A Call to Arms: Revisiting Database Design

Good database design is crucial to obtain a sound, consistent database, and - in turn - good database design methodologies are the best way to achieve the right design. These methodologies are taught to most Computer Science undergraduates, as part of any Introduction to Database class. They can be considered part of the "canon", and indeed, the overall approach to database design has been unchanged for years. Moreover, none of the major database research assessments identify database design as a strategic research direction. Should we conclude that database design is a solved problem? Our thesis is that database design remains a critical unsolved problem. Hence, it should be the subject of more research. Our starting point is the observation that traditional database design is not used in practice - and if it were used it would result in designs that are not well adapted to current environments. In short, database design has failed to keep up with the times. Game theory has developed several powerful tools for analyzing decision making in systems composed of multiple autonomous actors. Given this fact, AI practitioners would like to exploit these tools when building software systems containing multiple agents. However, to do this, the tools must be tailored to computational settings. To this end, the authors provide an overview of computational-mechanism design, which deals with the application of economic principles in computer systems design. Moreover, because many complex systems are inherently distributed, they also present initial results from the relatively new field of distributed-computational-mechanism design and outline the key challenges involved in making the ideas practicable.Engineering and Applied Science

Public policy to promote entrepreneurship: a call to arms

We debate the motivation for and effectiveness of public policies to encourage individuals to become entrepreneurs. Reviewing established evidence we find that most Western world policies do not greatly reduce or solve any market failures but instead waste taxpayers’ money, encourage those already intent on becoming entrepreneurs, and mostly generate one-employee businesses with low-growth intentions and a lack of interest in innovating. Most policy initiatives that would have the effect of promoting valuable entrepreneurship would not be recognizable as such, because they would primarily address other market failures: A central-payer health care would remove healthcare-related distortions affecting employment choices; greater STEM education would produce more engineers of which some start valuable new firms; and labor market reform to encourage hiring immigrants in jobs they have been educated for would reduce inefficient allocation of talent to entrepreneurship

This work mainly focuses on putting the laborers of the Richmond Armory and the Tredegar Iron Works into the context of Civil War Richmond by focusing on their skills, backgrounds, and loyalties throughout the conflict. It highlights the similarities and differences between the two institutions and the legacies that they left behind in the years following the war. It also sheds light on some of the problems facing the Confederacy during the course of the war and its struggle to procure arms

Gender and palliative care: a call to arms.

There has been a systematic and largely unconscious neglect of gender in palliative care research, practice and policy. This is despite significant, although previously uncollated, evidence that gender influences almost all aspects of end-of-life preferences, experiences and care. The social situations of women, transgender people and men often differ from one another while also intersecting in complex ways with sex differences rooted in biology. If palliative care is to meet its aspiration of providing universal benefit, it urgently needs to address a range of gender inequalities currently (re)produced at the level of the laboratory all the way through to government departments. In this call to arms, we spotlight specific instances where gender inequalities have been documented, for example, regarding end-of-life caregiving, end-of-life intervention and palliative care access and benefit. We highlight how gender inequalities intersect with other social determinants of health including ethnicity and economic status to exacerbate situations of marginality. We conclude by offering some practical steps that can be taken to support the discipline to adopt a more critical gender lens to support more equitable research, policy and practice
