    On the Security of the Automatic Dependent Surveillance-Broadcast Protocol

    Automatic dependent surveillance-broadcast (ADS-B) is the communications protocol currently being rolled out as part of next generation air transportation systems. As the heart of modern air traffic control, it will play an essential role in the protection of two billion passengers per year, besides being crucial to many other interest groups in aviation. The inherent lack of security measures in the ADS-B protocol has long been a topic in both the aviation circles and in the academic community. Due to recently published proof-of-concept attacks, the topic is becoming ever more pressing, especially with the deadline for mandatory implementation in most airspaces fast approaching. This survey first summarizes the attacks and problems that have been reported in relation to ADS-B security. Thereafter, it surveys both the theoretical and practical efforts which have been previously conducted concerning these issues, including possible countermeasures. In addition, the survey seeks to go beyond the current state of the art and gives a detailed assessment of security measures which have been developed more generally for related wireless networks such as sensor networks and vehicular ad hoc networks, including a taxonomy of all considered approaches.Comment: Survey, 22 Pages, 21 Figure

    A Study on Platform's New Strategy in Media 2.0 Era - Based on “Keystone” concept & Google case

    The purpose of this paper is to suggest a new strategy of the platform in Media 2.0 era. This goal is approached by firstly examining conceptual change of the platform strategy from mass media world (Media 1.0) to micro media world (Media 2.0). Then, it will discuss "Keystone" strategy by Iansiti & Levien (2004) who introduced four different types of platform and will give an example, Google. The data shows, how Google's keystone strategy could be successfully accomplished with three sources for value creation, revelation, aggregation and plasticity, and how healthy it is in terms of productivity, robustness, and niche creation. Finally, an applicable framework to Media 2.0 will be constructed on the basis sources for value creation and "Keystone" capabilities of ecosystem management.     Internet Giants as Quasi-Governmental Actors and the Limits of Contractual Consent

    Although the government’s data-mining program relied heavily on information and technology that the government received from private companies, relatively little of the public outrage generated by Edward Snowden’s revelations was directed at those private companies. We argue that the mystique of the Internet giants and the myth of contractual consent combine to mute criticisms that otherwise might be directed at the real data-mining masterminds. As a result, consumers are deemed to have consented to the use of their private information in ways that they would not agree to had they known the purposes to which their information would be put and the entities – including the federal government – with whom their information would be shared. We also call into question the distinction between governmental actors and private actors in this realm, as the Internet giants increasingly exploit contractual mechanisms to operate with quasi-governmental powers in their relations with consumers. As regulators and policymakers focus on how to better protect consumer data, we propose that solutions that rely upon consumer permission adopt a more exacting and limited concept of the consent required before private entities may collect or make use of consumer’s information where such uses touch upon privacy interests

    E-business in Indonesia: It still has a prospect?

    This study is aimed to investigate the current state of e-business in Indonesia and to discuss its prospect. An Internet research method is adopted to search and collect various data from online sources and to analyze e-business websites. The framework of investigation covers three parties: Internet users, government supports, and e-business firms. The findings reveal the mixed pictures. The number of Internet users is quite big but the national average penetration is still low. In terms of government supports in providing ICT infrastructure and regulation, Indonesia is still behind of many countries. However, there is a promising progress recently in this industry such as the emerging payment gateway companies to support electronic transactions, the investment of big global e-commerce firms, and the establishment of e-commerce association. Academics could use the finding as a preliminary outlook to more focused research topics. Investors could use it also as a preliminary thought to invest in this industry

    MobiThin management framework: design and evaluation

    In thin client computing, applications are executed on centralized servers. User input (e.g. keystrokes) is sent to a remote server which processes the event and sends the audiovisual output back to the client. This enables execution of complex applications from thin devices. Adopting virtualization technologies on the thin client server brings several advantages, e.g. dedicated environments for each user and interesting facilities such as migration tools. In this paper, a mobile thin client service offered to a large number of mobile users is designed. Pervasive mobile thin client computing requires an intelligent service management to guarantee a high user experience. Due to the dynamic environment, the service management framework has to monitor the environment and intervene when necessary (e.g. adapt thin client protocol settings, move a session from one server to another). A detailed performance analysis of the implemented prototype is presented. It is shown that the prototype can handle up to 700 requests/s to start the mobile thin client service. The prototype can make a decision for up to 700 monitor reports per second

    Advancing the Standards for Unmanned Air System Communications, Navigation and Surveillance

