Copyright @ 2010 Elsevier B.V.In this paper we present a new web mashup system for helping people and professionals to retrieve information about emergencies and disasters. Today, the use of the web during emergencies, is confirmed by the employment of systems like Flickr, Twitter or Facebook as demonstrated in the cases of Hurricane Katrina, the July 7, 2005 London bombings, and the April 16, 2007 shootings at Virginia Polytechnic University. Many pieces of information are currently available on the web that can be useful for emergency purposes and range from messages on forums and blogs to georeferenced photos. We present here a system that, by mixing information available on the web, is able to help both people and emergency professionals in rapidly obtaining data on emergency situations by using multiple web channels. In this paper we introduce a visual system, providing a combination of tools that demonstrated to be effective in such emergency situations, such as spatio/temporal search features, recommendation and filtering tools, and storyboards. We demonstrated the efficacy of our system by means of an analytic evaluation (comparing it with others available on the web), an usability evaluation made by expert users (students adequately trained) and an experimental evaluation with 34 participants.Spanish Ministry of Science and Innovation and Universidad Carlos III de Madrid and Banco Santander

    The purpose of this document is to provide an in-depth analysis of current reasoning engine practice and the integration strategies of Case Based Reasoning and Model Based Reasoning that will be used in the design and development of the RIMSAT system. RIMSAT (Remote Intelligent Management Support and Training) is a European Commission funded project designed to: a.. Provide an innovative, 'intelligent', knowledge based solution aimed at improving the quality of critical decisions b.. Enhance the competencies and responsiveness of individuals and organisations involved in highly complex, safety critical incidents - irrespective of their location. In other words, RIMSAT aims to design and implement a decision support system that using Case Base Reasoning as well as Model Base Reasoning technology is applied in the management of emergency situations.     Wireless sensor data processing for on-site emergency response

    This thesis is concerned with the problem of processing data from Wireless Sensor Networks (WSNs) to meet the requirements of emergency responders (e.g. Fire and Rescue Services). A WSN typically consists of spatially distributed sensor nodes to cooperatively monitor the physical or environmental conditions. Sensor data about the physical or environmental conditions can then be used as part of the input to predict, detect, and monitor emergencies. Although WSNs have demonstrated their great potential in facilitating Emergency Response, sensor data cannot be interpreted directly due to its large volume, noise, and redundancy. In addition, emergency responders are not interested in raw data, they are interested in the meaning it conveys. This thesis presents research on processing and combining data from multiple types of sensors, and combining sensor data with other relevant data, for the purpose of obtaining data of greater quality and information of greater relevance to emergency responders. The current theory and practice in Emergency Response and the existing technology aids were reviewed to identify the requirements from both application and technology perspectives (Chapter 2). The detailed process of information extraction from sensor data and sensor data fusion techniques were reviewed to identify what constitutes suitable sensor data fusion techniques and challenges presented in sensor data processing (Chapter 3). A study of Incident Commanders’ requirements utilised a goal-driven task analysis method to identify gaps in current means of obtaining relevant information during response to fire emergencies and a list of opportunities for WSN technology to fill those gaps (Chapter 4). A high-level Emergency Information Management System Architecture was proposed, including the main components that are needed, the interaction between components, and system function specification at different incident stages (Chapter 5). A set of state-awareness rules was proposed, and integrated with Kalman Filter to improve the performance of filtering. The proposed data pre-processing approach achieved both improved outlier removal and quick detection of real events (Chapter 6). A data storage mechanism was proposed to support timely response to queries regardless of the increase in volume of data (Chapter 7). What can be considered as “meaning” (e.g. events) for emergency responders were identified and a generic emergency event detection model was proposed to identify patterns presenting in sensor data and associate patterns with events (Chapter 8). In conclusion, the added benefits that the technical work can provide to the current Emergency Response is discussed and specific contributions and future work are highlighted (Chapter 9)

    Like a Banana Tree : Towards a Model of Children in Disasters : An Exploration of an Anthropological Problem

    There is currently an emerging literature on the anthropology of disasters, and also an emergent literature on the new anthropology of childhood and children. Despite an extensive search, no significant body of literature on the anthropology of children in natural event based disasters could be found. A central focus of this thesis will be interrogate this gap through a documentary search, to ascertain what factors might influence the absence of children in the anthropology of disasters. To achieve this, the study defines and conceptualizes both the anthropology of disasters and the anthropology of children. Recent research shows that children are not simply passive receivers of culture, but are active social actors in the construction of a sense of self, place and community. The thesis will examine the discourses of disaster containing children and argue that children are securely enclosed in the medicalized narratives of psychology and psychiatry. The purpose of the study will be to suggest ways in which the separate discourses may engage in dialogue, and to generate research questions on how an anthropology of children in disasters might be perceived. The thesis will propose that children can be a positive resource in disaster preparedness. Mitigation and response, and it is hoped that this field of research will impact on future disaster policy and practice

    Semantic Ontology Design for a Multi-Cooperative First Responder Interoperable Platform

    Natural and man-made catastrophic events appear be steadily increasing in intensity and frequency. Proper preparation, response and recovery are essential if mankind and its vital systems are to cope with and survive large-scale disasters. The organisations responsible for delivering emergency response services often under-perform due to a lack of proper interoperation and collaboration. This paper discuss the interoperability issues for data interchange among first responders agency participating in emergency situation and provides exhaustive overview of the recent studies and attempts to solve the problem. The approach taken by the EU funded REDIRNET project for development of a core ontology enabling exchange of data among first responder agencies is presented. The novelty included in the ontology tree is described and the implementation in the meta-data gateway is introduced. The paper provides insight in the implementation of the REDIRNET platform and the designed semantic interoperable services. The paper ends with the discussion of the presented work and the concluding remarks

