    Regional Economic Implications of Water Allocation and Reliability

    The understanding of how allocation decisions can maximise the economic returns to the community from water for irrigation has received little attention, but is a significant issue for regional councils, those interested in water allocation policy development, and for irrigated farmers. There is a tradeoff between the amount of irrigated area and the reliability with which it can be undertaken. Overseas studies have generated a curve with optimum levels of allocation which maximise the economic return to the community from the resource. The study on which this paper is based used a single case study to model the individual and regional economic outcomes for four scenarios of water allocation, using daily time step simulation models of the hydrological, irrigation, farm and financial systems over the 1973 – 2000 period.     This CEPS Task Force Report focuses on how to improve water efficiency in Europe, notably in public supply, households, agriculture, energy and manufacturing as well as across sectors. It presents a number of recommendations on how to make better use of economic policy instruments to sustainably manage the EU’s water resources. Published in the run-up to the European Commission’s “Blueprint to Safeguard Europe’s Waters”, the report contributes to the policy deliberations in two ways. First, by assessing the viability of economic policy instruments, it addresses a major shortcoming that has so far prevented the 2000 EU Water Framework Directive (WFD) from becoming fully effective in practice: the lack of appropriate, coherent and effective instruments in (some) member states. Second, as the Task Force report is the result of an interactive process involving a variety of stakeholders, it is able to point to the key differences in interpreting and applying WFD principles that have led to a lack of policy coherence across the EU and to offer some pragmatic advice on moving forward

Pardee Center for the Study of the Longer-Range Future.Pardee 2013 Graduate Summer Fellow Leeann Sullivan uses the Okavango River in Southern Africa as a case study to discuss the key challenges of the future of transboundary water governance. She argues that while local-level management has been successful thus far, climate change and rapid socio-economic development pose basin-wide challenges that communities cannot address alone. By creating a regional framework to help communities tackle issues of communication, governance, financial stability, resource allocation, and data management, water managers may be able to strengthen political and environmental resilience in the basin. She concludes that lessons drawn from the integration of management systems in the Okavango could inform practices for sustainable water management in a more global context

    Mixed Bag: Simulating Market-Based Instruments for Water Quality and Quantity in the Upper Waikato

    We designed and implemented participatory computer simulations in three workshops in New Zealand's Upper Waikato catchment to learn how market-based instruments (MBIs) might improve freshwater outcomes when managing water and land resources within limits. An Excel-based platform was built to simulate, in stakeholder workshops, the use of transferable permits and user charges for both water quantity and water quality in the Upper Waikato catchment. Each participant managed a hypothetical property in a simplified catchment that included seven farms, a pulp mill, district council, and a hydro - electric company. Based on profit schedules and policy settings, participants made choices about production intensity, land use change and trading of water and/or nutrient allowances. The simulations highlighted the social and cultural context in which MBIs must operate, and how that context influences the outcomes that we can expect from MBIs. Participants found the simulations to be a valuable learning experience

    This paper sets out a complex adaptive systems view of water governance. Overview Fresh water is a life - enabling resource as well as the source of spiritual, social and economic wellbeing and development. It is continuously renewed by the Earth’s natural recycling systems using heat from the sun to evaporate and purify, and then rain to replenish supplies. For thousands of years people have benefited from these systems with little concern for their ability to keep up with human population and economic development. Rapid increases in population and economic activity have brought concern for how these systems interact with human social and economic systems to centre stage this century in the guise of a focus on water governance. What do we mean by governance and how might we better understand our water governance systems to ensure their ongoing sustainability? This paper sets out a complex adaptive systems view of water governance. It draws on the academic literature on effective governance of complex systems and effective water governance to identify some principles for use in water governance in New Zealand. It illustrates aspects of emerging water governance practice with some examples from New Zealand which have employed a multi-actor, collaborative governance approach. The paper concludes with some implications for the future evolution of effective water governance in New Zealand. Collaborative governance processes are relatively unfamiliar to New Zealand citizens, politicians and other policy actors which makes it more important that we study and learn from early examples of the use of this mode of governance

    Economics of irrigation water management : a literature survey with focus on partial and general equilibrium models

    Water policy is an important topic on the agenda of the international community, and efficiency and equity in the allocation of water have emerged as important factors to be considered. Water pricing can be used to mitigate both the quantity and quality dimensions of water scarcity. This paper reviews partial equilibrium models and general equilibrium models that are relevant to irrigation water management issues. The most widely discussed issues in these models are water markets and water pricing. The interrelationships between economic, cultural, social, and political aspects that are related to water policy make it difficult to provide a comprehensive policy analysis. General equilibrium models of irrigation water management allow incorporation of both the irrigation sector and the other sectors in the economy and analysis of policies affecting each of them and the interaction between them. In addition to being able to address sector and household specifications, production factors, time horizon, pricing policies, and institutions such as water markets, general equilibrium models allow the analysis of the impact of water policies on equity and poverty alleviation.
