    Flood risk management in Flanders: past developments and future challenges

    This paper presents the state of the art of flood risk management in Flanders, a low-lying region in the northern part of Belgium which is vulnerable to flooding. Possible flood hazard sources are not only the many rivers which pass through the Flemish inland, but also the North Sea, which is sensitive to the predicted sea level rise and which can affect large parts of the Flemish coastal area. Due to the expected increase in flood risks in the 21st century, the Flemish government has changed its flood management strategy from a flood control approach to a risk-based approach. Instead of focusing on protection against a certain water level, the objective now is to assure protection against the consequences of a flood, while considering its probability. In the first part, attention is given to the reasoning and functioning of the risk-based approach. Recent improvements to the approach are discussed, as well as the GIS-implementation of the entire model. The functioning of the approach is subsequently demonstrated in two case studies. The second part of the paper discusses future challenges for the flood risk management in Flanders. The driving force behind these challenges is the European Directive on the assessment and management of flood risks, which entered into force in 2007. The Flemish implementation of the directive is discussed and situated in the European landscape. Finally, attention is given to the communication of flood risks to the general public, since the "availability" of flood risk management plans is among the requirements of the EU Floods Directive

    Impact of New Madrid Seismic Zone Earthquakes on the Central USA, Vol. 1 and 2

    The information presented in this report has been developed to support the Catastrophic Earthquake Planning Scenario workshops held by the Federal Emergency Management Agency. Four FEMA Regions (Regions IV, V, VI and VII) were involved in the New Madrid Seismic Zone (NMSZ) scenario workshops. The four FEMA Regions include eight states, namely Illinois, Indiana, Kentucky, Tennessee, Alabama, Mississippi, Arkansas and Missouri. The earthquake impact assessment presented hereafter employs an analysis methodology comprising three major components: hazard, inventory and fragility (or vulnerability). The hazard characterizes not only the shaking of the ground but also the consequential transient and permanent deformation of the ground due to strong ground shaking as well as fire and flooding. The inventory comprises all assets in a specific region, including the built environment and population data. Fragility or vulnerability functions relate the severity of shaking to the likelihood of reaching or exceeding damage states (light, moderate, extensive and near-collapse, for example). Social impact models are also included and employ physical infrastructure damage results to estimate the effects on exposed communities. Whereas the modeling software packages used (HAZUS MR3; FEMA, 2008; and MAEviz, Mid-America Earthquake Center, 2008) provide default values for all of the above, most of these default values were replaced by components of traceable provenance and higher reliability than the default data, as described below. The hazard employed in this investigation includes ground shaking for a single scenario event representing the rupture of all three New Madrid fault segments. The NMSZ consists of three fault segments: the northeast segment, the reelfoot thrust or central segment, and the southwest segment. Each segment is assumed to generate a deterministic magnitude 7.7 (Mw7.7) earthquake caused by a rupture over the entire length of the segment. US Geological Survey (USGS) approved the employed magnitude and hazard approach. The combined rupture of all three segments simultaneously is designed to approximate the sequential rupture of all three segments over time. The magnitude of Mw7.7 is retained for the combined rupture. Full liquefaction susceptibility maps for the entire region have been developed and are used in this study. Inventory is enhanced through the use of the Homeland Security Infrastructure Program (HSIP) 2007 and 2008 Gold Datasets (NGA Office of America, 2007). These datasets contain various types of critical infrastructure that are key inventory components for earthquake impact assessment. Transportation and utility facility inventories are improved while regional natural gas and oil pipelines are added to the inventory, alongside high potential loss facility inventories. The National Bridge Inventory (NBI, 2008) and other state and independent data sources are utilized to improve the inventory. New fragility functions derived by the MAE Center are employed in this study for both buildings and bridges providing more regionally-applicable estimations of damage for these infrastructure components. Default fragility values are used to determine damage likelihoods for all other infrastructure components. The study reports new analysis using MAE Center-developed transportation network flow models that estimate changes in traffic flow and travel time due to earthquake damage. Utility network modeling was also undertaken to provide damage estimates for facilities and pipelines. An approximate flood risk model was assembled to identify areas that are likely to be flooded as a result of dam or levee failure. Social vulnerability identifies portions of the eight-state study region that are especially vulnerable due to various factors such as age, income, disability, and language proficiency. Social impact models include estimates of displaced and shelter-seeking populations as well as commodities and medical requirements. Lastly, search and rescue requirements quantify the number of teams and personnel required to clear debris and search for trapped victims. The results indicate that Tennessee, Arkansas, and Missouri are most severely impacted. Illinois and Kentucky are also impacted, though not as severely as the previous three states. Nearly 715,000 buildings are damaged in the eight-state study region. About 42,000 search and rescue personnel working in 1,500 teams are required to respond to the earthquakes. Damage to critical infrastructure (essential facilities, transportation and utility lifelines) is substantial in the 140 impacted counties near the rupture zone, including 3,500 damaged bridges and nearly 425,000 breaks and leaks to both local and interstate pipelines. Approximately 2.6 million households are without power after the earthquake. Nearly 86,000 injuries and fatalities result from damage to infrastructure. Nearly 130 hospitals are damaged and most are located in the impacted counties near the rupture zone. There is extensive damage and substantial travel delays in both Memphis, Tennessee, and St. Louis, Missouri, thus hampering search and rescue as well as evacuation. Moreover roughly 15 major bridges are unusable. Three days after the earthquake, 7.2 million people are still displaced and 2 million people seek temporary shelter. Direct economic losses for the eight states total nearly $300 billion, while indirect losses may be at least twice this amount. The contents of this report provide the various assumptions used to arrive at the impact estimates, detailed background on the above quantitative consequences, and a breakdown of the figures per sector at the FEMA region and state levels.     Study on behavioral impedance for route planning techniques from the pedestrian's perspective: some findings and considerations

