    Amplifying Quiet Voices: Challenges and Opportunities for Participatory Design at an Urban Scale

    Many Smart City projects are beginning to consider the role of citizens. However, current methods for engaging urban populations in participatory design activities are somewhat limited. In this paper, we describe an approach taken to empower socially disadvantaged citizens, using a variety of both social and technological tools, in a smart city project. Through analysing the nature of citizens’ concerns and proposed solutions, we explore the benefits of our approach, arguing that engaging citizens can uncover hyper-local concerns that provide a foundation for finding solutions to address citizen concerns. By reflecting on our approach, we identify four key challenges to utilising participatory design at an urban scale; balancing scale with the personal, who has control of the process, who is participating and integrating citizen-led work with local authorities. By addressing these challenges, we will be able to truly engage citizens as collaborators in co-designing their city

    Creating green space sustainability through low-budget and upcycling strategies

    Frugality is a core notion of sustainability, and responsible resource management should be prioritized in urban planning and landscape architecture. Low-budget strategies as a deliberate means of creating valuable, attractive, well-used, sociable public spaces are recognized by some influential designers using the Light, cheap, quick methodology. Unused spaces, just like objects and waste, can be creatively changed, reinvented with little resource input through a circular solution of upcycling. Case study methodology was predominantly used in the inquiry with three new parks, built after the year 2004, in Faro, Portugal. The study examined how the success rate and the current state of these public green areas correlates with the amount of financial resources invested in each of the projects. The case studies show key aspects in the building of the three spaces including: urban context, management and community participation. The success rate of a place is established based on user activity observations, user counts and questionnairesconveyed amongst both experts and local residents. Results illustrate how low-budget strategies and limited use of funds and resources can be translated into a successful project of a public greenery.     Making Data Valuable for Smart City Service Systems - A Citizen Journey Map for Data-driven Service Design

    Due to the digital transformation of smart cities (SCs), improved access to digital technologies can enable gathering and utilization of data which can serve as key resources for services to improve citizens’ quality of life. SCs face challenges making data valuable for the design of such data-driven services. Service literature lacks in providing methods to facilitate the design of these services while addressing the requirements of SCs as smart service systems. This paper presents the Data-driven Citizen Journey Map (DCJM), a method which supports designing data-driven services in collaborative Design Thinking (DT) workshops. Following design science research (DSR), we developed and evaluated our method through five iterations of workshops, interviews, and questionnaires with SC experts and students. Our evaluations indicate that the DCJM, including all promoted constructs, is useful to support data-driven service design in SCs and that it can be combined with existing methods in comprehensive service development processes

    At first sight, the concept for a recycling economy appears to be just the latest trend in the field of urban development, but in fact conversion to circular value creation also contains numerous oppor-tunities for the creation of long-term sustainable economic, social and environmental benefits for local communities. We have therefore chosen to look at this topic in this, our fourth, Monitor Report. Recycling Economy, Circular Value Creation and Cradle To Cradle are three concepts which – alt-hough each has a different main focus – basically all describe the same paradigm shift: away from a classic linear economy (“Take, Make, Use, Dispose”) towards a model based on restoration and regeneration. The recycling economy principle is actually anchored in the United Nations’ 17 Sustainable Devel-opment Goals, or SDGs. Goal 12 calls for sustainable consumption and sustainable production patterns. The recycling economy is also associated with a number of other sustainability goals, as it makes a significant contribution to their achievement. We are convinced that it is worth considering the applicability of the concept to local communities in Germany. What does transferring the recycling economy principle to local communities entail? How can towns be converted into “Recycling Cities”? Where are the obstacles and what potential is there? This Monitor Report is a first – it is the first bilingual version. With the kind permission of the Collab-orating Centre for Sustainable Consumption and Production (CSCP) in Wuppertal, we have issued their “Circular Economy Guidebook for Cities” in the original English with a German translation. We hope that, by looking at the bigger picture, we will also generate the impulse to consider how the topic can be adopted in (European) towns and cities, and what the resulting benefits could be. We are fully aware that a one-to-one transfer will not work. “One size fits all” does not apply to local communities. Although something that makes sense in Amsterdam, Copenhagen or Oslo may not necessarily work in towns, districts and local communities in Germany, it is definitely worth looking at how things are done in other countries. I would sincerely like to thank everyone who contributed to the creation of this Report, and especially the CSCP for its trust and invaluable cooperation.     Big Data has significant impact in developing functional smart cities and supporting modern societies. In this paper, we investigate the importance of Big Data in modern life and economy, and discuss challenges arising from Big Data utilization. Different computational intelligence techniques have been considered as tools for Big Data analytics. We also explore the powerful combination of Big Data and Computational Intelligence (CI) and identify a number of areas, where novel applications in real world smart city problems can be developed by utilizing these powerful tools and techniques. We present a case study for intelligent transportation in the context of a smart city, and a novel data modelling methodology based on a biologically inspired universal generative modelling approach called Hierarchical Spatial-Temporal State Machine (HSTSM). We further discuss various implications of policy, protection, valuation and commercialization related to Big Data, its applications and deployment

    The capture and analysis of data is transforming the 21st Century. As society becomes more data driven, data has the ability to drive the bottom line for private companies and help the public sector to define where and how services can best be delivered. In City Open Data Policies: Learning by Doing, the National League of Cities identifies how cities can take advantage of the opportunities presented by open data initiatives.SUMMARY OF RECOMMENDATIONSLeadership: Political support stands out as one of the key requirements to implementing a successful open data project.Appropriate Legislation: Enacting legislation or formal policies is a crucial step toward ensuring the growth and sustainability of open data portals. Funding: Open data initiatives do not require high levels of funding. It is, however, important that the programs have their own budget line items where resources are specifically allocated. Technical Approach: Leading U.S. cities rely on commercial platforms that facilitate the implementation of open data initiatives, provide technical expertise, and ensure 24/7 customer support, often at a lower cost than providing these services in-house. Stakeholder Involvement: Open data is a two-way process. It is, therefore, essential to encourage participation and engagement among multiple stakeholders including: community members; non-profits; universities; the press; businesses; city departments; and other levels of government. Many cities adopt a flexible, and usually informal, approach to interact with the stakeholders. Measuring Success: Developing evaluation tools should be an integral part of any future open data policies

    Who are the people leading the charge in urban transportation? As our report explains, the short answer is that it takes leaders from three different sectors of urban society to make change happen quickly.First, there needs to be a robust civic vanguard, the more diverse their range of skills and participation, the better. Second, mayors, commissioners and other city leaders need to create the mandate and champion the change. The third sector is the agency staff. When these three sectors align, relatively quick transformation is possible. Several cities, including New York and Pittsburgh, recently experienced this alignment of a healthy civic community, a visionary and bold mayor and transportation head, and internal agency champions. Our report also highlighted the potential of other cities, such as Charlotte, where the civic sector continues to build on and widen their base
