    Fire Immediate Response System Workshop Report

    California's recent wildfires, exacerbated by extreme weather conditions, have focused the nation's attention on the problem of managing fire at the wildland urban interface. With the goal of understanding how new or re-imagined technologies could improve early fire detection and response, the Gordon and Betty Moore Foundation hosted a "Fire Immediate Response System" workshop (April 24 -26, 2019).     MPA network design based on graph network theory and emergent properties of larval dispersal

    Despite the recognised effectiveness of networks of Marine Protected Areas (MPAs) as a biodiversity conservation instrument, nowadays MPA network design frequently disregards the importance of connectivity patterns. In the case of sedentary marine populations, connectivity stems not only from the stochastic nature of the physical environment that affects early-life stages dispersal, but also from the spawning stock attributes that affect the reproductive output (e.g., passive eggs and larvae) and its survivorship. Early-life stages are virtually impossible to track in the ocean. Therefore, numerical ocean current simulations coupled to egg and larval Lagrangian transport models remain the most common approach for the assessment of marine larval connectivity. Inferred larval connectivity may be different depending on the type of connectivity considered; consequently, the prioritisation of sites for marine populations' conservation might also differ. Here, we introduce a framework for evaluating and designing MPA networks based on the identification of connectivity hotspots using graph theoretic analysis. We use as a case of study a network of open-access areas and MPAs, off Mallorca Island (Spain), and test its effectiveness for the protection of the painted comber Serranus scriba. Outputs from network analysis are used to: (1) identify critical areas for improving overall larval connectivity; (2) assess the impact of species' biological parameters in network connectivity; and (3) explore alternative MPA configurations to improve average network connectivity. Results demonstrate the potential of graph theory to identify non-trivial egg/larval dispersal patterns and emerging collective properties of the MPA network which are relevant for increasing protection efficiency.Comment: 8 figures, 3 tables, 1 Supplementary material (including 4 table; 3 figures and supplementary methods

    The value of cross border emergency management in adapting to climate change

    Adapting to climate change is challenging in border regions where emergency situations can become amplified on a cross-border basis. Such amplification is largely the result of more agencies becoming involved in the response; groups that are often geographically dispersed, bring more divergent agendas to the ‘table’ and are often less well acquainted with each other. However, acting to build adaptive responses across international borders serves to increase resilience and decrease vulnerability to climate change. Over the coming decades climate change is likely to increase flood risk. On the island of Ireland, border regions are amongst the most vulnerable to hazards such as flooding. Developing effective cross-border emergency management will require collaborative planning, capacity building and innovative leadership. This paper sets out the urgency of adapting to climate change in border regions and provides an overview of progress and capacity building in moving towards greater shared services in border communities in Ireland

    Multi-Risk Climate Mapping for the Adaptation of the Venice Metropolitan Area

    Climate change risk reduction requires cities to undertake urgent decisions. One of the principal obstacles that hinders effective decision making is insufficient spatial knowledge frameworks. Cities climate adaptation planning must become strategic to rethink and transform urban fabrics holistically. Contemporary urban planning should merge future threats with older and unsolved criticalities, like social inequities, urban conflicts and \u201cdrosscapes\u201d. Retrofitting planning processes and redefining urban objectives requires the development of innovative spatial information frameworks. This paper proposes a combination of approaches to overcome knowledge production limits and to support climate adaptation planning. The research was undertaken in collaboration with the Metropolitan City of Venice and the Municipality of Venice, and required the production of a multi-risk climate atlas to support their future spatial planning efforts. The developed tool is a Spatial Decision Support System (SDSS), which aids adaptation actions and the coordination of strategies. The model recognises and assesses two climate impacts: Urban Heat Island and Flooding, representing the Metropolitan City of Venice (CMVE) as a case study in complexity. The model is composed from multiple assessment methodologies and maps both vulnerability and risk. The atlas links the morphological and functional conditions of urban fabrics and land use that triggers climate impacts. The atlas takes the exposure assessment of urban assets into account, using this parameter to describe local economies and social services, and map the uneven distribution of impacts. The resulting tool is therefore a replicable and scalable mapping assessment able to mediate between metropolitan and local level planning systems

[There is ever more research on smart cities and new interdisciplinary approaches proposed on the study of smart cities. At the same time, problems pertinent to communities inhabiting rural areas are being addressed, as part of discussions in contigious fields of research, be it environmental studies, sociology, or agriculture. Even if rural areas and countryside communities have previously been a subject of concern for robust policy frameworks, such as the European Union’s Cohesion Policy and Common Agricultural Policy Arguably, the concept of ‘the village’ has been largely absent in the debate. As a result, when advances in sophisticated information and communication technology (ICT) led to the emergence of a rich body of research on smart cities, the application and usability of ICT in the context of a village has remained underdiscussed in the literature. Against this backdrop, this volume delivers on four objectives. It delineates the conceptual boundaries of the concept of ‘smart village’. It highlights in which ways ‘smart village’ is distinct from ‘smart city’. It examines in which ways smart cities research can enrich smart villages research. It sheds light on the smart village research agenda as it unfolds in European and global contexts.
