    Dynamic reference point method with probabilistic linguistic information based on the regret theory for public health emergency decision-making

    Group emergency decision-making is an uncertain and dynamic process, in which the decision makers may be bounded rational and have a risk appetite. To depict the vague qualitative assessments, the probabilistic linguistic term sets are employed to express the perceptions of decision makers. First, considering the regret-aversion of the decision makers’ psychological characteristic, the value function and the regret-rejoice function in the regret theory are modified to adapt the probabilistic linguistic information. Second, the definition and aggregation operators of the probabilistic linguistic time variable are proposed to describe and aggregate the dynamic decision information. Third, the probabilistic linguistic models based on the dynamic reference point method and the regret theory are studied to maximise the expectation-levels of alternatives at the relative time point. The proposed method is applied to select the optimal response strategy for the outbreak of COVID-19 in China. Finally, the comparative analysis is designed to verify the applicability and reasonability of the proposed method

    Managing Non-Homogeneous Information and Experts’ Psychological Behavior in Group Emergency Decision Making

    After an emergency event (EE) happens, emergency decision making (EDM) is a common and effective way to deal with the emergency situation, which plays an important role in mitigating its level of harm. In the real world, it is a big challenge for an individual emergency manager (EM) to make a proper and comprehensive decision for coping with an EE. Consequently, many practical EDM problems drive group emergency decision making (GEDM) problems whose main limitations are related to the lack of flexibility in knowledge elicitation, disagreements in the group and the consideration of experts’ psychological behavior in the decision process. Hence, this paper proposes a novel GEDM approach that allows more flexibility for preference elicitation under uncertainty, provides a consensus process to avoid disagreements and considers experts’ psychological behavior by using the fuzzy TODIM method based on prospect theory.     Single-valued neutrosophic TODIM method based on cumulative prospect theory for multi-attribute group decision making and its application to medical emergency management evaluation

    In recent years, emergent public health events happen from time to time, which puts forward new requirements for the establishment of a perfect medical emergency system. It is a new direction to evaluate the effectiveness of medical emergency systems from the perspective of multi-attribute group decision making (MAGDM) issues. In such article, we tend to resolve the MAGDM issues under single-valued neutrosophic sets (SVNSs) with TODIM method based on cumulative prospect theory (CPT). And the single-valued neutrosophic TODIM method based on CPT (CPT-SVNTODIM) for MAGDM issues are developed. This new method not only inherits advantages of classical TODIM method, but also has further improvement in some aspects. For example, we set up the entropy to calculate attribute weights for ensuring the more objective decision-making process. Furthermore, it is also an extension of MAGDM method to utilize single-valued neutrosophic numbers (SVNNs) to depict decision makers’ ideas. In addition, we introduce the application of CPT-SVN-TODIM method in the assessment of medical emergency management. And finally, the reliability of CPT-SVN-TODIM method is confirmed by comparing with some other methods

    A canonical theory of dynamic decision-making

    Decision-making behavior is studied in many very different fields, from medicine and eco- nomics to psychology and neuroscience, with major contributions from mathematics and statistics, computer science, AI, and other technical disciplines. However the conceptual- ization of what decision-making is and methods for studying it vary greatly and this has resulted in fragmentation of the field. A theory that can accommodate various perspectives may facilitate interdisciplinary working. We present such a theory in which decision-making is articulated as a set of canonical functions that are sufficiently general to accommodate diverse viewpoints, yet sufficiently precise that they can be instantiated in different ways for specific theoretical or practical purposes. The canons cover the whole decision cycle, from the framing of a decision based on the goals, beliefs, and background knowledge of the decision-maker to the formulation of decision options, establishing preferences over them, and making commitments. Commitments can lead to the initiation of new decisions and any step in the cycle can incorporate reasoning about previous decisions and the rationales for them, and lead to revising or abandoning existing commitments. The theory situates decision-making with respect to other high-level cognitive capabilities like problem solving, planning, and collaborative decision-making.     open access articleDeveloping and accepting industry 4.0 influences the industry structure and customer willingness. To a successful transition to industry 4.0, implementation strategies should be selected with a systematic and comprehensive view to responding to the changes flexibly. This research aims to identify and prioritise the strategies for implementing industry 4.0. For this purpose, at first, evaluation attributes of strategies and also strategies to put industry 4.0 in practice are recognised. Then, the attributes are weighted to the experts’ opinion by using the Best Worst Method (BWM). Subsequently, the strategies for implementing industry 4.0 in Fara-Sanat Company, as a case study, have been ranked based on the Interval Valued Intuitionistic Fuzzy (IVIF) of the TODIM method. The results indicated that the attributes of ‘Technology’, ‘Quality’, and ‘Operation’ have respectively the highest importance. Furthermore, the strategies for “new business models development’, ‘Improving information systems’ and ‘Human resource management’ received a higher rank. Eventually, some research and executive recommendations are provided. Having strategies for implementing industry 4.0 is a very important solution. Accordingly, multi-criteria decision-making (MCDM) methods are a useful tool for adopting and selecting appropriate strategies.     Using plenary focus groups in information systems research: More than a collection of interviews