    The multi-disciplinary characteristics of transportation force a new design of geographic information systems, within which these characteristics are considered. In this context, geographic information systems for transportation are the result of the integration of transportation information systems and conventional geographic information systems. An interesting research area in geographic information systems for transportation is constraint management in route planning algorithms from the pedestrian s perspective. Constraint management becomes more complex when route planning takes into account an integrated public transportation network (i.e. a multimodal network). A study on the theoretical contextualization and taxonomy of a pedestrian s behavioral impedance has been developed in order to improve the constraint management from the pedestrian s perspective. This study entails strategies of travel reduction by private transport (e.g. travel by car) through switching to or substitution by alternative public transport (e.g. travel by walk, bus or rail). The grounded theory method has been used to develop the proposed taxonomy. Using the partial results of a questionnaire applied to a reduced group of people from Barcelona as a starting point, important data are being collected to define the mathematical model of the behavioral impedance domain. The goal of this paper is to provide some considerations about theoretical contextualization on identification and management of constraints regarding the behavioral impedance domain from the pedestrian s perspective within the urban public transportation context. The research project where this work is included is composed of six major phases. The first phase represents a continuous bibliographic review. The second phase was a study on sidewalks in the university zone of Barcelona. In this phase, an experimental application has been proposed and the management, map and route modules have been implemented on the ArcInfo GIS package and C++. This paper reports the partial work of the third phase, which is composed of two parts. The first part was a theoretical study on behavioral impedance for route planning techniques, in which taxonomy was proposed. The results of the second part are partially presented in this paper. The fourth (i.e. design and implementation), fifth (i.e. calibration and validation) and sixth (i.e. generalization of the results) phases are characterized by the application of the prototype regarding the multimodal network model for urban public transportation from the pedestrian s perspective. The main contribution of this article is the behavioral impedance taxonomy review from the pedestrian s perspective, which will allow designing a mathematical model and be used to implement a constraint management algorithm. Within this context, the proposed taxonomy could be used to model cost functions more precisely.Postprint (published version

    An information assistant system for the prevention of tunnel vision in crisis management

    In the crisis management environment, tunnel vision is a set of bias in decision makers’ cognitive process which often leads to incorrect understanding of the real crisis situation, biased perception of information, and improper decisions. The tunnel vision phenomenon is a consequence of both the challenges in the task and the natural limitation in a human being’s cognitive process. An information assistant system is proposed with the purpose of preventing tunnel vision. The system serves as a platform for monitoring the on-going crisis event. All information goes through the system before arrives at the user. The system enhances the data quality, reduces the data quantity and presents the crisis information in a manner that prevents or repairs the user’s cognitive overload. While working with such a system, the users (crisis managers) are expected to be more likely to stay aware of the actual situation, stay open minded to possibilities, and make proper decisions