    Modeling IoT-Based Solutions Using Human-Centric Wireless Sensor Networks

    The Internet of Things (IoT) has inspired solutions that are already available for addressing problems in various application scenarios, such as healthcare, security, emergency support and tourism. However, there is no clear approach to modeling these systems and envisioning their capabilities at the design time. Therefore, the process of designing these systems is ad hoc and its real impact is evaluated once the solution is already implemented, which is risky and expensive. This paper proposes a modeling approach that uses  human-centric wireless sensor networks to specify and evaluate models of IoT-based systems at the time of design, avoiding the need to spend time and effort on early implementations of immature designs. It allows designers to focus on the system design, leaving the implementation decisions for a next phase. The article illustrates the usefulness of this proposal through a running example, showing the design of an IoT-based solution to support the first responses during medium-sized or large urban incidents. The case study used in the proposal evaluation is based on a real train crash. The proposed modeling approach can be used to design IoT-based systems for other application scenarios, e.g., to support security operatives or monitor chronic patients in their homes.Fil: Monares, Álvaro .     Human-Computer User Interface Design for Semiliterate and Illiterate Users

    Information and Communication Technology (ICT) has revolutionized the lives of the people. The technology is embedded in daily life of literate or semiliterate/illiterate users. However, the user interface (UI) requirements for semiliterate/illiterate users are different from that of an educated person. The researchers of Human Computer Interaction for Development (HCI4D) face challenges to improve the usability of a UI for the semiliterate users. Therefore, a Systematic Literature Review (SLR) is conducted to provide a set of design factors and guidelines for UI development of semiliterate users. The study is based on extensive research gathered from literature to understand the user-centered design (UCD) approach, enhancing user experience (UX) for semiliterate users. This study analyses fifty two research articles that are published during 2010-2020. The findings shed light on the systematization of UI design guidelines for semiliterate/illiterate users. These guidelines can help in taking advantage of ICT during the COVID-19 pandemic. The analysis shows that seventeen main design factors are indispensable for designing UI of semiliterate users. The most suggested design factors include localization and graphics, which should be incorporated in UI for the target population. Moreover, the lag in the design factors as personalization and consistency open a road for future research

    Usability of disaster apps : understanding the perspectives of the public as end-users : a dissertation presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Emergency Management at Massey University, Wellington, New Zealand

    Listed in 2020 Dean's List of Exceptional ThesesMultiple smartphone applications (apps) exist that can enhance the public’s resilience to disasters. Despite the capabilities of these apps, they can only be effective if users find them usable. Availability does not automatically translate to usability nor does it guarantee continued usage by the target users. A disaster app will be of little or no value if a user abandons it after the initial download. It is, therefore, essential to understand the users’ perspectives on the usability of disaster apps. In the context of disaster apps, usability entails providing the elements that effectively facilitate users in retrieving critical information, and thus enabling them to make decisions during crises. Establishing good usability for effective systems relies upon focussing on the user whereby technological solutions match the user’s needs and expectations. However, most studies on the usability of disaster context technologies have been conducted with emergency responders, and only a few have investigated the publics’ perspectives as end-users. This doctoral project, written within a ‘PhD-thesis-with-publication’ format, addresses this gap by investigating the usability of disaster apps through the perspectives of the public end-users. The investigation takes an explicitly perceived usability standpoint where the experiences of the end-users are prioritised. Data analysis involved user-centric information to understand the public’s context and the mechanisms of disaster app usability. A mixed methods approach incorporates the qualitative analysis of app store data of 1,405 user reviews from 58 existing disaster apps, the quantitative analysis of 271 survey responses from actual disaster app users, and the qualitative analysis of usability inquiries with 18 members of the public. Insights gathered from this doctoral project highlight that end-users do not anticipate using disaster apps frequently, which poses particular challenges. Furthermore, despite the anticipated low frequency of use, because of the life-safety association of disasters apps, end-users have an expectation that the apps can operate with adequate usability when needed. This doctoral project provides focussed outcomes that consider such user perspectives. First, an app store analysis investigating user reviews identified new usability concerns particular to disaster apps. It highlighted users’ opinion on phone resource usage and relevance of content, among others. More importantly, it defined a new usability factor, app dependability, relating to the life-safety context of disaster apps. App dependability is the degree to which users’ perceive that an app can operate dependably during critical scenarios. Second, the quantitative results from this research have contributed towards producing a usability-continuance model, highlighting the usability factors that affect end-users’ intention to keep or uninstall a disaster app. The key influences for users’ intention to keep disaster apps are: (1) users’ perceptions as to whether the app delivers its function (app utility), (2) whether it does so dependably (app dependability), and (3) whether it presents information that can be easily understood (user-interface output). Subsequently, too much focus on (4) user-interface graphics and (5) user-interface input can encourage users to uninstall apps. Third, the results from the qualitative analysis of the inquiry data provide a basis for developing guidelines for disaster app usability. In the expectation of low level of engagement with disaster app users, the guidelines list recommendations addressing information salience, cognitive load, and trust. This doctoral project provides several contributions to the body of knowledge for usability and disaster apps. It reiterates the importance of investigating the usability of technological products for disasters and showcases the value of user-centric data in understanding usability. It has investigated usability with particular attention to the end-users’ perspectives on the context of disaster apps and, thus, produces a theoretical usability-continuance model to advance disaster app usability research and usability guidelines to encourage responsible design in practice
