    Cross border Classical Swine Fever control: Improving Dutch and German crisis management systems by an integrated public-private approach

    The objective of this research approach is to analyse in which ways crisis management measures against Classical Swine Fever (CSF) can be improved by a public private cross border model. A core activity contains the analysis of information and communication systems: In a case study it has been empirically analysed if a sufficient supply of public and private information enables crisis managers at both sides of the Dutch-German border area to take decisions about CSF control more efficient. At the end of this approach a new crisis management model had been developed. One of the most important aspects thereby is the assessment of data: (1) within private quality management systems in normal times according to the benefit for public management tasks in times of crisis and (2) within public crisis management systems according to the benefit for cross-border CSF-control activities. To this effect two different methodological approaches have been combined within the model: (1) a method to identify and illustrate public actors and their options in crisis management decision making and (2) a system of communication and information exchange between public and private as well as Dutch and German actors (engage& exchange model) which permit to collect and to evaluate data in addition for a predefined time period are activated

    Negotiating the 'trading zone'. Creating a shared information infrastructure in the Dutch public safety sector

    Our main concern in this article is whether nation-wide information technology (IT) infrastructures or systems in emergency response and disaster management are the solution to the communication problems the safety sector suffers from. It has been argued that implementing nation-wide IT systems will help to create shared cognition and situational awareness among relief workers. We put this claim to the test by presenting a case study on the introduction of ‘netcentric work’, an IT system-based platform aiming at the creation of situational awareness for professionals in the safety sector in the Netherlands. The outcome of our research is that the negotiation with relevant stakeholders by the Dutch government has lead to the emergence of several fragmented IT systems. It becomes clear that a top-down implementation strategy for a single nation-wide information system will fail because of the fragmentation of the Dutch safety sector it is supposed to be a solution to. As the US safety sector is at least as fragmented as its Dutch counterpart, this may serve as a caveat for the introduction of similar IT systems in the US

    Two Forms of Responsibility – Organizational and Societal

    My aim in this article is twofold. First, I will illuminate the triangular conceptual connections between responsibility, authority, and power as they are exposed in the organizational realm; second, I will show how the three concepts are distinct. Relying on the work of Peter Strawson and his followers on responsibility for my point of departure, I will show that the connection between the inner corporational authority and its inner matching responsibility is different from the connection between the outer corporational forces and influences and the CSR that they develop in reaction to these. This will expose another important distinction between two kinds of responsibility: the organizational kind, as instantiated in organizations, and the social kind, which constitutes the outer aspect of the CSR. Though many thinkers address different kinds of responsibility, a comparative perspective of these different concepts is missing. I attempt to bring three of these separate discourses together to examine them alongside one another, evaluating them in the light of their differences and similarities. This will expose a new typology of ‘responsibility’ that penetrates and illuminates the relations between corporations and society and as such enhance our understanding of organizational responsibility
