    Hierarchical morphological segmentation for image sequence coding

    This paper deals with a hierarchical morphological segmentation algorithm for image sequence coding. Mathematical morphology is very attractive for this purpose because it efficiently deals with geometrical features such as size, shape, contrast, or connectivity that can be considered as segmentation-oriented features. The algorithm follows a top-down procedure. It first takes into account the global information and produces a coarse segmentation, that is, with a small number of regions. Then, the segmentation quality is improved by introducing regions corresponding to more local information. The algorithm, considering sequences as being functions on a 3-D space, directly segments 3-D regions. A 3-D approach is used to get a segmentation that is stable in time and to directly solve the region correspondence problem. Each segmentation stage relies on four basic steps: simplification, marker extraction, decision, and quality estimation. The simplification removes information from the sequence to make it easier to segment. Morphological filters based on partial reconstruction are proven to be very efficient for this purpose, especially in the case of sequences. The marker extraction identifies the presence of homogeneous 3-D regions. It is based on constrained flat region labeling and morphological contrast extraction. The goal of the decision is to precisely locate the contours of regions detected by the marker extraction. This decision is performed by a modified watershed algorithm. Finally, the quality estimation concentrates on the coding residue, all the information about the 3-D regions that have not been properly segmented and therefore coded. The procedure allows the introduction of the texture and contour coding schemes within the segmentation algorithm. The coding residue is transmitted to the next segmentation stage to improve the segmentation and coding quality.     Low complexity video compression using moving edge detection based on DCT coefficients

    In this paper, we propose a new low complexity video compression method based on detecting blocks containing moving edges us- ing only DCT coe±cients. The detection, whilst being very e±cient, also allows e±cient motion estimation by constraining the search process to moving macro-blocks only. The encoders PSNR is degraded by 2dB com- pared to H.264/AVC inter for such scenarios, whilst requiring only 5% of the execution time. The computational complexity of our approach is comparable to that of the DISCOVER codec which is the state of the art low complexity distributed video coding. The proposed method ¯nds blocks with moving edge blocks and processes only selected blocks. The approach is particularly suited to surveillance type scenarios with a static camera

    What Is Wrong with the No-Report Paradigm and How to Fix It

    Is consciousness based in prefrontal circuits involved in cognitive processes like thought, reasoning, and memory or, alternatively, is it based in sensory areas in the back of the neocortex? The no-report paradigm has been crucial to this debate because it aims to separate the neural basis of the cognitive processes underlying post-perceptual decision and report from the neural basis of conscious perception itself. However, the no-report paradigm is problematic because, even in the absence of report, subjects might engage in post-perceptual cognitive processing. Therefore, to isolate the neural basis of consciousness, a no-cognition paradigm is needed. Here, I describe a no-cognition approach to binocular rivalry and outline how this approach can help resolve debates about the neural basis of consciousness

    A study into the factors influencing the choice-making process of Indian students when selecting an international university for graduate studies using grounded theory

    Paper presented at the conference in Amsterdam in the Netherlands, July 2007.Universities operate in an increasingly competitive market place facing new and complex socio-technical and economical challenges. For many universities international student recruitment is desirable and necessary for survival. Universities knowledge in this area is often an imperfect tool as the changing environment and diversity of cultures with which it must interact challenge previous assumptions and common wisdom. The overall goal of this study is to identify those factors responsible for influencing Indian students’ choice of international university for graduate studies. The results are based on a longitudinal study that was carried out using the Grounded Theory research method. This qualitative methodology provides a good framework for rigorous and relevant research of emerging phenomena in student mobility. Primary data consisted of unstructured interviews, focus groups and questionnaire surveys among participants of the sample population. The literature was used as a source of secondary data. A narrative style and thick description were used to report the research findings. Four major influencers emerged from the analysis, which are referred to as programme content, international reputation, funding and job prospects and quality. Drawing together these findings the study examines the implications for recruiting graduate students from India and reveals that there are a number of ways in which the university can influence the choice-making process. The results clearly provide a sound basis for future study
