    Capacity analysis of suburban rail networks

    As is well known, capacity evaluation and the identification of bottlenecks on rail networks are complex issues depending upon several technical elements. This is even more perceptible in metropolitan areas where different services (freight, long distance, metro/regional, etc.) are operated using the same limited infrastructures; as a consequence, these facilities may represent bottlenecks of the rail system since they are often highly utilized and congested. This paper tries to explore the issue of capacity evaluation of complex rail networks, proposing synthetic indicators and analyses for feasibility studies or strategic planning. The presented methodology suggests taking into account the main differences in infrastructure characteristics (e.g. single or double lines, signalling systems, terminus or passing stations, etc.) and rail services (e.g. diverse rolling stock, various frequencies, average distances and number of stops, etc.) in order to propose a general approach applicable for capacity analysis of a network as a whole, hence evaluating the utilization rate and the congestion on both lines and stations. To better explore and validate the methodology, an application to a line of the Naples’ suburban network is presented. The results confirm the applicability and effectiveness of the proposed approach; the outcomes indicate the capacity utilization rate of the considered facilities, pointing out likely bottlenecks and possible actions to improve the system efficiency

    Stochastic optimization model and solution algorithm for robust double-track train-timetabling problem

    Journal ArticleAbstract-By considering various stochastic disturbances unfolding in a real-time dispatching environment, this paper develops a stochastic optimization formulation for incorporating segment travel-time uncertainty and dispatching policies into a medium-term train-timetabling process that aims to minimize the total trip time in a published timetable and reduce the expected schedule delay. Based on a heuristic sequential solution framework, this study decomposes the robust timetabling problem into a series of subproblems that optimize the slack-time allocation for individual trains. A number of illustrative examples are provided to demonstrate the proposed model and solution algorithms using data collected from a Beijing-Shanghai high-speed rail corridor in China

    Reliability is one of the key factors in transportation, both for passengers and for cargo. This paper examines reliability in public railway systems. Reliability of railway services is a complex matter, since there are many causes for disruptions and at least as many causes for delays to spread around in space and time. One way to increase the reliability is to reduce the propagation of delays due to the interdependencies between trains. In this paper we attempt to decrease these interdependencies by reducing the running time differences per track section, i.e. by creating more homogeneous timetables. Because of the complexity of railway systems, we use network wide simulation for the analysis of the alternative timetables. We report on both theoretical and practical cases.     AbstractThe evaluation of carrying capacity of complex railway nodes is a typical problem to be faced in metropolitan areas. This paper initially analyzes a few methods (Potthoff methodology, Probabilistic approach and Deutsche Bahn procedure) for the evaluation of carrying capacity of complex railway nodes. The aim of the article is to investigate commonalities and differences among these methods in order to try (even in the continuation of the research) to identify potential margins of improvement or to formulate a new approach to evaluate the use of stations in a synthetic mode, considering the characteristics and the limits of the existing and analyzed models. The results of the theoretical analysis have been validated by means of applications to typical case studies

    Capacity assessment of railway infrastructure: Tools, methodologies and policy relevance in the EU context

    The transport sector is increasingly faced with several issues related to the rising of traffic demand such as congestion, energy consumption, noise, pollution, safety, etc.. Due to its low external and environmental costs, railway can be considered (together with inland waterways and short-sea-shipping) as a key factor for the sustainable development of a more competitive and resource-efficient transport system (European Commission, White Paper 2011). In order to reinforce the role of rail in European transport , there is a strong need of addressing the efficiency of the system and customers' satisfaction through targeted actions, i.e. rising reliability and quality of service. This becomes particularly pressing as many parts of the existing railway infrastructures are reaching their maximum capacity thus shrinking their capability to provide users and customers a higher or even adequate level of service. Taking also into account that transport demand forecasts for 2030 clearly show a marked increase of rail activity across the whole Europe, we aim to address the issue of rail congestion in the context of relevant policy questions: Is the actual rail Infrastructure really able to absorb forecasted traffic, without significant impacts on punctuality of the system? Would the already planned interventions on the European railway infrastructure guarantee an adequate available capacity and consequently adequate reliability and level of service? To which extent would the coveted competition in an open railway market be influenced by capacity scarcity, mainly during peak hours or along more profitable corridors? An accurate estimation of capacity of the rail network can help answer these questions, leading policy makers to better decisions and helping to minimize costs for users. In this context this report explores the issue of capacity scarcity and sets this issue in the context of other relevant policy issues (track access charges, cost/benefit and accessibility measures, maintenance programmes, freight services’ reliability, external, marginal congestion or scarcity cost for rail, impacts of climate changes, etc.), providing a methodological review of capacity and punctuality assessment procedures. To better explore the real applicability and the time and/or data constraints of each methodology, the study reports some practical applications to the European railway network. Finally in the last section the report discusses the topic from a modelling perspective, as the quantitative estimation of railway capacity constraints is a key issue in order to provide better support to transport policies at EU level.JRC.J.1-Economics of Climate Change, Energy and Transpor

    Models To Estimate Arrival Counts And Staffing Requirements In Nonstationary Queueing Systems Applied To Long Distance Road Races

    We examine the problem of staffing refreshment stations at a long distance road race. A race is modeled as a mixed queueing network in which the required number of servers at each service station has to be estimated. Two models to represent the progress of runners along a long distance road race course are developed. One model is a single-class model that allows a road race manager to staff service stations assuming the runners are identical to those in some historical dataset. Another model is a multi-class simulation model that allows a road race manager to simulate a race of any number of runners, classified based on their running pace into different runner classes. Both the single-class model and the multi-class model include estimates for the rates at which the runners arrive at specified locations along the course. The arrival rates, combined with assumed service rates, allow us to base staffing decisions on the Erlang loss formula or a lesser known staffing rule that gives a lower bound for the required number of servers. We develop a staffing strategy that we call the Peak Arrival Staffing Bound (PASB), which is based on this staffing bound. The PASB and the Erlang loss formula are implemented in the single-class model and the multi-class simulation model. By way of numerical experiments, we find that the PASB is numerically stable and can be used to get staffing results regardless of the traffic intensity. This finding is in contrast to the Erlang loss formula, which is known to become numerically unstable and overflows when the traffic intensity exceeds 171. We compare numerical results of the PASB and the Erlang loss formula with a blocking probability level of 5% and find that when iii the traffic intensity is high, staffing results based on the PASB are more conservative than staffing results based on the Erlang loss formula. As the traffic intensity gets lower, we find that staffing results based on the PASB are similar to staffing results based on the Erlang loss formula. These findings suggest that the PASB can be a valuable tool to aid race directors in making staffing decisions for races of all traffic intensitie

    A solvable queueing network model for railway networks and its validation and applications for the Netherlands

    The performance of new railway networks cannot be measured or simulated, as no detailed train schedules are available. Railway infrastructure and capacities are to be determined long before the actual traffic is known. This paper therefore proposes a solvable queueing network model to compute performance measures of interest without requiring train schedules (timetables). Closed form expressions for mean delays are obtained. New network designs, traffic scenarios, and capacity expansions can so be evaluated. A comparison with real delay data for the Netherlands supports the practical value of the model. A special Dutch cargo-line application is included