    Standard data collection techniques in qualitative research have included surveys, interviews and observations. The Focus group technique is a more recent addition to the empirical researcher's repertoire and is highly appropriate to Information Systems research in particular circumstances. This paper introduces a focus group approach to the study of information systems using a case study scenario and employing a structuring technique borrowed from Soft Systems Methodology designed to shape the discussion and organize group attention on specific aspects of the descriptive process. The paper describes the conduct of focus groups with respect to individual incidents and defines a particular type of Focus Group which involves all persons attendant at an event, thereby removing problems of sampling and representativeness. The unique properties and advantages of this type of focus group in respect to IS research emerged from the case study and an example of the use of story elicitation technique is described. The case study scenario is a regional fire service and any fire or rescue related incident is unique, dynamic, live and real-time, in addition it requires the combined skills and actions of a group of individuals, none of whom may have a full overview of the situation until after the event. These factors are present in other events such as any emergency procedure, artistic or sporting performance, construction and demolition events. Recording of such events presents genuine problems for information systems and the elicitation technique helped the group members to think in different ways about the impact of their incident recording systems. As the technique has broader use across research disciplines, an attempt is made to identify the attributes and properties of these 'Plenary Focus Groups' in information systems research scenario that might lend themselves to focus group research as a useful and successful technique

    This chapter includes a discussion of leadership decisions and stress. Many leaders are daily exposed to stress when they must make decisions, and there are often social reasons for this. Social standards suggest that a leader must be proactive and make decisions and not flee the situation. Conflict often creates stress in decision-making situations. It is important for leaders to understand that it is not stress in itself that leads to bad decisions, rather, bad decisions may be the result of time pressure in the sense that leaders have not been able to gather enough relevant information. Thus, it is worthwhile for leaders to be able to prioritize properly in order to cope with stressful situations. In some situations, a leader chooses to delegate the decisions to his/her team and then it is important to guard against «groupthink», a phenomenon where members of a team put consensus before anything else as a result of the peer pressure. A number of methods are presented that enable leaders to avoid this phenomenon. Often leaders are involved in decision-making situations where they are forced to navigate between objectives that are in strong conflict with each other. We are talking about «decision dilemmas». These are characterized by the existence of a conflict between the top leadership's desire to control the activities and their wish to give autonomy and independence to the various units.     What matters to older people with assisted living needs? A phenomenological analysis of the use and non-use of telehealth and telecare

    Telehealth and telecare research has been dominated by efficacy trials. The field lacks a sophisticated theorisation of [a] what matters to older people with assisted living needs; [b] how illness affects people's capacity to use technologies; and [c] the materiality of assistive technologies. We sought to develop a phenomenologically and socio-materially informed theoretical model of assistive technology use. Forty people aged 60–98 (recruited via NHS, social care and third sector) were visited at home several times in 2011–13. Using ethnographic methods, we built a detailed picture of participants' lives, illness experiences and use (or non-use) of technologies. Data were analysed phenomenologically, drawing on the work of Heidegger, and contextualised using a structuration approach with reference to Bourdieu's notions of habitus and field. We found that participants' needs were diverse and unique. Each had multiple, mutually reinforcing impairments (e.g. tremor and visual loss and stiff hands) that were steadily worsening, culturally framed and bound up with the prospect of decline and death. They managed these conditions subjectively and experientially, appropriating or adapting technologies so as to enhance their capacity to sense and act on their world. Installed assistive technologies met few participants' needs; some devices had been abandoned and a few deliberately disabled. Successful technology arrangements were often characterised by ‘bricolage’ (pragmatic customisation, combining new with legacy devices) by the participant or someone who knew and cared about them. With few exceptions, the current generation of so-called ‘assisted living technologies’ does not assist people to live with illness. To overcome this irony, technology providers need to move beyond the goal of representing technology users informationally (e.g. as biometric data) to providing flexible components from which individuals and their carers can ‘think with things’ to improve the situated, lived experience of multi-morbidity. A radical revision of assistive technology design policy may be needed