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Critical Infrastructure (CI) networks provide functional services to support the wellbeing of a community. Although it is possible to obtain detailed information about individual CI and their components, the interdependencies between different CI networks are often implicit, hidden or not well understood by experts. In the event of a hazard, failures of one or more CI networks and their components can disrupt the functionality and consequently affect the supply of services. Understanding the extent of disruption and quantification of the resulting consequences is important to assist various stakeholders' decision-making processes to complete their tasks successfully. A comprehensive review of the literature shows that a Decision Support System (DSS) integrated with appropriate modelling and simulation techniques is a useful tool for CI network providers and relevant emergency management personnel to understand the network recovery process of a region following a hazard event. However, the majority of existing DSSs focus on risk assessment or stakeholders' involvement without addressing the overall CI interdependency modelling process. Furthermore, these DSSs are primarily developed for data visualization or CI representation but not specifically to help decision-makers by providing them with a variety of customizable decision options that are practically viable. To address these limitations, a Knowledge-centred Decision Support System (KCDSS) has been developed in this study with the following aims: 1) To develop a computer-based DSS using efficient CI network recovery modelling algorithms, 2) To create a knowledge-base of various recovery options relevant to specific CI damage scenarios so that the decision-makers can test and verify several ‘what-if’ scenarios using a variety of control variables, and 3) To bridge the gap between hazard and socio-economic modelling tools through a multidisciplinary and integrated natural hazard impact assessment. Driven by the design science research strategy, this study proposes an integrated impact assessment framework using an iterative design process as its first research outcome. This framework has been developed as a conceptual artefact using a topology network-based approach by adopting the shortest path tree method. The second research outcome, a computer-based KCDSS, provides a convenient and efficient platform for enhanced decision making through a knowledge-base consisting of real-life recovery strategies. These strategies have been identified from the respective decision-makers of the CI network providers through the Critical Decision Method (CDM), a Cognitive Task Analysis (CTA) method for requirement elicitation. The capabilities of the KCDSS are demonstrated through electricity, potable water, and road networks in the Wellington region of Aotearoa New Zealand. The network performance has been analysed independently and with interdependencies to generate outage of services spatially and temporally. The outcomes of this study provide a range of theoretical and practical contributions. Firstly, the topology network-based analysis of CI interdependencies will allow a group of users to build different models, make and test assumptions, and try out different damage scenarios for CI network components. Secondly, the step-by-step process of knowledge elicitation, knowledge representation and knowledge modelling of CI network recovery tasks will provide a guideline for improved interactions between researchers and decision-makers in this field. Thirdly, the KCDSS can be used to test the variations in outage and restoration time estimates of CI networks due to the potential uncertainty related to the damage modelling of CI network components. The outcomes of this study also have significant practical implications by utilizing the KCDSS as an interface to integrate and add additional capabilities to the hazard and socio-economic modelling tools. Finally, the variety of ‘what-if’ scenarios embedded in the KCDSS would allow the CI network providers to identify vulnerabilities in their networks and to examine various post-disaster recovery options for CI reinstatement projects

    Benefits of Location-Based Access Control:A Literature Study

    Location-based access control (LBAC) has been suggested as a means to improve IT security. By 'grounding' users and systems to a particular location, \ud attackers supposedly have more difficulty in compromising a system. However, the motivation behind LBAC and its potential benefits have not been investigated thoroughly. To this end, we perform a structured literature review, and examine the goals that LBAC can potentially fulfill, \ud the specific LBAC systems that realize these goals and the context on which LBAC depends. Our paper has four main contributions:\ud first we propose a theoretical framework for LBAC evaluation, based on goals, systems and context. Second, we formulate and apply criteria for evaluating the usefulness of an LBAC system. Third, we identify four usage scenarios for LBAC: open areas and systems, hospitals, enterprises, and finally data centers and military facilities. Fourth, we propose directions for future research:\ud (i) assessing the tradeoffs between location-based, physical and logical access control, (ii) improving the transparency of LBAC decision making, and \ud (iii) formulating design criteria for facilities and working environments for optimal LBAC usage
