for appropriate decision making on control efforts. Poor enforcement of existing legislation and poor implementation of international guidance reduce the effectiveness of surveillance systems, but another set of problems relates to the fact that canine rabies is an untreatable condition which affects very poor sectors of society. This results in an unknown, but potentially large proportion of rabies victims dying outside the health system, deaths that are unlikely to be recorded by surveillance systems based on health center records. This article critically evaluates the potential sources of information on the number of human deaths attributable to canine rabies, and how we might improve the estimates required to move towards the goal of global canine rabies elimination

    Future Projections of Urban Waste Flows aand their Impacts in African Metropolises Cities

    This paper presents future trends of urban wastes and their impacts on the environment of African cities using plausible mitigation scenarios. To accomplish this, an integrated dynamic model for urban waste flows was developed, tested, calibrated and validated. Its parameter sensitivity was analyzed. Using population projection up to 2052 with different levels of technological implementation, policy enforcement and awareness raising, four runs were executed. The “business as usual” run showed that with no additional mitigation measures, the environmental quality in Kampala and Dar es salaam Cities deteriorates. The “more enforcement” and “more collection” scenarios showed good reduction in environmental loads but they perform less well in resource recovery. The “proper management” scenario that combines enhanced technological implementation, awareness raising and policy enforcement, produced the smallest environmental loads, and recovered the largest amount of resources. Thus, the city authorities, general public, community based organisations and Non-governmental organizations would have to increase their efforts in finances and commitment to improve the urban environmental quality and increase resource recovery

    An Integrated Approach for Characterizing Aerosol Climate Impacts and Environmental Interactions

    Aerosols exert myriad influences on the earth's environment and climate, and on human health. The complexity of aerosol-related processes requires that information gathered to improve our understanding of climate change must originate from multiple sources, and that effective strategies for data integration need to be established. While a vast array of observed and modeled data are becoming available, the aerosol research community currently lacks the necessary tools and infrastructure to reap maximum scientific benefit from these data. Spatial and temporal sampling differences among a diverse set of sensors, nonuniform data qualities, aerosol mesoscale variabilities, and difficulties in separating cloud effects are some of the challenges that need to be addressed. Maximizing the long-term benefit from these data also requires maintaining consistently well-understood accuracies as measurement approaches evolve and improve. Achieving a comprehensive understanding of how aerosol physical, chemical, and radiative processes impact the earth system can be achieved only through a multidisciplinary, inter-agency, and international initiative capable of dealing with these issues. A systematic approach, capitalizing on modern measurement and modeling techniques, geospatial statistics methodologies, and high-performance information technologies, can provide the necessary machinery to support this objective. We outline a framework for integrating and interpreting observations and models, and establishing an accurate, consistent, and cohesive long-term record, following a strategy whereby information and tools of progressively greater sophistication are incorporated as problems of increasing complexity are tackled. This concept is named the Progressive Aerosol Retrieval and Assimilation Global Observing Network (PARAGON). To encompass the breadth of the effort required, we present a set of recommendations dealing with data interoperability; measurement and model integration; multisensor synergy; data summarization and mining; model evaluation; calibration and validation; augmentation of surface and in situ measurements; advances in passive and active remote sensing; and design of satellite missions. Without an initiative of this nature, the scientific and policy communities will continue to struggle with understanding the quantitative impact of complex aerosol processes on regional and global climate change and air quality

    A new visual notation is proposed for precisely expressing constraints on object-oriented models, as an alternative to mathematical logic notation used in methods such as Syntropy and Catalysis. The notation is potentially intuitive, expressive, integrates well with existing visual notations, and has a clear and unambiguous semantics. It is reminiscent of informal diagrams used by mathematicians for illustrating relations, and borrows much from Venn diagrams. It may be viewed as a generalization of instance diagrams

    Capacity gaps in post disaster construction & demolition waste management

    Purpose – The purpose of this paper is to focus on the identification of the existing capacities of post disaster C & D waste management in developing countries, with a special emphasis on Sri Lanka to determine the capacity gaps and related influencing factors. Design/methodology/approach – Multiple case studies and expert interviews were conducted to gather primary information on the existing capacities of disaster C & D waste management. Three case studies, including 15 individuals and six experts representing government, non-government institutions and others, were selected. Findings – The results revealed the existing capacities, capacity gaps and influencing factors for post disaster C & D waste management in the areas of skills and confidence building, links and collaborations, continuity and sustainability, research and development, communication and coordination, organisational implementation and investment in infrastructure. Research limitations/implications – This study limited disaster C & D waste to debris generated from totally or partially damaged buildings and infrastructure as a direct impact of natural disasters or from demolished buildings and infrastructure at rehabilitation or at early recovery stages. Originality/value – The research enabled an analysis of existing capacities and identified capacity gaps in post disaster C & D waste management with influencing factors developing countries
