Evaluating the use and impact of Web 2.0 technologies in local government
Second generation web-based technologies (Web 2.0) such as social media and networking sites are increasingly being used by governments for activities ranging from open policy making to communication campaigns and customer service. However, this in turn has brought about additional challenges. By its very nature, Web 2.0 tech- nologies are more interactive than the traditional models of information provision or creation of digital services. Such technologies open up a new set of benefits, costs and risks to those government authorities who make use of these social and digital media to enhance their work. This study draws on the extant literature together with an in-depth qualitative case enquiry to propose an emergent framework for evaluating the intra-organisational use of Web 2.0 technologies and its impact on local government. The study findings identified additional four factors (i.e. benefits: intra-marketing, informal engagement, costs: workload constraints and risk: integration with other systems) as part of the evaluation criteria which have not previously been discussed in the existing literature surrounding the context of Web 2.0 use in local government. The study concludes that a combined analysis of the evaluation and impact assessment factors, rather than one particular approach would better assist decision makers when implementing Web 2.0 technologies for use by public administration employees
Innovative public governance through cloud computing: Information privacy, business models and performance measurement challenges
Purpose: The purpose of this paper is to identify and analyze challenges and to discuss proposed solutions for innovative public governance through cloud computing. Innovative technologies, such as federation of services and cloud computing, can greatly contribute to the provision of e-government services, through scaleable and flexible systems. Furthermore, they can facilitate in reducing costs and overcoming public information segmentation. Nonetheless, when public agencies use these technologies, they encounter several associated organizational and technical changes, as well as significant challenges. Design/methodology/approach: We followed a multidisciplinary perspective (social, behavioral, business and technical) and conducted a conceptual analysis for analyzing the associated challenges. We conducted focus group interviews in two countries for evaluating the performance models that resulted from the conceptual analysis. Findings: This study identifies and analyzes several challenges that may emerge while adopting innovative technologies for public governance and e-government services. Furthermore, it presents suggested solutions deriving from the experience of designing a related platform for public governance, including issues of privacy requirements, proposed business models and key performance indicators for public services on cloud computing. Research limitations/implications: The challenges and solutions discussed are based on the experience gained by designing one platform. However, we rely on issues and challenges collected from four countries. Practical implications: The identification of challenges for innovative design of e-government services through a central portal in Europe and using service federation is expected to inform practitioners in different roles about significant changes across multiple levels that are implied and may accelerate the challenges' resolution. Originality/value: This is the first study that discusses from multiple perspectives and through empirical investigation the challenges to realize public governance through innovative technologies. The results emerge from an actual portal that will function at a European level. © Emerald Group Publishing Limited

A theoretical model for the application of Web 2.0 in e-Government
Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context. Unlocking the potential of community composting: Full project report
Community based composting schemes can make valuable contributions to the development of local infrastructure and amenities by improving soils and green spaces in addition to diverting waste from landfill. Furthermore, well managed community activities have potential for providing work and volunteering opportunities, as well as bringing people together and improving skills, knowledge and self-confidence. Considered collectively these factors may contribute to local sustainability more effectively than focusing on meeting particular waste related targets. Although there is some anecdotal and financial evidence for the growth in, and diversity of, community composting, there is very little comprehensive data that draws together the activity of the sector as a whole. This research set out to understand and assess the current and potential role of the community composting sector in achieving Defraâs waste related targets and Governmentâs other wider environmental and social objectives. Thus this research is timely both in terms of establishing what has been achieved in the community composting sector to-date and in terms of possibilities for future achievements
Assessment of the Turkish Local e-Governments: An Empirical Study
In this research, we first evaluated the current practices of the Turkish local e-governments. Then, building upon an earlier study of local e-governments in Europe (Key Elements for Electronic Local Authoritiesâ Networks [KEeLAN], 2002), we compared the Turkish local e-government stages with their European counterparts to give a broader perspective. The basic framework focuses on the evaluation of current practices on the supply side (government), rather than the demand side (citizen). The emphasis of this research is on the evaluation of each web site in terms of nine basic public services (additional sub-services available) comprised of policy making, economic development, personal documents, credit and loans/financial support, education, building permits, environment, culture and leisure, and information dissemination. It is assumed that at least four of those services (randomly) are supplied in a local context among the Member Countries, including Turkey. We suggest the results might provide a deeper understanding of local e-governments in Turkey and lend support to advances in this under-researched area.Local government, local e-government, e-government, e-municipality, e-service, e-Europe, e-Turkey
Incentives for the adoption of e-government by Greek municipalities
Purpose: The research aims to identify the incentives that play an important role in the evolution of e-government in Greece at local scale and its actual development level. It also investigates the factors and the perceived barriers that affect the development of local egovernment in Greek Municipalities, as well as the benefits they derive from it. Design/Methodology/Approach: The research is based on a survey that was conducted through a questionnaire to all 325 Municipalities of the country and includes data from 109 Municipalities that participated in the quantitative approach. Findings: While e-government is spread at a relatively satisfactory level, it appears that only a few Municipalities are performing well. Results highlight also the two main incentives that motivate Municipalities to adopt e-government: The first is the improvement of the efficiency of information exchange with the external environment and the second is managing internal issues-relationships in conjunction with the existence of prominent IT departments. Amongst the main factors that affect e-government adoption by Local authorities, budgetary constraints stand out, while the lack of personnel specialized in Information Technologies is identified as common obstacle. Practical Implications: Findings suggest that an integrated approach to e-government is needed in order to enable organizations to minimize failures and to overcome barriers and counter risks. The capacity to align e-government applications with the increasing and evolving needs and requirements of the citizens is the key to optimizing the benefits of eGovernment at local scale. Originality/Value: There is no similar empirical research in the context of Greece; hence, it seems important to increase the knowledge about the drivers of e-government adoption, especially in the public sector at the local scale.peer-reviewe

Geo-questionnaire in urban planning â preliminary results of the experimental application in Poland
Changes in the attitude of local authorities towards the public participation in the decision making processes have prompted development of new methods of such involvement. As far as the urban planning is concerned, of particular potential is the so-called Public Participation Geographic Information Systems (PPGIS). One of the tools used for the purpose is a geo-questionnaire, combining the benefits of a standard questionnaire and a map, which permits collecting information on particular sites and on the respondentsâ ideas on localisation of new objects and functionalities.Within the project âGeoportal supporting public participation in urban planningâ, in the years 2015â2016, a study was undertaken to explore the effectiveness and usefulness of the geo-questionnaire. Five pilot studies were performed in the PoznaĆ and ĆĂłdĆș agglomerations. The geo-questionnaires concerned the local spatial management plan in Rokietnica (PoznaĆ agglomeration), landscape protection in ĆĂłdĆș, conception of the transportation system development in ĆĂłdĆș, conception of urban design of the Ćazarski Market in PoznaĆ, and the Map of Local Needs in the city center of PoznaĆ. The aim of the study was to present the preliminary results of the initial implementations of geo-questionnaire developed within the project Geoportal supporting public participation in urban planning. The applications of geo-questionnaire have been analysed taking into account the characteristics of implementation areas, characteristics of users, the effectiveness of recruitment methods and opinions about the tool from two points of view: the respondents and the recipients of results