    Under NASA program NNA16BD84C, new architectures were identified and developed for supporting reliable and secure Communications, Navigation and Surveillance (CNS) needs for Unmanned Air Systems (UAS) operating in both controlled and uncontrolled airspace. An analysis of architectures for the two categories of airspace and an implementation technology readiness analysis were performed. These studies produced NASA reports that have been made available in the public domain and have been briefed in previous conferences. We now consider how the products of the study are influencing emerging directions in the aviation standards communities. The International Civil Aviation Organization (ICAO) Communications Panel (CP), Working Group I (WG-I) is currently developing a communications network architecture known as the Aeronautical Telecommunications Network with Internet Protocol Services (ATN/IPS). The target use case for this service is secure and reliable Air Traffic Management (ATM) for manned aircraft operating in controlled airspace. However, the work is more and more also considering the emerging class of airspace users known as Remotely Piloted Aircraft Systems (RPAS), which refers to certain UAS classes. In addition, two Special Committees (SCs) in the Radio Technical Commission for Aeronautics (RTCA) are developing Minimum Aviation System Performance Standards (MASPS) and Minimum Operational Performance Standards (MOPS) for UAS. RTCA SC-223 is investigating an Internet Protocol Suite (IPS) and AeroMACS aviation data link for interoperable (INTEROP) UAS communications. Meanwhile, RTCA SC-228 is working to develop Detect And Avoid (DAA) equipment and a Command and Control (C2) Data Link MOPS establishing LBand and C-Band solutions. These RTCA Special Committees along with ICAO CP WG/I are therefore overlapping in terms of the Communication, Navigation and Surveillance (CNS) alternatives they are seeking to provide for an integrated manned- and unmanned air traffic management service as well as remote pilot command and control. This paper presents UAS CNS architecture concepts developed under the NASA program that apply to all three of the aforementioned committees. It discusses the similarities and differences in the problem spaces under consideration in each committee, and considers the application of a common set of CNS alternatives that can be widely applied. As the works of these committees progress, it is clear that the overlap will need to be addressed to ensure a consistent and safe framework for worldwide aviation.     For over a decade the Aspen Institute Communications and Society Program has convened its CEO-level Forum on Communications and Society (FOCAS) to address specific issues relating to the impact of communications media on societal institutions and values. These small, invitation-only roundtables have addressed educational, democratic, and international issues with the aim of making recommendations to policy-makers, businesses and other institutions to improve our society through policies and actions in the information and communications sectors.In the summer of 2006 the forum took a different turn. It is clear there is a revolution affecting every media business, every consumer or user of media, and every institution affected by media. In a word, everyone. FOCAS sought to define the paradigm changes underway in the media, and to identify some of the significant repercussions of those changes on society."Next Generation Media" was a three-day meeting among leaders from new media (e.g., Google, craigslist, and Second Life) and mainstream media (e.g., The New York Times and Time), from business, government, academia and the non-profit sector, all seeking a broad picture of where the digital revolution is taking us.This report of the meeting, concisely and deftly written by Richard Adler, a longtime consultant in the field, weaves insights and anecdotes from the roundtable into a coherent document supplemented with his own research and data to form an accessible, coherent treatment of this very topical subject.The specific goals of the 2006 forum were to examine the profound changes ahead for the media industries, advertisers, consumers and users in the new attention economy; to understand how the development and delivery of content are creating new business models for commercial and non-commercial media; and to assess the impact of these developments on global relations, citizenship and leadership.The report thus examines the growth of the Internet and its effect on a rapidly changing topic: the impact of new media on politics, business, society, culture, and governments the world over. The report also sheds light on how traditional media will need to adapt to face the competition of the next generation media.Beginning, as the Forum did, with data from Jeff Cole's Center for the Digital Future at the University of Southern California, Adler documents the increasing popularity of the Internet for information, entertainment and communication. Users are increasingly generating and contributing content to the web and connecting to social networks. They are posting comments, uploading pictures, sharing videos, blogging and vlogging, chatting through instant messages or voice over Internet (VoIP), or emailing friends, business colleagues, neighbors and even strangers. As Cole observes, "Traditional media informed people but didn't empower them." New media do.The report describes three of the Internet's most successful ventures -- Wikipedia, Second Life, and craigslist. Wikipedia is a prime example of how an Internet platform allows its users to generate content and consume it. As a result of "wiki" software technology anyone can contribute or edit existing information free of cost. Second Life, a virtual world, sells virtual real estate where subscribers, in avatar form, can conduct conversations, go to lectures, even create a business. Craigslist, a predominantly free online classified site with listings in every major city in the United States, has become so popular that it is posing a significant threat to newspapers as it competes with their classified ad revenues.As a result of these and other new media phenomena, not the least being Google and Yahoo, print publications are wrestling with new business models that could entail fundamentally restructuring the way they operate. For instance, reporters are now expected to report a story on multiple media platforms and discuss them online with readers. Newspaper publisher Gannett is exploring the incorporation of usergenerated news or "citizen-journalism" into its news pages.In an era of abundant choices marketers have an even greater challenge to figure out how best to appeal to consumers. The report explores how marketers, e.g., of Hollywood movies or pomegranate juice, are moving from traditional or mainstream media to viral and other marketing techniques.For much of the world, the mobile phone rather than the computer is the most important communications device. Users depend on their phones to send and receive messages, pictures, and download information rather than just talk. In developing countries mobile phones are having an exceptional impact, penetrating regions which are not being serviced by land lines. Thus we are seeing new uses daily for this increased connectivity, from reporting election results in emerging democracies to opposing authoritarian governments in order to bring about new democracies.Meanwhile, the report discusses the need for the United States to develop a new form of public diplomacy rather than the traditional top-down approach to communicating to foreign citizens. This topic has been a recurring theme at FOCAS conferences the past few years, this year calling for more citizen diplomacy -- that is, more person-toperson contact across borders through uses of the new media. Indeed, Peter Hirshberg suggested that American leaders should listen more to the outside world to effectively manage what he called "Brand America."Finally, after acknowledging the detrimental effects that new technologies can bring about, the report discusses what role those technologies could play in expanding freedom and opportunity for the next generation. As a conclusion, FOCAS co-chair Marc Nathanson proposed adding a ninth goal to the United Nations Millennium Goals, namely, "to provide access to appropriate new technologies.

    [Excerpt] In this paper, we examine the reconsolidation of the industry, between 1995 and 2001, focusing on the merger, acquisition, and business strategies of the major corporate players; union responses to those strategies; and the resulting evolution of union-management relations and collective bargaining outcomes. We argue that the nature of the industry and technology, coupled with its institutional legacy, provides incentives for consolidation and recentralization of the ownership structure. In this process over the last decade, former Bell affiliates have sought union support before regulatory commissions, and the unions have leveraged their political power to make important gains in collective bargaining and in organizing new members. As a result, the outcomes for union members and prospects for union institutional viability are more positive than they otherwise would have been
